Attached is an Emergency Resolution which was adopted by the County Com..
mission on March 16, 19766 In regards to our discussion on March 18, 1976
concerning this matter, I am forwarding this to you and request your con-
sideration in placing this before the City Commission on March 25, 1976
for their action.
Also attached is a copy of the Mutual Aid Plan for Fire Disaster Control
which is on file in the City Clerk's office and authorizes the City of
Miami Firs: Department to participate in a countywide assistance program.
As previously discussed, the City of Miami will coordinate the Mutual Aid
Plan through our FOIC office located in the Communications building.
For your information, I have also attached the Operational Plan for Dade
County Fire Service Mutual Aid Organization, a copy of the Miami Fire De-
partment's Contingency Plan to Provide Emergency Medical Care and Trans-
portation which was developed for this potential emergency condition, and
a oopy of my memorandum to you on March 16, 1976 advising of the possibility
of Randle Eastern personnel striking.
Based on the plan within our department in cooperation with the Miami Police
Department, and with the planning of the fire services within the County, I
feel that we will be able to cope with this situation in a professional
manner.
In order to give support to our planning, I suggest that the City Commission
address itself to the adoption of a resolution similar to the one adopted by
Dade County.

Dear Mr. Andrews
The day of February 23, 1976, we went to Building Zoning department to present
again a set of plans, in order to get a building permit for a new apartment
building, located at 753 S.W. 5th. Street Miami, Fla. with the legal description
Lot 14, Block 32, South City of }Miami subdivision, Plat Book B/41, Dade County
Fla. that we owned, and consist of six (6) apartment units with all requirement,
at that time, for this type of building.
Zoning department rejected it, based upon that the time have been passed for
a while since the first formal presentation. That, it is the reason we are
appealing to you, because you should know that, we presented the set of plans
on June 30, 1975, before the requirement or law changed and become efectived
for this type of lot, R-3, zoning department should have recort of it.
The plans was approved initially as it is and shown in the plans. But after—
wards we have to do several modifications to the plans in different occasions,
for the reason that, some items does not comply with the Building Code as;
electrical, plumbing, mechanical and landscaping. Beside all this inconvenient
that we had to faced, meanwhile, we could not get in all this time the proper
financial commitment from any local Bank institution to build the building.
It is very sad for us, that after we bought the lot, one and half years ago
and paid for it thinking that we could build six apartment units, now face that,
in accordance with Building Zoning Department, we can only build five units
with the well -know damage to our economy, because the Mortgage Bank, at this
moment, will not accept this cut in the building units.

Services Transportation
The County has been informed by officials of the Randle -Eastern Ambulance Service
that the potential exists for a strike of ambulance drivers and attendants
who are members of the United Transport Workers Union. While we hope such an
eventuality will be avoided by the parties involved, it is obviously necessary
that contingency plans be developed to assure the emergency transportation of
sick and injured citizens.
The Public Safety and Fire Departments have initiated liaison contacts with the
cities to assue the smoothest possible communications and responses to emergency
ambulance calls. Our early assessment is that complete cooperation has been
attained. The Fire Department, through the County -wide Fire & Rescue Mutual
Aid Agreement, is preparing an inventory of vehicles capable of emergency medical
transportation. In general terms, we anticipate meeting this potential emergency
by extending the operating assignment of Fire Rescue units to include emergency
transportation in those circumstances requiring transportation to an emergency
treatment facility. This operational adjustment will be implemented, if necess-
ary, in the County as well as in municipalities that provide rescue services.
Callers for non -emergency transportation will be referred to the classified
listings of alternative services.
Again, we hope implementation of the contingency plas are not necessary.
However, we must be prepared to meet the emergency health and safety requirements
of our citizens. Therefore, the attached resolution authorizes the County
Manager to declare an emergenvy condition, implement such emergency operating
requirements as are deemed necessary, and coordinate the County -wide response
to such an emergency.
The County Attorney has reviewed this resolution for legal sufficiency. We
recommend adoption.

