I1 THS OF THE MEMbEttS OP THE COMMISSION. WHEREAS, the Cultural Advisory Council of Overtown, in conjunction with the City of Miami Office of Community Affairs, has planned a seven-day Kwanza Festival, to be conducted becember 26, 19/7, through January 1, 1978, relating to Afro-American heritage; and WHEREAS, the Cultural Advisory Council of Overtown and the Office of Community Affairs have identified a budget of $25,000 for operation of the Kwanza Festival; and WHEREAS, Metropolitan Dade County passed a Motion on December 6, 1977, providing up to $15,000 in cash and "in -kind" support for the Kwanza Festival; and WHEREAS, funds are available in the City cash match account of Special Programs and Accounts and Community Programs in the amount. of $10,000 to help support the Kwanza Festival; and WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida and for corre- sponding City cash match requirements; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. The foregoing ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of Peace, health, safety and property of the City, and to meet appropriations made. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
