WHEREAS, bids were received on March 11, 1976, for moving the Miami Police Department; and WHEREAS, the City Manager recommends that said bid of WITHERS VAN LINES, at a total cost of $12,211.00, be accepted as the bid most advantageous to the City of Miami; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The bid of WITHERS VAN LINES for moving the Miami Police Department, at a total cost of $12,211.00, is hereby accepted, and the City Manager is authorized and directed to instruct the Purchasing Division to issue a purchase order therefor. Invitations were mailed to forty --nine (49) potential (5) bid estimates were received as follows: B kins Moving and Storage Burnham Van Service Santini Brothers Fisher and Brothers Withers Van Dines received for moving suppliers and five $22,360.00 22,211.00 20,541.50 12,976.63 12,211.00 Funds are available in the Police and Crime Prevention Facilities Fend Fund. %he prices bid are estimates only, based on the estimated man hours and equipment requirements at Florida Public Service Commission rates. Fixed fee bids are prohibited by the Public Service Commission. The actual cost will be based on the labor, travel tine, equipment and other items used in the prove. All bid estimates included an item of cost for cartons which has beer, de -- ducted from the estimates. Cartons will be purchased on the open market at a lesser cost. All bid estimates include the cost of insurance and performance bends. Additional factors used in the evaluation of bid estimates were q i l itv of planning, experience of the companies, carpetence of employees, history of estimat-eversus actual costs on other large ::eves, opinions of other clients, resources, rinancial stability, industry reputation and claims history. It is the recommendation of the Police Department that the award for moving services be made to Withers Moving and Storage. In the event of default by Withers, the award should go to Fisher and Brothers as second best bidder. The prices listed below are the bid prices including insurance for $1,500,000 and Performance Bonds, but not including cartons. The Police Department intends to procure cartons on the open market (as opposed to regulated sources in the moving trade) in order to take advantage of significant cost benefits. Carton costs were therefore deleted from consideration in the interest of fairness and equal comparisons. The actual cost to the City will be determined by the hours service is rendered, travel time, total hours of service rendered, number of personnel, type and number of vehicles used, regulated items that are procured, etc., as per the latest P.S.C. Tariff. The estimates were assumed to represent the quality of planning, experience of company, competence of em- ployees, etc. It is significant to note past history of estimated versus final costs for other large organizations. Most firms are very close in estimated versus final costs (barring changes of plan). Additional factors considered were opinions of previous clients, resources, financial stability, industry reputation, claims history, etc. • A• t. Mullins _- 2 March 11, 1976 fh response to the Four memorandum of Why How Funded: When: Where: How Used: Yearly Contract: KRB:LRB:ch specific items of information requested in 13 February 1976, the following is presented: This is a one time cost to move existing furniture and all equipment, office supplies, records, evidence, etc, from the old MPD Head- quarters to the new headquarters. This contract will provide for professional moving, reduced possibility of: personal injuries, operational inconvenience, down time, and efficiency loss. This contract will be fully funded through MMPD bond funds. A maximum expenditure of $30,000 has already been approved in Resolution 75-382 dated April 22, 1975. Actual expenditure will be based on the amount and type of services rendered at the P.S.C. regulated rates. The contract award is needed at the earliest possible date to coincide with planned schedules and to allow for pre -move coordination. This contract will provide moving services to all Police units moving from 1145 N.W. llth Street main headquarters and 2301 N. W. 10th Avenue, (Training and Taxi Detail) , to 400 N.W. Second Avenue. This contract will be used mostly for on -loading, transporting, and off-loading large items and packed cartons. Most packing, labelling, and unpacking will be done by the City employees. The time span for this award should be indefinite to accomodate contingencies and unforeseen needs. The service time period should be at least six months from elate of award. "SUP C n IVc.
