MAR 1. s 1078 r, PILE: su9JEcT: Police ttittance Eairis l fEFERENGES: Your memos of February 20 and March 11 ENCLOSURES: In reference to your memorandum requesting comparisons of the police entrance exams conducted by the University of Chicago, a portion of the requested information is hereby being furnished. The remaining questions will be answered during the Civil Service and. City Commission workshop in which the University of Chicago will be present. In reference to your questions of comparison between the April 1975 test and the January 1976 test, the following is provided. • Exam of April. 1975 — 413 applicants qualified to take exam - 279 applicants took exam 369 applicants recruited by Tricultural Program - 110 applicants passed University of Chicago exam - 76 minorities were among the ones who passed - 157 applicants participated in classes provided by Tricultural Program • Exam of January 1976 — 803 applicants qualified to take exam -- 572 applicants took exarn 551 applicants recruited by Tricultural Program 176 applicants passed University of Chicago exam - 72 minorities were among the ones who passed 222 applicants participated in classes provided by Tricultural Program In reference to your question as to a comparison of pre -Chicago and post - Chicago exam results, it is my understanding that Mr. Paulk is preparing that information for the workshop, although the Civil Service Board did not keep records on their tests according to ethnic composition. * Correction - l 06 applicants passed University of Chicago exam i Hoaotabie Maurice A: Vette Mayor MAR 101976 In reference to your question on how rnuch importance is give ! to psychological tests, specific areas covered by the exam include motivationa.l measures, intellectual Measures, and behavioral treasures, although at this tide we do not have the information as to the specific weights given by the University of Chicago for the police entrance exatn. This information will be provided by the University of Chicago. As to how much input the administration, Civil Service and the Police Depart. merit had in formulating and grading the tests, since the University of Chicago was contracted to perform the police entrance exams, no input has been given in the grading, development or administration of the tests. At this tithe, we do not have any copy of the tests, and the University of Chicago has maintained that to uphold the integrity of the validation process, the tests should not become available. This approach is further fortified by language contained in the Cohen Consent Decree. Also, other a:eeas of the tests include background and experience, work interests and aspirations, mental abilities, temperament comparator, pressure tolerance, and personal emotional adjustment. As you may be aware, the University of Chicago will provide the City with specific information in the areas covered by the exam and how they relate to differential validity and the number of people who passed the exam during the scheduled workshop. Also budgeted for this year is the amount of $171, 377 to complete the police testing program. Total funds allocated for the police testing and recruitment program are $275, 000 for the University of Chicago, $333, 334 for the Tricultural Program, Questions regarding the case of Ana Maria Morales and the relationship between passing the University of Chicago test and Metro's test will be answered by the University of Chicago when they rnake their presentation,. Pertinent facts on the last two Civil Service exams for both the Police and Fire Departments. 2. The comparison of exam results between the pre -Chicago exam and the post -Chicago exam. 3. :t. think an interview by a nonpolice, disinterested party, that would look at the results of the pre -Chicago and post -Chicago exam results, might be of value. I specifically feel that some of these recruits should be interviewed. The type of questions that I think we need to be answered is: 1. How many people were recruited for the Miami Police Depart- ment Civil Service entrance exam during October and January? 2. flow many people showed up atthe examination? 3. How long did the exam last? 4. How many questions were there in the exam? 5. Were there classes available for the recruits? 6. What specific areas were covered by the exam? 7, What level of training did a recruit need to pass the exam? 't•.elfth Grade? higher? 8. Andrews of February 20, 1976 k:t4CLOSURES: 1 Attached is a copy of a memorandum I sent to you on February 20, 1976 regarding testing procedures in the Police Department. With the advent of the test results for the January Police examinations, many questions arise. As a backup to the former memorandum (which 1 would also like Bob Paulk to answer to raze with copy to all. Commissioners), 1 would like to ask the following additional questions: 1) Please make a comparison between the April, 1975 test taken and its results (279 applicants out of which 110 passed--45 Latins, 32 Blacks, 33 Anglos) versus this January, 1976 test (573 applicants took the test, 106 passed-- 49 Latins, 20 Blacks, 37 Anglos). It is my understanding that almost 700 of those who took the test passed it in an academic sense and were turned down in tests of a psychological nature, character trait, motivation behavior, etc. Is this so? 2) How much importance is given to psychological tests? 3) Who determines failure? flow is it determined? 4) How much input has the Administration, Civil Service and the Police Department had in. foxmulating or grading the tests? 5) Do we have copy of the tests? (i.e. Administrative, Civil Service, Police Department) . She is an F.I.U. student who in three -and -a -half years of College `las had an average scholastic standing of higher than 3.8. She has been a Public Service Aid for one -and -a -half years and got 3.87 at the Academy. She recently took the Metro exam and passed it with 93 points out of 100 and is presently being processed to become a Metro Police Officer. 15) Again --as I have several times before --I ask the question: Mow can a person be rejected at the Miami Police Iepartment andmake it into Metro Public Safety Department? 16) Please verify with Metro Public Safety hoer many times has this occurred with minorities in the past. I feel you should set aside at least one hour for discussion of this matter at our next Commission meeting.
