At the January 8, 1976, City Commission Meeting, the City Commission
directed that the City Manager provide recommendations to the Commission
on February 10, 1976, relating to the marine service facilities available
to the public at Dinner Key in the area bounded by Pan American Drive
and the Biscayne Bay Yacht Club. Accordingly, this memorandum is to
express to the City Commission the City Manager's recommendations.
There are three specific functions or operations located in the area defined
that require evaluation in response to the City Commission's direction:

• Coconut Grove Marina Property
• Merrill -Stevens Dry Dock Company Lease Operation
• Grove Key Marina, Inc., Lease Operation
Prior to making recommendations in the individual areas involved, it is
important to develop general consideration relating to the marine service
functions at Dinner Key. Throughout the City Manager's evaluation of the
marine facilities within the area defined, the Dinner Key Master Plan ob-
jectives relating to the marine service have been considered. The Dinner
Key Master Plan objectives relating to the marine service functions at
Dinner Key are:
▪ Plan for an additional 630 spaces for pleasure boats.
• Provide a blend for the needed commercial and service
activities.
• Provide free area within the project for innovate recreation
program.

where practical, in those functions that can best be accomplished. At

At Dinner ley, service to the marine public has been seperated by the City
into small and large boats. This delineation has been made at twenty-eight
feet (small boats, under twenty-eight feet; large boats, in excess of twenty. -
eight feet). it has been the experience of the City that the seperation of the
servicing function into two operations has been successful.
This is based upon the philosophy that large vessels require a substantial
investment and a full service function, staffed by mechanics and craftsmen
to meet these needs. With the small boating public there exists a demand
for a facility that will permit the owners to perform much of the required
maintenance and servicing through their own efforts and it may not be
feasible for the operator to maintain and staff a full servicing function but
this service should certainly be available to the small boat owners should
they so desire.
Since these two functions require a different operation, the City has found
that seperating the two functions under separate business operations the
public receives the service they require.
With that observation, the following comments are provided relating to the
three specific areas:
Coconut Grove Marina Property
The City of Miami presently owns the Coconut Grove Marina
Property. From time to time various entrepreneurs have
expressed proposals that may function at this facility.
It is suggested that the City Commission may wish to receive
public proposals for this property so that determination can
be made as to how the property can best be utilized. These
proposals would be evaluated in relation to the overall marine
service goals at Dinner Key.

IT IS TI-IE RECOMMENDATION OF THE CITY MANAGER
THAT THE CITY COMMISSION AUTHORIZE AND DIRECT
THE CITY MANAGER TO ADVERTISE AND RECEIVE
PROPOSALS FOR THE COCONUT GROVE MARINA PROPERTY.
AFTER RECEIVING AND EVALUATING THE PUIELIC PRO-
POSALS, THE CITY MANAGER WOULD RECOMMEND A
PROPOSED COURSE OF ACTION TO THE CITY COMMISSION
FOR THE PROPERTY.
Merrill -Stevens' Dry Dock Lease
Merrill -Stevens' Dry Dock Company has occupied the marine
facilities which it now leases since 1949 and have provided
service to the marine public operating vessels in excess of
twenty-eight feet. That Lease will expire on June 30, 1984.
Merrill Stevens has expressed a need for additional land area
contiguous with their present leased property at Dinner Key
to improve their operations; thereby providing improved
service to the public.
It is the desire of the City Administration to assist Merrill
Stevens in any appropriate way to improve the services to
the boating public.
IT IS THE RECOMMENDATION OF THE CITY MANAGER THAT
THE CITY MANAGER BE AUTHORIZED AND DIRECTED TO
NEGOTIATE WITH MERRILL STEVENS DRY DOCK COMPANY
FOR AN APPROPRIATE ADJUSTMENT IN THEIR LEASE
BOUNDARY, NOT TO EXCEED 30 FEET AS INDICATED ON
ATTACHMENT (2) OF THIS MEMORANDUM, NECESSARY
TO IMPROVE THE SERVICE PROVIDED TO THE BOATING
PUBLIC. SUCH ADJUSTMENT SHALL BE PRESENTED TO
THE CITY COMMISSION FOR FINAL APPROVAL PRIOR TO
EXECUTION.

