WHEREA8, rising costs to the City of Miami Recreational
Programs have necessitated changing the structure for fees for the
Use of recreational facilities; and

WHEREAS, it is essential that the fees as provided herein
be enforced as early as possible in order to provide adequate fund-
ing is urgently needed to maintain order and harmony within
the City;
NOW, THEREFORE, BE. IT ORDAINED BY THE CITY COMMISSION OF
THE CITY .OF MIAMI,.FLORIDA:.
Section i. Subsections (b), (c) and (d) of Section 39-1
of the Code of the City of Miami, as amended, is hereby further
amended by increasing the fee schedules as providedtherein and by

establishing new fee schedules as hereinafter set forth, to wit:
Section 39-1
The following is applicable to subsections CO), (c)
and (d) hereof:
The Director of Parks and Recreation is hereby
authorized to waive the surcharge and the field
facility fee when facilities are used by youths
through 17 years of age, and exempting senior citizens 62 years
of age and older who are City of Miami residents. Such organizations
shall not be exempt from charges imposed for lining the fields, add-
itional cost of personnel, or the percentage of gross receipts where
applicable.
(b) Public Schools, youth -serving organizations,
protective and government organizations, churches,
civic groups and fraternal organizations.

far as they are inconsistent or in conflict with the provisions of.
this ordinance,, are hereby. repealed.
Section 5. The provisions of this ordinance shall become
effective on April 5, 1976.

Subsections (b), (c) and (d) of
Section39.1 of Ordinance No. 8270
REFERENCES: Recreational Facility Fees
ENCLOSURES -
It is not only appropriate but imperative that the City, through
the Department of Parks and Recreation, provide additional
revenue from the use of its recreational facilities through
increased rental fees and charges.
The amended ordinance would accomplish this by:
1. Initiating a $5.00 surcharge for profit making organizations
within the City limits who desire to use specific facilities.
2. Increasing the surcharge for private schools from $5.00 to
$10. 00.
3. Increasing the surcharge for schools and organizations outside
the City limits from $10. 00 to $15.00.
4. Providing a charge for the use of lights on a per hour basis
through the elimination of the fixed time limit for the use of
the track, softball field, baseball field, and football/soccer
field.
5. Providing for all charges to be exclusive rather than inclusive
of the appropriate tax and do not include, if required by the
Department of Parks and Recreation, the additional cost of
such designated park or recreational personnel.
However, inasmuch as non-profit organizations, serving youth
through seventeen years of age for extended periods of time on

the Director of Parks and Recreation would be authori'Z-ed to
wailte the surcharge and the field facility fee. Such organizations
shall not be exempt from charges imposed for lining the fields,
use of tights, additional cost of personnel, or the percentage of
gross receipts where applicable.
It is now in order for the City Commission to amend subsections
(b), (c) and (d) of Section 39-1 of Ordinance No. 8270 to increase
fee schedules for the use of City recreational facilities.