MUTUAL AID PLAN FOR FIRE AND DISASTER CONTROL
WHEREAS, there exists a need iri Dade County for a county wide Mutual Aid
Plan for fire and disaster Contril to provide for an integration of fire=
fighting equipment and other related resources for the purpose of providing
adequate fire and disaster protection for all of bade County, and
WHERAS, nany of the incorporated cities of bade County and Dade County
are desirous of contracting with each other for the purpose of entering into
a Mutual Aide Plan for fire and disaster control for the mutual protection of
each sith1ivision during disaster conditions which may arise in any contracting
city or county resulting form fire, acts of violence affecting national welfare
and acts of cod which threaten to cause loss of life or destruction of property,
and
WHEREAS, in the interest of promoting the general welfare of the member
municipalities located in Dade County and the unincorporated area of Dade
County, each of which is hereinafter referred to as "Member", and the
inhabitants and citizens therein,
NOW, THEREFORE, BE IT MUTUALLY AGREED by and between the parties herein
as follows:
1. All Mutual Aide fire fighting equipment and other related resources
of each "Member" shall be available at the times described herein, and as
specified in the Operational Plan of this Mutual Aid Plan.
2. It is specifically understood that any Mutual Aid extended under this
Plan to any "Member" shall not be charged against any "Member".
a. Insurance and liability for damages or loss to Trucks, Equipment
or Personnel.
(1) All Members shall insure, or cause to be insured,
against, public liability and property damages
within Dade County, all apparatus and personnel
under their individual jurisdiction.
(2) Each Member shall be solely responsible for the
pensions, insurance, indemnification against bodily
injury or disability, and other personal protection
of all personnel under their jurisdiction, regardless
of the area in which work is done or equipment or
personnel are sent.
(3) Each Member of the Mutual Aid Organization specifically
waives all claims against every other member for compensation
for any loss, damage, personal injury, or death occurring
in consequence of the performance of such agreement.
b. The extent of !Mutual Aid to be provided by any "Member" shall
include the emergency or disaster services under control of
such "Member" in the quantity and for the time to be determined
solely by the "Member" furnishing such Mutual Aid,
c, Equipment furnished in Mutual Aide shall ordinarily be operated
by personnel of the "Member" furnishing the equipment; such
personnel shall work under supervision or employees or staff
of the "Member" furnishing aid; such supervising personnel will
receive general directions concerning Mutual Aid to be given
fram appropriate officers of the "Member" agency to which Mutual
Aid is being extended.
d, 'utual. Aid may be requested by "Members" which an etergency
exists within their corporate limits as provided in the
Operational Plan for Mutual Aid. Such request by any
"Member" shall be made through the Mutual Aid Communication
Center which shall have responsibility for requesting appropriate
Mutual Aid from any other "Member and notifying the requesting
"Member" concerning dispatch of any such Mutual Aid,
3. The operation of the Mutual Aid Plan shall be supervised by a Board
of Governors. All participating "Members" shall have a representative on the
Board of Governors as provided in the Operation Plan for Mutual Aid.
4. This Mutual Aid Plan agreement shall became affective when approved
by the legislative bodies of the governmental agencies subscribing hereto and
executing this agreement. This agreement may be terminated by resolution by
the legislative body of any governmental agnevy subscribing hereto.
The resolution of termination shall be effective thirty (30) days after the
adoption therof, and, upon adopting, written notice shall immediately be sent
via registered mail to all governmental agencies who are "Members" hereof.
APPROVAL AND ADOPTION OF MUTUAL AID PLAN

The foregoing Mutual Aid Plan was approved and accepted by
resolution of the City of Miami on this 1st day of May 1957, and
notice of approval thereof was ordered sent to all concerned officers of
the City of Miami who were ordered to cooperate and act in accordance with
the intent of said Mutual Aid Plan and to effect and carry out the Mutual
Aid Agreement and actions thereunder authorized by said Plan.

which the City of Miami Fire Department may not adequately cope.

