A RESOLUTION ALLOWING THE USE OF WATSON PARK
WITHOUT PAYMENT OF FEES ON MARCH 20, 1976 FOR
AN EARTH DAY PROGRAM, DIRECTING THE CITY MANAGER
TO LEND ADMINISTRATIVE ASSISTANCE TO THE FLORIDA
EARTH SOCIETY IN CONNECTION WITH SAID PROGRAM,
AND AUTHORIZING AND DIRECTING THE EXPENDITURE
OF NOT TO EXCEED $1,300.00, OR ONE HALF THE COST
OF THIS PROGRAM, WHICHEVER IS LOWER (THE OTHER
HALF OF SAID COST TO BE BORNE BY METROPOLITAN
DADE COUNTY). SUBJECT TO REPRESENTATIONS MADE

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The use of Watson Park without payment of
fees on March 20, 1976 for an Earth Day Program is her y

Section 2. The City Manager is hereby directed to lend
administrative assistance to the Florida Earth Society in
connection with said program.
Section 3. The expenditure of not to exceed $1,300.00,
or one half the cost of this program, whichever is lower
(the other half of said cost to be borne by Metropolitan Dade
County) is hereby authorized.

As you are aware, I appeared before the City Commission on January 22, 1976
to secure support for the Earth Day celebration to take place Match 20, 1976.
At that time, the City Commission made a conditional commitment to
1) Proclaim March 20, 1976 as Earth Day
2) Waive the fees for, the use of Watson Island. for this date
3) Provide up to $1,300 in matching funds
4) Provide assistance of the City Administration as necessary

The Commission also expressed a strong desire that 1 approach the Dade
County Commission to request their support; specifically matching funds of
$1,300. Without the County's participation, tho City would withdscaw it's offer
of services and funding.
Therefore, l appeared before the Metro Commission on February 3, 1976. At
that time, the Commissioner unanimously passed a Resolution endorsing Earth Day
and directing the County Manager to authorize $1,300 to be set aside for Earth
Day expenditures (g:- please see attached D. C. agreement ).
Assuming I have met the conditions expressed by the City Commission, I now
ask that I be placed on the Commission agenda for Febraury 26, 1976 to expedite
treatment of the following matters:
a)* That the City Commission pass an appropriations ordinance in
the amount of $1300 and authorize an advance of $1,000 before
the event. A complete and audited accounting will be submitted
to your office after Earth Day.
b) That the City Commission waive restrictions in Ord. 7999 for
Earth Day to permit the sale of food, beverages and arts/crafts,
a precedent set in other all -day events.
c) That the City Commission re -approve Motion 76-39 in the form
Virt04, of a Resolution.

Pursuant to the authorization of the Board of County
•
Ceamissionera at its February 3* 1976 meeting the County Manager is authorized
to enter into the following agreement:
1. Provide services to Metropolitan Dade County in •
relationship to thalatthDay, Program on March 20, 1976.
2. Said expenditures on behalf of Metropolitan Dade County
shall not exceed $1300.
3. The Florida Earth Society shall submit a request for
Dada County funds as described above after execution of this agreement intim
form of a bill which shall describe services to be rendered and will include a
description of the conservation efforts of the Society which will benefit the
0
taxpayers of Dade County.
4. At the conclusion of the March 20, 1976 program the
Society shall submit a report.to the Dade County !imager which will provide
information on the program, outer of people in attendance, benefits affecting
citizens of Dade County, and an itemized list of expenditures which shall refloat
Dade County's financial participation in the program.
IN WITNESS WEEREOP, the parties have set their bands and
seals this 9th day of February, 1976. .
