AN ORDINANCE CREATING A NEW DEPARTMENT TO BE
XNOWN AS THE DEPARTMENT OF HUMAN RESOURCES;
PROVIDING FOR THE'APPOINTMENT OF. A DIRECTOR
IiY THE CITY MANAGER; PRESCRIBINGTHE FUNC-
TIONS AND DUT IE S OP 'TIE DEPARTMENT ; CONTAINING
A SEVERABILITY'CLAUSE; REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.
WHEREAS,Section; 19A of the Charter of the City of Miami
provides that the _Commission may create new departments or dis-
continue any department and determine, combine, and distribute
the functions and duties of departments and subdivisions thereof;
and
• WHEREAS, .it is the desire of the Commission to exercise
such authority and to create a new department to be known as
the Department of Human Resources, and to distribute' and transfer
to it certain functions and duties heretofore performed by the
Civil...Service Board, Office of the City Manager, Budget Office,
Employee Services,'Office of the.City Physician, .and the Depart
ment of Finance; and
WHEREAS, the general public may then be served in a more
efficient and satisfactory manner;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY or' MI1.MI, FLORIDA;'
Section 1.., There is hereby created a department to be.
known as the Department of'Human Resources.
Section 2. The City Manager is authorized to appoint
a director of the Department of human Resources. The Director
shall administer the affairs of the department subject to the
Supervision and dohtrol. of the City Manager ih all hatter§,
Sedtion 3, The functions and duties of the bepartment
of Fluman Resources are . to
(a) provide basic personnel information and support
servides to all City employees,
(b) Establish, maintain and administer progiatns and pro-
cedures to provide a safe and healthy work environment for all
employees and reduce the costs of injuries and work time losses,
(c) Identify, design and administer training courses
and formaleducational programs for the development of employees
in their current or potential positions.
Review and evaluate the manpower requirements neces-

sary to perform the assigned functions oE the various departments
in an efficient and effective manner, assist the department directors
and the Civil Service Board to define and identify the skills needed
to satisfy the requirements, perform the, admi)listrative procedures
and field work required to define and keep
descriptions.

Establish procedures and facilities
retrieval and preservation of employee personnel
for the creation,
records;
maintain.
records of all personnel actions including but not limited to
those related to employment or promotion processing.
(f) Establish and maintain medical services which shall
include medical examination of employees and potential employees,
coordination of medical services for employees injured in line
of duty, a preventive medical program` and liaison with the
medical profession.
(q) In coordination and cooperation with the Civil,
Service Board, establish and maintain a program to insure
recruitment
an adequate supply of qualified applicants for
employment by the City,

(h) Develop jobrelated standards of effidiency for
submission to the Civil Service Board for their consideration►
(i) Insure that standards of efficiency fixed by
the Civil Service Board ate applied to.etnployees and that
reports ofemployee performance are prepared and submitted.

Section 4. It is declared to be the legislative
intent of this body that implementation of the Human Resources
Department shall not abridge the policy -making authority of
the Civil Service Board and shallnot impede, deter or inter-
fere with Civi]. Service policies in the areas of: establishing,
maintaining and enforcing in -hiring standards and qualifications;
preparation, administration, certification, and supervision of
all in- hiring and,promotional examinations; judicial review of
all, disciplinary, actions and procedures; approval of employee
performance evaluation standards,, and review ofall personnel
actions pursuant to Civil Service Board rules'.
Section 5. It is declared to be the legislative intent
of this body that if any section, subsection, sentence, phrase
or provision of this ordinance is held invalid, the remainder
of the ordinance shall not be affected.
Section 6. All ordinances or portions of the City Code
or parts of ordinances which are in conflict with this ordinance
are hereby amended or repealed, as appropriate, insofar as there