ARTICT. PURPOSE
A. TO provied more efficient Fire -Emergency Medical Rescue protection
for all Members of Dade County Fire Service Mutual Aid Organization.
B. To establish procedures for the Dade County Fire Service Mutual
Aid Organization to be followed in the event of war or peace-
time disasters or emergencies.
C. To establish uniform operations and practices for use by members
of the Dade County Fire Service Mutual Aid Organization.
ARTICrJ II= MEMBERSHIP
A. Membership shall bw composed of political subdivisions of Dade
County which have organized Fire Departments equipped with Fire
Fighting apparatus meeting minimum requirements. of the National
Board of Fire Underwriters and/or acceptable to the Board of
Governors.
B. Application for membership shall be voluntary.
C. New membership shall be by approval of the Board of Governors.
D. Membership in the Mutual Aid Organization may be terminated
by any member upon the expiration of thirty (30) days written
notice of such termination of membership.
E. Members may be expelled from the Mutual Aid Organization for
cause upon recommendation of 75% of the members of the Board of
Governors and approval of such expulsion by the legislative
Bodies of 75% of the Membership of Record
ARTICr.F III- REQUESTING AID
A. Members may request aid from the Mutual Aid Organization when
actual or potential disaster or emergenvy exists within their
jurisdiction which cannot be controlled by the fire fighting
apparatus and manpower available within their corporate limits
fire district, or zone.
B. The disaster or emergency and need for aid must be clear and
immediate.
C. The request for aid must be made by the Fire Chief or Acting
Fire Chief, or authorized subordinate of the political sub-

division in which the disaster or emergency exists.
D. Aid May be requested directly of another member, in which case
the Mutual. Aid rice Dispatcher shall be inttfecliately notified of
the request and reponse at the earliest opportunity.
E. Aid May be requested through the Nhltual Aide Fire Dispatcher
stating the type or types of each type of apparatus
required, in which case the Mutual Aid Fire Dispatcher shall
dispatch the closest apparatus of tye type or types requested,
and immediately notify the Chiefs of all Fire Departments from
which apparatus was dispatched.
ARTICT F IV- MOVE UP OF APPARATUS
When the amount of available apparatus within a Fire Zone of Dade
County is reduced below a full building fire assignment because of
response of apparatus from that zone during Mutual Aide operations,
suitable and adequate apparatus shall be moved up fran other zones
to bring the available apparatus back to the established minimum,
providing that, in all cases, the distribution of available apparatus
and manpower shall be such as to provide the most efficient pro-
tection to all zones participating in Dade County.
ARTICLE V- COMMUNICATIONS
Dade County Mutual Aid Fire Dispatchers shall have authority to
dispatch the Fire and Emergency Medical apparatus and personnel of
any members of the Mutual Aid Organization to the aide of any other
memeber of said Organization, or order move -up as provided in ARTIrm
IV, subject to the following provisions:
1. The request for Mutual Aid shall be made by the Chief or
Acting Chief or authorized subordinate of the political sub-
division in which the emergency exists.
2. The move -up shall be ordered by the Chairman or Vice Chairman
of the Board of Governors of the Dade County Mutual Aid Organi-
zation, or their authorized agent or subordinate.
3. The Chief or Acting Chief of the Fire Department fran which
apparatus is dispatched shall be immediately notified by th
Dispatcher of the action taken and conditions existing at the
emergency.
4. The amount of equipment and number of personnel to be furnished
will be determined by a designated representative of the member
furnishing such Mutual Aid.

