A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ENTER INTO AGREEMENT WITH PEAT, MARWICK,
MITCHELL AND COMPANY, A PROFESSIONAL CON-
SULTING FIRM FOR THE PURPOSE OF DEVELOPING
A "FINANCIAL MANAGEMENT SYSTEM FOR THE CITY
OF MIAMI", FUNDING OF WHICH HAS BEEN PROVIDED
THROUGH FEDERAL REVENUE SHARING FUNDS BY OR-
DINANCE NO. 8345; NOT TO EXCEED A COST OF
$150,000.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. That the City Manager is authorized to enter into
agreement with Peat, Marwick, Mitchell and Company, a professional consulting
firm, for the purpose of developing and implementing the Payroll Personnel
System, Budget Preparation System, and the program management system of the
"Financial Management System for the City of Miami", funding of which has
been provided through Ordinance No. 8345, said project not to exceed a cost
of $150,000.

CNCLOSUHCS:
The City Manager was authorized to enter into an agreement with the
professional consulting firm of Peat, Marwick, Mitchell and Company
for the purpose of developing the conceptual design and systems require-
merits for a "Financial Management System for the City of Miami," by
Commission Resolution No. 75-637, dated July 17, 1975,
The design phase and the selection of the computer hardware and software
services have been completed by the consultant and City staff. The City
Manager was authorized to enter into a contract with the Burroughs
Corporation for the computer hardware and software services by Resolution
No. 75-1179.
The implementation phase of the conceptual design proposed by Peat,
Marwick and Mitchell consists of developing and implementing the Payroll/
Personnel System, the Budget Preparation System and the Program
Management System. The implementation of these systems and procedures
will provide the keystone for the continuing development of a City-wide
resource management system in the years ahead. This system will be
developed jointly by the consultant and the staffs of the Finance and
Management Services Departments.
Funds are available from previously authorized Federal Revenue Sharing
funds and studies have been conducted by Booz, Allen & Hamilton which
pointed out that costs for implementation would be approximately $650, 000.
The contractual cost for this phase of implementation will not exceed
$150, 000 with the anticipation from that study that this phase would be
between $100, 000 and $200, 000 for the implementation of the software,
which will include the Payroll/Personnel System, the Budget Preparation
System, and the Program Management System.