The marine service for boats up to twenty-eight feet it
length is provided at Dinner Keyby trove Key 1Vlarina, Ir,c•
Ott March 30, 1973, the City entered into the current
Lease Agreement with trove l<ey Marina, Inc. This
Lease Comes as a result of the competitive bidding provess.
On January 8, 1976, Orove Key Marina made a presenta-
tion to the City Commission wherein a specific request was
made for an extension of its lease to run to June 30, 1984.
In addition, during the January 8, 1976, appearance before
the Commission, the request was made to construct a food
service facility of approximately 100 seats on the leased
property. Such facility would revert to the City of Miami
on June 30, 1984.
In evaluating the request for a lease extension, the following_
has been considered:
The proposal provides for construction of
additional rack storage facilities; thereby in-
creasing the marine storage capacity at Dinner
Key.
Provision made in the proposal for asthetically
treating of the buildings to make them capatible
with the Dinner Key Master Plan.
The continuation of the present terms and conditions
of the Grove Key Marina Lease would provide in-
creased revenue to the City by virtue of the increased
capacities; thereby making additional funds available
to make other public improvements at Dinner Key as
suggested by the Master Plan.
In evaluating the potentiality of constructing a food
service facility on the property presently utilized to
service the small boating public, it must be recog-
nized that the primary function of the property is to
provide service to the boating public. Any service
offer on this property must necessarily augment and
be ancillary to the primary function.

In evaluating the request for a restaurant on the
leased property servicing the small boating public
it is necessary to assure that the primary servicing
function to the boating public is not impaired.
Accordingly, it is appropriate to have any food
service function be a part of the overall marine
service provided at that location and, therefore,
should necessarily be a part of the Lease.
The continuation of both the Grove Key Marina Lease
and the Merrill Stevens' Dry Dock Lease to run con.
currently, both terminating on June 30, 1984, would
give the City an opportunity to further evaluate the
service provided the marine public at Dinner Key;
therefore, the City would then be in a posture to receive
public proposals on the entire marine service function
unencumbered. The Merrill Stevens and Grove Key
Marina Leases would terminate concurrently.
IT IS THE RECOMMENDATION OF THE CITY MANAGER
THAT THE CITY COMMISSION AUTHORIZE .AND DIRECT
THE CITY MANAGER TO NEGOTIATE WITH GROVE KEY
MARINA, INC. , FOR AN EXTENSION OF LEASE TO JUNE 30,
1984; THAT SUCH NEGOTIATIONS EMBELLISH THE ADDI-
TIONS AND IMPROVEMENTS ENUMERATED IN THE GROVE
KEY MARINA JANUARY 8, 1976, PRESENTATION TO TI-IE
CITY COMMISSION.
IT IS FURTHER RECOMMENDED THAT THE CITY MANAGER
BE AUTHORIZED AND DIRECTED TO NEGOTIATE FOR THE
CONSTRUCTION OF A 100 SEAT RESTAURANT WITH
GROVE KEY MARINA, INC. THIS FOOD SERVICE
FACILITY WOULD REVERT TO THE CITY AT THE TERMI-
NATION OF THE LEASE AND THE RESTAURANT WOULD
}3E CONSTRUCTED ONLY AFTER APPROVAL OF THE
PLANNING ADVISORY BOARD HAS BEEN SECURED,
RECOGNIZING THAT THIS IS AN ADDITION TO AN EXISTING
FACILITY.
THE CITY MANAGER WILL PREPARE FOR CITY COMMISSION
APPROVAL AN ADJUSTED LEASE AGREEMENT, TERMINATING
JUNE 30, 1984, THAT WOULD EMBELLISH THE RECOMMENDA-
TIONS ABOVE.
