Section 1. That the action taken by the City Eanager in
the submission of a Grant application to the ' .. Department of Housing

is hereby confirmed.
Section 2. The City Manager is hereby authorized to accept
the Grant and execute the necessary contracts and agreements to implement
the program upon receipt of the Grant.

A proposal has been submitted to the U. S. Department of Housing and Urban
Development which requests $60,000 to fund the preparation of an economic
development plan. Three specific areas will be studied in detail.
The most efficient and effective means of retaining existing small business
in the City of Miami will be identified. These may include business loans,
commercial rehabilitation, industrial development bonds, land assembly,
secondary financing, tax abatement and incentive programs, and technical
assistance.
Changes necessary to attract environmentally clean industry to revitalize
Miami's central business district will be examined. Local businessmen and
the chambers of commerce will be used extensively for technical assistance.
Programs will be prepared which will capitalize on Miami's advantages in the
fields of international trade, finance, transportation, and communication.
These programs will expand the City's economic base through the Latin-Ameri-
can countries. Special emphasis will be placed on evaluating the need for a
World Trade Center and Free Trade Zone within the City.
Competition for these special demonstration funds will be intense with only
one or two projects per state selected. However, continued communication
with officials from the U. S. Department of Housing and Urban Development
and the Economic Development Administration will prove fruitful as the City
submits future requests for funds.
