My objectives would he to get a resolution of support from the City of Miami as we may need some assistance in logistics and special security for some of the VIP's that we expect at this Conference. An important part of this effort has included a series of Department -sponsored conferences, held in cities throughout the U.S., which have worked to increase public and private sector links with this Depart- ment and ultimately between the U.S. and Latin America. Although not connected with any specific U.S. Government policy initiatives, these events have attracted large audiences of business people, government representatives and academics. They have featured speeches by Barbados Prime Minister Adams, Costa Rican President Oduber, Mexican Secretary of Commerce Solana, and have involved a number of U.S. Senators and Congressmen. On January 18-21 we are planning to hold our second major conference examining "U.S.-Caribbean Basin Trade, Investment and Tourism" at the Four Ambassadors Hotel in Miami. This event is being co -sponsored by the State Department, the Florida Department of Commerce, the City of Miami, and the private -sector Committee on the Caribbean. I: is strongly supported by Mayor Ferre and Congressman Fasce1i. We expect a number of Caribbean heads of state to participate. We would very much like to have you deliver the Conference's principal spce<:h at the evening banquet on Friday, January 20. Your presence would demonstrate the high priority this Administration places on our relations with the Caribbean and would give you an opportunity to meet with key government leaders of the region.
