Mayor Jackson requested that I contact you concerning the anti-
recession/public works assistance legislation (Public Works
Capital Development Act of 1975 - H. R. 5247). The Southern
support for this legislation was strong in the House of Representatives
which demonstrates the success of your lobby efforts. Please
contact the members of your state's Congressional delegation
who voted for the legislation and thank them for their support.
(See enclosed list). It is important that we urge continued support
for the legislation because it will be vetoed by the President.
Special efforts should be made to hold the votes of the Republican
members of your state delegation who supported the legislation.
Congress will be in recess from Wednesday, February 11, until
Tuesday, February 17. The President must veto this legislation by
midnight on February 13. It appears that a veto override vote can
be expected in the House any time after Tuesday, February 17.
Senate action will immediately follow if the House overrides the
veto. I am enclosing the voting record of the southern Senators
on this legislation to help you in further lobby efforts in the
case of a veto. Thank you for your continued cooperation.