A. The operation of the Mutual Aid Plan shall he superiiised by the
Board of GoVerhots..
1. The Board of Governors shall consist of a representative
from each Participating Member and a Chairman and Vice
Chairman elected therefrom
2. The Board of Governors will administer the Operational Plan.
3. A majority of the Board of Governors shall constitute a
quorum at regular monthly meetings and special meetings.
Ar TI('T,F; Vil- LEGALITY
Nothing in this Plan shall conflict with any laws, rules, or regula-
tions of any of the laws of the State of Florida or of the United
States of American, and if any portion of this plan should conflict
with such laws, rules or regulations, then only that portion shall
be invalide and the validity of the remainder of this Plan shall not
be affected thereby.
ARTI('r.F VIII- ALTERATIONS AND/ OR AMENDMENTS
Any or all of the provisions of this Operational Plan may be changed,
amended, or deleted by a majority vote of the Board of Governors at
any regular meeting or at special meetings call for that purpose
bu the Chairman of the Board of Governors..

patty it is 'expected that their ambulance attendants will
strike midnight, March S1, 1976..At this time, the responsibility for
providing all emergency Iiiedical care and transportation will become the
responsibility of the lire Service. in this community.
The following information and guidelines have been prepared in the event
that this action becomes a reality.
It is estiriated that we will be required to transport or arrange for trans-
portation for approximately 50 to 70 patients daily within the City of '
Miami. Records indicate that approximately 82' of the requests for aid
will occur between 0800 hours and 2400 hours.
Engine Companies will he used in the usual manner to support the EMS
Service ‘l'1'een needed, (i. e. , 1st in Rescue (10), or Fescue reslhinse is
into io' es which have been previously cicsi fp sited as areas where Engine
Con)anics respond routinely for heart attacks, difficulty breathing,

to manpower and scheduling on all Rescue units. They are to work in

manpower where needed \ ith Combat Fire personnel.

All patients needing treatment and/or observation during transport to
a medical facilty, shall be transported in a Rescue vehicle. This
would include patients with prophylactic IV's, medicated patients, semi-
conscious or unco•yscious patients, irrational patient:., poisoning;
oveic!oses, patients with unstable vital signs, etc.
Police will provide 8 to 10 cars tranned by Public Service Aids on a
0700 to 2100 hour basis. These units will transport stable patients who
cannot arrange fur transportation. These patients must be able to sit
up and will not need any care enroute to a medical facility. Some
examples are:
1. Patients unable to pay for transportation.
2. Persons from out of town mho are not familiar with the area.
3. Patients who are injured or become ill ay.-ay from their normal
residence or place of envn loyrnont.
Your judgement should be based on facts such as the patient's vital
mental status, location of incident, as well as humanitarian con-
siderations.

When all other transportation resources have been exhausted, District
Chief's cars will be summoned foremergency transportation to hos-
pitals.
It must be kept in mind by Rescue Offices that the most expedient man-
ner to han.11e a particular emergency might be to move a patient quickly
to a nearby l:as;a tal, thereby eliminating a waiting period for other
tra s ottation units to arrive.

The Police will go to the scene and visually screen calls if we deem
it necessary. However, calls such as possible heart attacks, chest
• pains, difficulty 'breathing, drowning, unconsciousness, etc., will
require immediate dispatch of a Rescue Unit.
In situations where Engine Companies are dispatched alone because
no Rescue is available or a Rescue and Engine are dispatched simul-
taneously, the Engine Company Officers are encouraged to be
agressive in their examination a:A treatmaent of patients, thereby
allowing the cancellation of the Rescue to make t1-.ern available for
another call.

During the stripe, of Rescues will be handled by regular shift
personnel supplemented by Combat 1•`irefighte-rs, as Itcw1ed. ►►1k Day

supplemented by Combat Firefighters, as needed.
No overtime will be required for this schedule (see examples). The
only additional cost would be Acting Tirne.
As previously mentioned, it is our recrj,rnnendation that Metro -Dade
County be required to reimburse the City of lvlizmi the total salary of
the Lieutenant/Paramedic assigned to the West Miami unit.
