WHEREAS, the Miami Zoning Board at its meeting of October 6, 1975, Item No, 5, following an advertised hearing, adopted Resolution No. ZB 135-75 by a 7 to 0 vote recommending the official vacation and closure of the N-S Alley between N.W 14th Street and E-W Expressway and of N.W. 6th Court between N.W. 14th Street and E-W Expressway, all in accordance with Tentative Plat No. 941 - "NORTHWEST 14TH STREET COUNTY COMPLEX"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the N-S Alley between N.W. 14th Street and E-W Expressway and of N.W. 6th Court betweeen N.W. 14th Street and E-W Expressway, all in accordance with Tentative Plat No. 941 - "NORTHWEST 14TH STREET COUNTY COMPLEX, be and the same is hereby closed, vacated, abandoned and discontinued for public use. 197 6 Ii . W. 7th Avenue and 14th Street and the official Vacation and Closure of N-S Alley between N. W. 14th Street and E-W Expressway and of N. W. 6th Court between N. W. 14th Street and E-W Expressway, all in accor- dance with tentative Plat #941 have been tabled by the City Commission. It is respectfully requested that these items be placed on the City Commission Agenda for the next meeting date or as soon as possible. Please advise if other action will be necessary to reopen this issue for consideration by the Commission. It would be greatly appreciated if your office could notify us of the date. Thank you. W. 14th Street & E-W Expressway and of N.W. 6th Court between N.W. 14th Street and E-V7 Expressway Tentative Plat #941 - "NN' 14TH STREET COUNTY COMPLEX" Applicant: Metro Dade County Gentlemen: The Miami Zoning Board, at its meeting of October 6, 1975, Item 45, following an -advertised Hearing, adopted Resolution No. ZB 135-75 by a 7 to 0 vote recommending the Official Vacation and Closure of N-S Alloy between N. W. 14th Street and E-W Expressway and of N. W. 6th Court between N. W. 14th Street and E-W Expressway, all in accordance with Tentative Plat 4941 - "NORTHWEST 14TH STREET COUNTY COMPLEX". No objections were received in the mail. A RESOLUTION to provide for this Alley Closure has been prepared by the City Attorney's office and submitted for consideration of the City Commission. PLANNING DEPARTMDNT RECOMMENDATION: "APPROVAL" The requested closure will allow for the consolidation of the site whereby optimum redevelopment can be best accommodated. Mr. Dean: Alright, Mr. Dooney? Mr. Dooney: Mr. Chairman, on this matter, in the interest of better land consolidation, we recommend that you approve the closure of both the alleyway and the court. The City Commission, we understand, has deferred the matter as far as the development of this site, for a women's detention center. Nevertheless, we believe that the land that is being requested this evening be approved by this Board, in spite of who is going to use it. Mr. Morton: My name is David Morton, I'm one of the architects on this project. We've got two proposed layouts here, one that is in total compliance with the existing Code requirements for parking and vehicle access; the other one, which we've proposed to the City Commission for their implementation, which is lesser parking than we would have to have under the Code requirements. I don't think either of those really affect the closure of the streets or land use. If you can see these, from that distance? (He holds up the layouts for all to see). What is this? These are proposed site layouts for the women's detention center so that you can see the -- well, it's been deferred, at least a Mr. Dean: HUD...HUD.. Mrs. Baro: The County owns it? Mr. Dean: The people of Dade County, not the County. The citizens of Dade County, taxpayers:; Let's get the record straight -- the people in Dade County, they are citizens, they own it. NDP.. Did you all acquire that property over there, Mr.....did you all get that land over there? Oh, that LEA money got it... Rev. Johnson: No, I'll tell you, the Planning Area Committee of which I was Chairman -- we discussed this project 'pro and con' for about a year or better. All the opposition we had against this project has been overcome and we have voted solidly that this would be. I wish I had been at the Commission Meeting with Father Gibor► -- wa have been neck to neck from then on because, you see, I spent all that time, lived in the area, Chairman of the Planning Area Committee and got everybody in the area -- we had a lot of hassling to go through to get it approved, and we got it approved; he lives way down in Coconut Grove and he blocked it yet I lived just two blocks down the street from it. Mr. Morton; I wished you had been there too, sir. Rev, Johnson; I'm sorry I missed that meeting and I hope that you all will not, well _'m going to be out of the country for about ten days, I hope you don't have a vote or anything.,.,,at that time; I'll tell you when those n days are, --15- October 6, 1975 Item #5 Mr, Dean: The Lord works in the strangest ways. You say You're leaving when? (Chuckle, Chuckle). Rev. Johnson: I'll be out of the country ten days and f don't want you to bring it up while I'Mtt gone because every important personality in that community that's involved in the developtent of that community has approved this project. Mr. Dean: 'That's right. They put rite out of 'Good Red Alley' Where I couldn't even much vote on i t . Rev. Johnson: And they've approved it, and then Father Gibson did not attend not one meeting and doesn't know anything about it. I don't know who he talked to or who he thought he was representing. • Mr. Silverman: Don't get excited... Mr. Dean: Any other discussion by any other Board Member? Mr. Gort: No, I think we've had enough discussion. Mr. Silverman: Reverend? Make a motion. Rev. Johnson: I move that we grant the improvement, grant it. Mrs. Baro: Second. Mr. Davis: Mr. Chairman, the motion is to recommend to the City Commission the approval of this petition for the closure of the alley and the street. Mr. Dean: That was the motion stated by Rev. Johnson and seconded by Mrs. Baro. Okay. Other discussion? There being none, call the roll. No objections were received in the mail. Rev. Johnson offered the following resolution and moved its adoption: RESOLUTION NO. ZB-135-75 RESOLUTION TO RECOMMEND THE OFFICIAL VACATION AND CLOSURE OF N-S ALLEY BETWEEN N. W. 14TH STREET AND E-W EXPRESSWAY AND OF N. W. 6TH COURT BETWEEN N. W. 14TH STREET AND E-W EXPRESSWAY, ALL IN ACCORDANCE WITH TENTATIVE PLAT #941, "NORTHWEST 14TH STREET COUNTY COMPLEX". Upon being seconded by Mrs. Baro, this resolution was passed and adopted by the following vote: AYES: Messrs. Silverman, Johnson, Gort, Alfonso, Dean. Mmes. Basila, Baro. put NAYS; None.
