This will confirm our conversation of this date
with reference to my meeting with Mr. Walter
Kiements with reference to Mr. Arango.

Essentially, Mr. Arango's problem is that a permit
was issued authorizing the construction of an
apartment building at 1450 N. W. 1 Street. Due to
some problems he had with the contractor .nd financ-
ing, he was unable to start the project and the permit
expired.
In the interim period, a change in the density require-
ments for R--3 and -4 zones have applied restrictions
which would reduce the number of dwelling units that
could be placed on the property from 16 to approx-
mately 12.
There is no administrative relief that this department
can grant to Mr. Arango. If the City Commission feels
that sufficient progress was made prior to the adoption
of the new zoning regulations, they may choose to offer
him legislative relief.
