HomeMy WebLinkAboutR-76-0195FHW:rh 2/10/76 RESOLUTION NO,, 76-195 A RESOLUTION COMMENDING THE SENATOR AND THIRTEEN REPRESENTATIVES FROM THE STATE OF FLORIDA WHO SUPPORTED H,R, 5247 AND THE SENATE VERSION S 1587, THE PUBLIC WORKS/COUNTERCYCLICAL ANTI- RECESSIONARY LEGISLATION FOR THEIR SUPPORT, SUGGESTING TO THE SENATOR AND REPRESENTATIVES WHO DID NOT SUPPORT THE LEGISLATION IN ITS INITIAL PASSAGE THAT THE PASSAGE OF THE LEGIS- LATION IS IN THE BEST INTEREST OF THE CITIES, THE STATE OF FLORIDA AND THE UNITED STATES AND REQUESTING THEIR SUPPORT SHOULD A FUTURE VOTE ON THE LEGISLATION BECOME NECESSARY. WHEREAS, Senator Richard B. Stone has rendered his support in the passage of S 1587, the Public Works/Counter- cyclical anti -recessionary legislation; and WHEREAS, Representative Claude D. Pepper has been a leader in the fight for the passage of the legislation and was joined in this effort by Representatives Dante B. Fascell, William Lehman, J. Herbert Burke, Paul Rogers, L. A. Bafalis, Louis Frey, Jr., James A. Haley, Sam M. Gibbons, C. W. Bill Young, Bill Chappell, Jr., Don Fuqua and Robert Sikes; and WHEREAS, more than 75% of the population of the State of Florida lives in urban areas which will greatly benefit from the enactment of S 1587 into law; and WHEREAS, it is the firm conclusion of the Commission of the City of Miami that final enactment of the bill into law is in the best interest of the citizens of the City of Miami, the cities in Florida and all of the citizens of the State of Florida; and WHEREAS, the possibility of a veto of the bill be overlooked; and "DOCUMENT INrQEX ITEM NO, ►, cannot CITY COMMISSFON MEETING OF FEB 1O RESOLUDQ N4 " ROOM: ..... WHEREAS, $ 1587 has been passed by a vast majority in both the Senate and the House of Representatives; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDAt Section 1. That Senator Richard B. Stone be commended for his support of H.R. 5247 and the Senate version S 1587, the Public Works/Countercyclical anti -recessionary legislation in its initial passage. Section 2. That Representative Claude D. Pepper be commended for his leadership in the fight for the passage of H.R. 5247 and the Senate version S 1587, the Public Works/ Countercyclical anti -recessionary legislation.. Section 3. That Representatives Danta B. Fascell, William Lehman, J. Herbert Burke, Paul Rogers, L. A. Bafalis, Louis Frey, Jr., James A. Haley, Sam M. Gibbons, C. W. Bill Young, Bill Chappell, Jr., Don Fuqua and Robert Sikes be commended for their support of the bill. Section 4. That Senator Laughton Chiles be urged to consider that more than 75% of the citizens of the State of Florida, his constituents, live in the urban areas of the State and will benefit greatly from the final enactment of the bill into law. Section 5. That the Commission of the City of Miami, speaking on behalf of the citizens of the City, strongly urge that Senator Laughton Chiles reevaluate his previous position and join the vast majority of the congressional representatives of the people of the State of Florida in their support of the bill should the bill be presented for another vote in the Senate by reason of a presidential veto. - 2 Section 66 That Representatives Charles Bennett and Richard Kelly likewise be urged to consider that more than two-thirds of the Citizens of the State of Florida, their constituents, live in the urban areas of the State and will benefit greatly from the final enactment of the bill into law. Section 7. That the Commission of the City of Miami, speaking on behalf of the citizens of the City, strongly urge that Representatives Charles Bennett and Richard Kelly reevaluate their previous position and join the vast majority of the congressional representatives of the people of the State of Florida in their support of the bill should the bill be presented for another vote in the Senate by reason of a presidential veto. Section 8. That the City Clerk shall forward a copy of this Resolution to each of the Senators and Representatives of the State of Florida and to Thomas D. Tatum, Director of Research and Interns and Special Assistant to the Mayor of Atlanta and James H. Falk, Associate Director, Domestic Council of the White House. ELDER Executive_ Secretary Mayor Jackson requested that I contact you concerning the anti- recession/public works assistance legislation (Public Works Capital Development Act of 1975 - H. R. 5247). The Southern support for this legislation was strong in the House of Representatives which demonstrates the success of your lobby efforts. Please contact the members of your state's Congressional delegation who voted for the legislation and thank them for their support. (See enclosed list). It is important that we urge continued support for the legislation because it will be vetoed by the President. Special efforts should be made to hold the votes of the Republican members of your state delegation who supported the legislation. Congress will be in recess from Wednesday, February 11, until Tuesday, February 17. The President must veto this legislation by midnight on February 13. It appears that a veto override vote can be expected in the House any time after Tuesday, February 17. Senate action will immediately follow if the House overrides the veto. I am enclosing the voting record of the southern Senators on this legislation to help you in further lobby efforts in the case of a veto.
