Andrews REFERENCES City Manager ENCLOSURESr The City Commission originally instructed the City Manager to receive proposals for modifications to the Dinner Key Exhibition building in September, 1975. This was subsequently revised by the Commission to encompass, not only renovations to the Exhibition building, but implemen- - tation of the Master Plan. A copy of the latest request by the City is attached. .As City Manager I appointed a committee consisting of the Director of Public Works, Vincent E. Grimm, as Chairman; the Director of Public Facilities, Robert L. Jennings, who is responsible for the operation of the Dinner Key building and H. C. Eacis of my office, to review the propos- als submitted and make a recommendation. The Committee mailed 350 invitations to architects and engineers within Dade County. In response to the City's invitation, 36 proposals of interest were received. This information was tabulated by the Public Works Depart- ment for the purpose of summarizing the information submitted to help guide the Committee with ifs revie.:'. Prior to reviewing the information submitted, the Committee held a meet: ng and determined the criteria they would consider as Pertinent to its selection. The criteria established by the committee is as follows: 1. All firms must have their principal offices within Dade County. 2. Those firms within Dade County that have been previously qualified by the City's Selection Committee for the Down- town Convention site were considered as authrnatically- qualified for the Dinner Key Project, provided they had respor:dez:! to the City's request for pr000sras. ift4. Honorable 'Members of The City Commission JAN 20 1978 The firms reviewed must, either through the size of their own organization, or through partnership, or joint venture, have all the technical expertise necessary and be so listed as part of the information submitted, 4, The Committee did not place any emphasis during the selection process on any firm who may or may not have exhibited Marina expertise because this was not a require- ment of the request for proposals. • 5. Prior to making any recommendation to the City Adtrzinistration, the Committee is to interview each of the firms that the Committee has determined as qualified. 6, After conducting the interviews, the Committee will select three firms in order of priority and submit them to the City Manager for presentation to the City Commission. After the criteria was established, each of the Committee members reviewed the summary prepared by the Department of Public Works office staff. The Committee then rnet on several occasions and, following the established criteria, narrowed the list from 36 who had submitted proposals, to 16 whom it considered as technically qualified. The Cormittee also, at this point, decided that during the process of interviewing each of the 16, they would place emphasis on qualities in addition to technical qualifications. The qualities they looked for are as follo:vs: 1. The enthusiasm displayed for the project. 2. Empathy and knowledge that the consultant showed towards the uniqueness of the Grove area. 3. The design excellence portrayed by the consultant, either through presentation of past work, verbalizing or both. Each of the consultants selected was then invited to a personal interview. The cor..F.:.:ltants were given twenty minutes for presentation and ten minutes for cues:ions and answers by the Comreit ee. Plummer, Jr. Honorable Manolo Reboso 1xTr OFFICE OF THE CITY MANAGER October 30, 1975 SOLICITATION OF PROPOSALS FOR RENDERING PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES FOR THE PROPOSED REMODELING AND REBUILDING OF THE DINNER KEY RECREATION CENTER/EXPOSITION HALL AND PARTIAL IMPLEMENTATION OF THE DINNER KEY MASTER PLAN RESPONSE MUST BE SUBMITTED 3Y 5 :00 P.M., DECEMBER 1, 1975 In September my office requested letters of interest from architect- ural and engineering firms, primarily centered around remodeling and rebuilding of the existing Dinner Key Recreation Center/Exposition Hall. At the October 23, 1975 Commission Meeting the City Commission directed that thisidea be expanded and that the City not only consider the remodeling and rebuilding of the Dinner Key Recreation Center/Exposition Hall but that we expand our objectives to include some of the developments as outlined in the Dinner Key Master Plan. The City would like to move forward in developing Dinner Key from the southerly side of Peacock Park to Aviation Avenue. Certain portions of this area are now under lease so that special considera- tion would have to be given in order that the initial development would ultimately be compatible with the Master Plan. It is proposed that an architectural site plan be developed for the described area. The site plan will contain sufficient detail to program specific improvements in addition to the Dinner Key Recreation Center/ Exposition Hall project. If your firm is interested in this project, please submit brochures and G.S.A. Standard Forrn 251, showing your ability and availability to perform the required services for The City of Miami. For those consultants who have already submitted Proposals for the Dinner Key Recreation Center/Exposition Hall, these firms need not resubmit since their names will be automatically included for consideration of this project. tgratXb4tOr,,POWNI VCA'fY.�sw�ai�•►...•w.n.......r....,,.... -2- The ComMission has requested that this invitation to render profes- sional services be sent to architectural --engineering firms whose principal location is in Dade County. The firm selected will be fully responsible for all professional services associated with the project, including supervision and inspection of the construction of the project. Because of the varied and repetitive nature of the work, the fees negotiated for professional services will not be in conformance with standard architectural fees as set forth in the F.A.A.I.A. recommended fee schedule. The firm will be required to enter into formal contracts with The City of Miami, all in accordance with the Laws of the State of Florida. The registered architectural -engineering firm selected will assume full and complete professional responsibility for the project and will have to provide The City of Miami with the proper documentation of professional liability insurance coverage in a minimum amount of $1 million, in addition to public liabiltty, property damage and automobile liability insurance.
