HomeMy WebLinkAboutM-76-0135(san— ple) AESOLUTION WHEREAS, the "Read on America" Project is designed to nnotivate all students to read more extensively, for pleasure and for information; and WHEREAS, the project will be linked to our nation's Bicentennial effort by providing incentives for students to read about our country, its patriots, its history, and heritage, and the creative efforts of its people; and WHEREAS, the course of American thought has been directly affected by what people have read and the way they have chosen to interpret it, and great events that have shaped our destiny have been communicated or even precipitated by the written word; and, WHEREAS, few would argue that the ability to read is an essential prerequisite for an educated and enlightened citizenry, and the teaching of reading has been a primary goal of American education in general and the Dade County School System in particular since its very beginnings; and WHEREAS, it is not sufficient to have merely the ability to read, but also to utilize reading on a regular basis to maintain and improve the skills of reading anci to extend knowledge; ATTEST NOW, THEREFORE, BE IT RESOLVED: "SUPPORTIVE DOCU EDITS FOLLOW?, 1. The Read on America Project is designed to motivate all students to read more extensively, for pleasure and for informations The project seeks to link this motivational effort to out nation's Bicentennial celebration by providing incentives for students to read about our country, its patrL,ots, its history, its problems and the creative efforts of its people. Wht/ have a Read on America Project? The course of American thought has been directly affected by what people have read and the way they have chosen to interpret it. Consider the Bill of Rights, the Civil Rights Act of 1964, the Declaration of Independ— ence, or Thomas Paine's "Common Sense." Throughout our history, our two hundred years as a nation, the great events that have shaped our destiny have been communicated or even precipitated by the written word. Few would argue that the ability to read is an essential prerequisite for an educated and enlightened citizenry. Indeed, the teaching of reading has been a primary goal of American education since the early days of our country, when colonial children sat on hardwood benches and read from the New England Primer. It is not sufficient, however, to have merely the ability to read. One must also utilize reading on a regular basis to maintain and improve the skills of reading and to extend knowledge. How will it operate? Each elementary and secondary school in Dade County is invited to devise and implement a plan to encourage students to "read on America." A special commemorative Bicentennial book and poster collection will be awarded to all schools submitting their plans to their respective area offices. Each area office will select the elementary, junior, and senior high school submitting the most original and noteworthy plan. All students in each school so designated will participate in a special incentive activity. A countywide committee will judge the plans chosen by the areas and from these select the most exemplary elementary, junior, and senior tiigh school plan. Nang,.. be judged? l+ Each plan must utilize existing resources presently available to the school. These resources could include material resources such as the school library, the public library of school based funding sources. It could also include personnel resources such as school staff, volunteers, or community and parent representatives. 2 The plans must be implemented by the schools submitting theta 3. The plans will be judged on their originality, creativity, the extent to which they involve all students, the parents and the community, and the degree to which they appear to promote reading, especially about America. 4. The plans must clearly indicate how books will get into the hands of students. PTA, community groups and parents should be involved in the effort. Who will be evaluating the plans? The area office committees should consist of: the area superintendent, the elementary and secondary directors, a librarian, a reading teacher, and two representatives of the area advisory committee. Additional members may be included at the area's discretion. It is suggested that the area Bicentennial liaison person be included on the committee. The county committee will consist of: a School Board member, two representatives from the county advisory committee, one PTA representative, the Associate Superintendent for Instruction, the county reading consultant, the county media consultant, a representative from the Office of'Public Information, a representative from Third Century, U.S.A., and two repre- sentatives from the public media. Additional members may be added at committee request. How wilt the project be funded? Each school will use existing resources to devise and implement its plan. The Bicentennial collection to be awarded to each participating school will be purchased through Title II ESEA funds by the county media consultant. In order to provide additional incentives for winning schools, the Bicentennial Office will seek the cooperation of various organizations and agencies interested in promoting the purposes of the project. Horn will the results of the project be disseminated? 1. Project entries will be compiled and distributed in booklet form to each school in the county to serve as a reference for future efforts to motivate reading. Appropriate incentives for the eighteen schools selected as area winners and the three programs identified as the countywide winners will be announced during the course of the project. The selected incentives will be related to the Read on America project theme. Among the incentives under consideration are the following: = A Bicentennial Picnic and Activities Day. - Specially prepared picnic lunch. - Entertainment by community theater groups. - Entertainment by local musical groups. - Special games and activities. - Guest appearances by sports figures and other celebrities. - School recognition day and special entertainment at the Dade County Youth Fair. - Admission to special events taking place in the community. - Special incentives for faculty. In what ways will the Read on America Project be beneficial? 1. The Bicentennial celebration will be highlighted in a meaningful and educational way. 2. Many different people interested in the education of youngsters will be involved in a cooperative effort which focuses on improving reading. 3. Schools will benefit from devising their own plans and from reading about the plans other schools have originated. 4. The most important benefits of the project will accrue to the student. Through participation in a school's plan students will learn more about their country, maintain and improve their reading skills, and come to appreciate more fully the value of reading as a source of information and pleasure. The Read on America Project is a comprehensive, cooperative venture designed to motivate students to read more, and thereby to improve their reading skills and their appreciation of the value of reading. Through its emphasis on reading about our country, the project supports our Bicentennial celebration and fosters the highest ideals of American education, a love of learning and an understanding and appreciation of our nation's history, goals and democratic heritage.
