MARINE FACILITIES
While leading the City of Miami delegation to make its presentation
at the National Football League Owners' Meeting, l had the occasion, with
Jack Fads of the City Manager's Office, to observe the functions of Marina
and associated facilities in the Los Angeles and San Diego area This
included such facilities as Marina Del Rey and Ports of Call, probably the
two best known marina facilities on the West Coast.
Marina Del Rey is a wholly publicly owned facility and each of the
enterprises there functions as a concession on a long term lease basis.
One of the most impressive aspects of the Marina developments I had the
opportunity to see is the mingling of pure marina functions, such as boat
installation, repair, sales, service, etc. , with the other amenities that
would attract the non - boating public to the marina areas. I was particularly
impressed with the sightseeing and tourist oriented facilities that were pro-
vided immediately adjacent to the waterfront, i. e. , small shops and restau-
rants. There are over twenty restaurants in the Marina Del Rey complex
wherein each provided a different food service.
I viewect these facilities in California recognizing the City's desire to
improve the Dinner Key area, tho development of the "Watson Island.area and •

indicate that the involvement of pt-ivate enterprise in these facilities
appears to be one of the best avenues available for development,
I have intended to provide you With an overview of my observations
relative to the marine and related facilities in Miami and will provide the
remainder of the Commission with a detail written report.
STATUS REPOkT
MIAMI SUPER BOWL DELEGATION
At the direction of the City Commission, I was Chairman of the
delegation that traveled to San Diego, California to snake a presentation
to the National Football Owners' at their annual meeting. The delegates
were:

Mayor Stephen Clark, Dade County
Mayor Harold Rosen, Miami Beach
Vice Mayor Leonard Weinstein, Miami Beach
Jesse Weiss, Chairman, Miami Beach Tourist Development Authority

H. C. Eads, Assistant to the City Manager, City of Miami
Lew Price, Director, Publicity and Tourism, City of. Miami
As you are aware, the City has played host and enjoyed the Super Bowl
in four of the ten years it has been played. The delegation made its presen-
tation to the National Football Owners on March 16, 1976. Recognizing the
number of times the Super Bowl was held in Miami, it was a most difficult
presentation inasmuch as all of the owners were very familiar with the hotel
accommodations and the features of the Orange Bowl. The NFL Owners did
express a great deal of interest in the prescription athletic turf being installed
in the Orange Bowl.
As a result of our presentation, we were encouraged that the NFL
Owners, at their next meeting in Nev; York (iviay, 1976 - a1proxirnately) will.

games, and we have been assured that the City of Miami will be made a
part of that schedule,
1 do wish to point out that all comments received concerning Super
Bowl 10 and previous Super Bowls were most favorable to Miami and the
City can be proud of its performance in previous Super Bowls,

The City Commission, at its meeting of February 10, 1976, adopted
Motion 76 -193, a Motion to refer the request to name the HUD
Building soon to be opened on Northwest Miami Place between 82nd
and 84th Streets in the Little River Area the Lorraine Dunn Building.
Accordingly, it is requested that the Miami Memorial Committee
review this request and forward the results of your review to the
City Manager so that it may be presented to the Commission for
consideration at its Meeting of March 25, 1976.

that this building be named Lauraine Dunn building.

Please be advised that -the the Little River. Commerce Associatibn has
been quite proud of the • work performed by its appointee, Lauraine
Dunn, sitting as a member of the Community Development Committee
for our area. The untold hours and effort which this involves'
carries with it, I'm sure, the satisfaction of knowing that she .
is :•:or= :ing for her fellow man, but on the other hand, recognition
is a :;retty well kept secret. To give credit .for a job well done,
I would propose that the Little HUD Building that is now being
constructed for the elderly in our Little River Target Area, be' .

To single out Lauraine Dunn and to give to her such recognition,
in :'v mind, would be a worthy accomplishment for . that I think it
would encourage other people to do some of this necessary t ►olun=
tart' work. In total, it would spell itself out as being good for
the community. I have been completely impressed with the desire
on the art of all governmental agencies to work with the private
citizen. That can only be accomplished through organizations such
as the Community Development Committee. It is at that level that
the private citizen touches government and together the desired
end results are realized.
I would hope that appropriate consideration will be gi.ven to the
