Mayor Ferre: Alright, 1 think that's a great idea, and l
would like to incorporate that...
Mrs. Rockafellat: We couldn't hear that, Mr. Mayor.
Mayor Ferre: The recommendation is that the Department
have printed a supply of index cards with each classification. e'or
example, C-3 -- all the explanation of what C-3 is so that we could
have them handy or you could have them handy to refer to and flip
through them if you wish. Rose?
Mrs. Gordon: That is a good piece of material to make
available, and it could be done in a very abbreviated way. For
instance, R-4 permits "x" number of units on so much, and so on. Not
more than two or three lines of explanation on the classifications.
Mayor Ferre: Let's say that we add that as a point, number
eight or seven, whatever.
Mrs. Gordon: That's a fine idea -I think. I haven't any
further suggestions.
.Mayor Ferre: Alright, would you make a motion then?
Mrs. Gordon: I would move your recommendation, sir.
Mr. Reboso: I second the motion.
Mayor Ferre: There's a motion and a second -- are we
officially constituted as a Commission here, John?
Mr. Lloyd: No.
Mayor Ferre: Well, I call a special Commission meeting...
(An unidentified verson in the audience raises an objection).
Mayor Ferre: You don't understand what I'm...you don't
understand what we're doing here.
Mr. Lloyd: Actually you can make a motion of intent here
but of course these are Amendments to the Zoning Ordinance so of course
that's all this motion would be, and then the official action would
take place later in the handling of an Ordinance under the proper.
circumstances.
Mayor Ferre: That's all it is. I call, at this moment, for
a special Commission meeting to deal with the planning and plan
implementation under the two -Board system, and the purpose of the
motion was made by Rose Gordon, and it was seconded by Commissioner
Reboso, and is not to implement anything but as a motion of intent, telling
the Administration to put it all in writing before or bring it back
to the Commission for further discussion for final deliberation when
there's a full Commission present. Okay? Is that acceptable to you?
From the audience; Fine. Now you don't have a clerk to
call the roll...
Mayor Ferre; Alright, we're not -- I'll call the roll
myself.
The following motion of intent was introduced by Commissioner
Gordon who moved its adoption:

Mr. Plummer: Mr, Crouch? Let me recommend to you, sir.
Last evening and nr. Cort can give you all of the information,, the
C.t3.ers of this community and there's thousands of them held a rally
•of the same kittd last night and if you can get these people to
participate itt this marathon and I'm sure they would be more than
happy tot it would be a tremendous success from the instant go,
because you have literally thousands of C. B.ers in this town that are
talking on those air waves daily, and they are very interested in this
Guatemalan relief.
Mr. Crouch: I certainly will. Mr. Mayor? It would be my
suggestion that you designate that this money come from the contingency
fund and. I'll ask the City Attorney to draw an appropriate resolution
indicating this to bring to your next meeting and I'll take action on
this matter.
Mr. Plummer: But you can take action tomorrow?
Mr. Crouch: Yes sir.
Mayor. Ferre: With regard to what?
Mr. Plummer: It come from the contingency fund.
Mr. Crouch: Contingency fund, and I would also suggest
that maybe a resolution by the Commission requesting the assistance
of :Metro -Dade County in the use of the Dade County Auditorium...
[fir. Plummer: You mean for the waiver of the rental? Yes
sir, very definitely. I incorporate those two ideas as part of the
motion.
Mayor Ferre: Alright, let the record reflect, without any
objections from the (Members of the Commission, that those two ideas
are incorporated into the motion.
Condolances to the family of [Mr. Orozco, employee of
Public Television Channel 2, and avid community worker.
Mr. Plummer: Mr. !Mayor, I'm very derelict I guess and I
could be critized, but I can't let the meeting go by....many of you
might have missed in this morning's paper -- you remember Tuesday,
(it's hard for me to be serious, Mr. Mayor) you remember Tuesday that
from Channel 2, there was a young man here who we have seen in these
chambers on a number of occasions who more or less heads up the Channel
2 Group. He's the man that stands in the isle and makes the announce-
ments about what is to come and then draws the conclusions at the end.
I don't know his name but he met with misfortune, maybe even after he
left here. After he left here, he was involved in an automobile
accident on I-95 and was killed. I think that this Commission which has
enjoyed the benefit of our public knowing more about this Commission
through that facility should send the proper condolances to his family,
expressing our sorrow at the untimely death 26 years of age; of a
young man who was doing great good for his community.
