Co missiofl Heating on Hay Heights, which took place oft Thursday, pebruary 25, 1976, a traffic survey was con- ducted. The purpose of the survey was to determine the destinations of motorists who use South Bayshore Drive (westbound) during the hours of 4:00 p.m. to 6:00 p.m. SURVEY:IMPLEMENTATION The operational procedures that were developed and implemented. on Thursday, March 18, 1976 were as followst 1. Between 4:00 and 6:00 p.m. ten (10) employees interviewed the drivers of vehicles that were stopped by a red indica— tion of the traffic signals on South Bayshore Drive at Alatka Street (Mercy Hospital entrance) and at the entrance to Immaculate Academy (3601 So. Miami Avenue). The ques— tions that were asked included: (a) The number of times per week the driver passes through this area between 4:00 and 6:00 p.m. • (b) The destination of the driver, i.e. Miami/Coconut Grove, Coral Gables, South Miami etc. (c) Whether or not the driver intended to stop in the Miami/Coconut Grove area on this trip. The questionnaire sheet which was used is attached. Each driver who was questioned was gitted an informational sheet which explained the purpose of the study (see attached). One employee counted the total number of vehicles that were westbound on South Bayshore Drive between 4:00 and 6:00 p.m. This procedure enabled us to determine the proportion of drivers who use South Bayshore Drive because they are through traffic and which proportion do, in fact, have destinations in the City of Miami. SURVEY RESULTS The results of the study are as follows: 1. Total traffic westbound on South Bayshore Drive between 4:00 and 6:00 p.m. was 2,460 vehicles. 2. Total number of motorists interviewed was 746, i.e. 30.3% of the total traffic. 3. 84.7% of the interviewed motorists used South Bayshore Drive at least three (3) times per week while most of these motor— ists used it daily. 4. Bayshore Drive at least three times/week. CONCLUSIONS AND RECOMMENDATIONS It is evident from the traffic survey interview data that the majority of people who travel on South Bayshore Drive weekdays between 4:00 and 6:00 p.m. have destinations in the Miami/Coconut Grove area. It is also apparent that the majority of motorists interviewed (84.7%) feel that South Bayshore Drive is the most viable route home since they use the roadway at least three times per week. It is the recommendation of this Department that South Bayshore Drive be marked to provide two (2) lanes of traffic westbound from Alatka Street to Crystal Court. This can be accomplished by changing the street use from two (2) 15' lanes to three (3) 10' lanes. A minor widening at SAL lith Avenue would be required to preserve the eastbound -to -northbound left turn lane. The purpose of this survey is to obtain information concerning vehicular traffic on South Bayshore Drive for a City of Miami Public Hearing which will be held on March 25, 1976, at 7:00 P.M. in the City Commission Meeting Room at Dinner Key, Miami, Florida. The purpose of this public hearing is to consider recommendations for improving traffic progression on South Bayshore Drive with reference to the traffic flow in the Bay Heights area and in the Natoma Manor area. The reasons for this survey are threefold: 1.) Traffic delay and congestion on South Bayshore Drive in the Bay Heights area (S.W. 17th Avenue north to Alatka Street) has been a problem for the past five years. 2.) The peak hour turn restriction signs that had been placed in the Bay Heights area and Natoma Manor area have been proven to be ineffective (266 violations on January 20, 1976). 3.) A high number (approximately 300) of motorists travel through residential areas (Bay Heights and Natoma Manor) in order to avoid the congestion on South Bayshore Drive, weekdays between 4:00 P.M. and 6:00 P.M. We refer specifically to edi- torial comment in that publication on February 18, 1976 and again on March 2, 1976 under the headings "Bayshore bottleneck" and "Stalling on Bayshore." Copies of the offending items are.attached hereto. We reject and label as pure falsifications the several allegations and accusations directed against the Miami City Commission in both articles. We be- lieve they exaggerate the attitude and words of Metro Traffic and Transportation Department both in fact and by implication. We note that sound reasons for extreme caution and careful planning with respect to the Bayshore corridor were ignored in both instances. Finally, we call attention to the fact that the "ob- vious solution" proposed by the traffic experts on the News' staff is in direct conflict with the findings and recommendations set down in both the Master Plan for Dinner Key and the Planning Study for Coconut Grove. Because there is a fairly wide belief that most reporting is accurate and that most editorials are fair and because neither of the items referred to approach those standards, but instead border upon editorial mal- practice, we respectfully request that this letter be entered into the record at the outset of the Public Hearing to which it relates on March 25, 1976.
