This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further ground of necessity to hake the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs. Section 5. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four —fifths of the members of the Commission. Gary, Director Department of Management an Budget '7l 1li'. to 8 sal_ November 28, 1977 Amendment to the Summary Grant Appropriations Ordinance The City Commission adopted Ordinance No. 8719 on October 26, 1977 appropriating grant funds anticipated by the City during fiscal year 1977-78 and corresponding City matching funds. Please find attached a proposed ordinance to amend Ordinance No. 8719 by adding appropriations for two new grants, the Flagler Street Land- scaping Project and the South Grove Bicycle Path, and by increasing the appropriation for the Temporary Public Service Jobs Program (CET Title VI) in an amount of $364,902. The Flagler Street Landscaping Project involves the planting of trees and solid -cover shrubs, tile treatments, and placement of benches along Flagler Street. The South Grove Bicycle Path is a program to improve the existing bicycle path from the corner of Douglas toad and Ingraham iiighwray to the Coconut Greve Playhouse, to meet minimum standards specified in Metropolitan Dade County's plan for a regional bikeway system. The added $864,902 to the Temporary Public Service Jobs Program (CL17 Title VI) increases the Fund to a total of $6,614,656 for the period February 1, 1977 through January 31, 1978. The $864,902 represents an interim figure which is required because the actual amount to be made available to the City of Miami is not yet known. The interim figure was calculated by using as a base a figure provided by the South Florida CLTA Consortium as an estimate of the amount to be allocated to Miami for a ban -month period from Decer,ber 1, 1977 through September 30, 1978. That estimate, $4,324,503, was divided by two -tenths to produce an interim figure, $864,902, for the two -month period from December 1, 1977 through January 31, 1978.
