WHEREAS, current urban problems, due to the complexity of modern economic life, necessitate an expenditure of time and effort. on the part of City Commissioners far exceeding that envisioned by the framers of the Charter of the City of Miami; and WHEREAS, the last Charter Amendment increasing the salary of City Commissioners to $5,000 took place more than 25 years ago; and WHEREAS, a base salary of $15,000is believed essen- tial as a salary that would tend to allow qualified persons to serve;in the position of Mayor or City Commissioner of the City of Miami NOW, TIIT:REFORE , BE IT ORDAINED 13Y TIIL COMMISSION OF THE CITY OF, MIAMI, FLORIDA:. CHARTER AMiENDMENT NO. 1 Section 4 (h) of the City of Miami charter, chapter 10847, Special Acts, Laws of Florida, 1925, as amended or supplemented, is hereby amended to read as follows: I (h).Salaries of commission. -Effective April 1, 1976 there shall be paid to the commissioners of the City of Miami, Florida, by the City of Miami as compensation,the sum of ;15,000. per year for each commissioner, payable monthly in twelve equal installments, and there shall be paid to the mayor -commissioner, a salary of $18,000. annually payable in equal monthly installments. Section 2. The proper City officials are instructed and directed to take theactions necessary for the submission of this proposed. Charter Amendment to the electors of the City of Miami by placing it on the ballot as CHARTER AMENDMENT NO. 1 in substantially the following form: Shall Section 4(h) of the Charter of the City of Miami be amended to provide for an increase in the salaries to be paid to the mayor and city commissioners to $15,000. annually for the commissioners; and $18,000. annually for the mayor with said increases becoming effective, April 1, 1976? Section 3. Section 5. This ordinance is herebydeclared to be an emergency measure on the ground of urgent public need for the preservation of peace, health, safety and property in the City of Miami. Section 6. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not. less than four -fifths of the members of the City Commission.
