ne.velopment and Zoning Plan (previously accepted in concept hy the (ommts.
sion), the administration recommends that a _joint City Cortitriission/Plannirig
Advisory Board public hearing be hold to elicit futl public comment as input to
the Planning Advisory Board's deliberations. No formal PAB action would be
taken at this hearing; formal PA13 action woldri be taken subsequently. The City
Commissiiin would then consider the PAF recommendations at a separate public
hea ring.
The hearing is suggested for ‘Verinesday, February 4, 1976 at 530 PM at the
Main Library Auditorium, 1 Biscayne Boulevard, Alternatively, Monday, Febru-
ary 9th is also available.

1. The two -board system has significantly increased City emphasis
on meaningful, long range comprehensive. planning (pages 5-6 and
8). The positive factors far outweigh the ne)tative factors (pages
35-36).
The PA13 is still in the process of developing its role and function
(pages 8-15).
3. Liaison and communication is tacking (pages 15-23).
4. Citizen participation is increasing: but emphasis is placed on appear-
ances at the City Commission level (pages 5-6. 8, 23-24).

S. Liaison between the Planning Advisory Board and Planning Depart-
ment should be improved )pages 21 and 23).
6. Liaison between the two Boardb and City Departments (other than
the Planning Department) should be improved (pages 21-23).
7. Attention must be given to the problem of non-appearance of Interested
persons before the Planning Advisory Board and their subsequent
appearance before the City Commission; but no recommendation is
made )pages 23-24).
The Boards should utilize rules of procedure to treat with the problem
of absenteeism (pages 24-26).
9. Formal devices to speed up Board or Commission action is not recom-
mended; the solution lies in individual and collective responsibility
(pages 27-30).
10. An Ordinance amendment should exempt the month of August from
time limitations (pages 30-32).
11. An ordinance amendment should allow the Commission to refer a zoning
matter before the Commission to the Planning or other) Department
for a report. without the tolling of time limitations (page 30).
12. Greater coordination of City Commission agendas relating to Board
recommendations on planning and land use control matters is recom-
mended (page 32 ).
13. A pre -meeting conference between a designated Planning Advisory
Board member and Planning Department staff is recommended. (page 33).
14. Planning Advisory Board records should be located in the Department
of Administration for Planning and Zoning Boards; requiring an ordinance
amendment.

this request was forwarded to you by memorandum dated November 24, 1G7 , which
also enclosed copies of the report. Of particular concern was Dr. Bartley's obser-
vation that citizens who are parties to, or deeply affected by. proposed Planning
Advisory Board or loving Board actions often elect not to appear before the PA/1
or Zoning Board, hut wait until the City Commission holds a hearing on the recom-
mendation. thereby depriving, both the PAB and Zoning Board of the views of all
