The Miami City Commission at their meeting of January 22, 1976, authorized
negotiation of a contract with Prescription Athletic Turf, Inc., for the replace
ment of the existing Orange Bowl field with a natural grass surface and
conditioned this action upon receiving an indication from the Miami Dolphins
as to their willingness to enter into negotiations in good faith for a new
contract for use of the Orange Bowl E3todium.
Although no written response has been received from the Miami Dolphins to
date, it is my recommendation to the Miami City Commission that authorization
be given at the February 10, 1976 Miami City•Commission Meeting, to proceed
with the replacement of the existing Orange Howl Stadium field. The construc-
tion time schedule coupled with a critical growing season, and Orange Bowl
Stadium utilization, require immediate initiation of contract and construction
activity. Failure to take progressive action at this time would not be in the
best public interest.
In order to accomplish this action and in keeping with City Commission Motion
No. 76-107, the City Administration is in the process of negotiating an agree-
ment with Prescription Athletic Turf, Inc. It is anticipated that this agreement
will be available to the Miami City Commission at their meeting of February 10.
The following highlights give the current status of the agreement negotiations:
For a cost of $268, 000, Prescription Athletic Turf, Inc., will design
and construct, providing all work, labor, materials, and supervision,
a P. A. T. System approximating 86, 000 square feet, and be respon-
sible for the surface treatment of the balance of the entire Orange
Bowl field area within the grandstand walls and fences. A consulting
service for maintenance will be provided. The normal guaranty and
warranty for the P.A. T. System will be doubled. Responsibility for
faulty labor and/or materials will be for a two-year period. Necessary
performance bond, insurance, and fair labor practices will be provided.
The field will be ready for play on or before July 26, 1976.
Not included in the foregoing is the surface irrigation system, anti-
cipated utility extensions, relocation of certain underground facilities,
