' 959 A RESOLUTION APPROVING, CONFIRMING, AND RATIFYING THE ACTION OF THE CITY MANAGER IN GIVING A FIRM ORDER TO THE SOUTHERN BELL TELEPHONE AND TELEGRAPH COMPANY, ON NOVEMBER 18, 1977, FOR TIIE DEVELOPMENT AND INSTALLATION OF THE 911 EMERGENCY TELEPHONE SYSTEM CONTAINED IN THE ORDER ATTACHED HERETO AND MADE A PART HEREOF. WHEREAS, Florida Statute 365.171 sets forth the Florida Emergency Telephone Act of 1974 (the Act) which provided for the implementation of a cohesive statewide emergency tele- phone "911" plan; and WHEREAS, the Act also provided that designated public agencies shall order a "911" system within 6 months after the publication date of the plan; and WHEREAS, on December 20, 1973, the City Commission approved Resolution No. 73-1017, which approved the selective routing method for implementing a 911 emergency telephone system; and WHEREAS, on May 22, 1975, the City Commission approved Resolution No. 75-505 authorizing and directing the City Manager to order the necessary 911 emergency telephone system, to negotiate an agreement with Southern Bell Telephone and Telegraph Company for a contract in connection with the development and installation of a 911 system, and to apply for and accept any state or federal funds available for this purpose; and "DOCUMENT INDEX ITEM NO WHEREAS, in August, 1975, the Southern Belk re1ep11one and Telegraph Company provided the City of Miami with the estimated cost for installing the 911 emergency telephone system with selec- tive routing, which was $19,071.50, and the annual recurring cost for the 911 emergency telephone number system, which was $63,850.68; and i--- CITY COMMISSION MEETING OF DEC . 1977 WHEREAS, on June 27, 1976, Florida Statute 365.171 was attended by House Bill #3451 to mandate the implementation of the 911 emergency telephone system only if the State Legislature pro- vides funds for the 911 installation and maintenance; and WHEREAS, in July, 1976, the State of Florida published the State Emergency Telephone Number Plan (911); and WHEREAS, on July 19, 1977, the Southern Bell Telephone and Telegraph Company provided Miami with updated estimated costs for installing and maintaining the 911 emergency telephone number system with selective routing and automatic number identification which are $102,420.25 for installation and $109,657.08 for annual recurring; and WHEREAS, on July 19, 1977, the Southern Bell Telephone and Telegraph Company requested each of the 911 selectively routed centers, i.e., Miami, Miami Beach, Hialeah, Coral Gables and Metro- politan Dade County, to provide Southern Bell with firm orders for the 911 emergency telephone number system with selective routing and automatic number identification system based on the estimated installation and annual recurring costs as of that date; and WHEREAS, the new cost estimates, as provided by the Southern Bell Telephone and Telegraph Company, have generated a requirement for each of the five selectively routed 911 centers, i.e Miami, Miami Beach, Hialeah, Coral Gables, and Metropolitan Dade County, to reevaluate the cost/benefit of the 911 emergency telephone number system; and WHEREAS, on September 8, 1977, the Southern Bell Tele- phone and Telegraph Company provided Miami with updated 911 system costs of $102,420.25 for installation (which may be prorated over a 3 year period) and $105,530.28 for annual recurring; and WHEREAS, the State of Florida and the Southern Bell Telephone and Telegraph Company have agreed that the installation of the 911 system in Dade County will by necessity encompass the entire county, with the planned 911 project terminated unless "SUPPORTIVE DOCUME 1 S FOLLOW" d - 9 5 9 all of the five (5) 911 centers (Miami, Miami Beach, Hialeah, Coral Gables, and :Metropolitan Dade r'ounty) provide continued support in the form of firm orders to the Southern Bell Telephone and Telegraph Company based on the new estimated costs; and WHEREAS, on September 8, 1977, the Southern Bell Telephone and Telegraphy Company considered the estimated costs provided as of that date to be relatively accurate, with the acknowledgment that the costs do not include the costs of the terminal equipment necessary to answer the 911 calls, and that the rates as quoted are subject to change to reflect actual rates and changes of the final service configuration, and also the tariffs in effect upon implementation of the 911 system, which is tentatively scheduled for January, 1979; and WHEREAS, on October 26, 1977, the Commission, through Motion 77-833, authorized the City Manager to proceed with implemen- tation and development of the 911 Emergency Telephone System, as outlined in the City "tanager's presentation on that date; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The action of the City Manager in giving a firm order to the Southern Bell Telephone and Telegraph Company on November 18, 1977 for the development and installation of the 911. Cosgrove District Marketing Manager Southern Bell Telephone and Telegraph Company 330 Biscayne Boulevard, Rm. 601 Miami, Florida 33132 Dear Mr. Cosgrove: Please accept this letter as our order for the Southern Bell Telephone and Telegraph Company to proceed with the implemen- tation of 911 Emergency Telephone Plumber Service for the City of Miami with emergency calls for telephone users in our city to be answered at our Emergency Answering Bureau located at the City of Miami Police Station, 400 N.W. 2nd Avenue, Miami, Florida. This order, which authorizes you to proceed with the installation of the network portion of this 911 service, is based on our understanding, that: a. The e-;ti_mated installation and recurring costs as pro- vided by your letter of July 18, 1977, and as reduced by your presentation on September 8, 1977, are rela- tively accurate, with the acknowledgment that the costs do not include the costs of terminal equipment necessary to answer the 911 calls, and that the rates as quoted are subject to change to reflect actual rates and changes of the final service configuration; and also the tariffs in effect upon implementation of the 911 system. b. The 911 service, ordered and to be provided, includes the following features: (1) Automatic Plumber Identification (ANI) - which will allow the telephone number of the calling party to be visually displayed for the answering complaint operator. (2) Forced Disconnect - which will allow automatic release of a 911 trunk or disconnect by the 911 complaint operator, independent of the calling party's switch hook. c;'••- } �1 'CV lei Mr Brian Cosgrove Page Two (3) One Button Transfer - which will allow the immediate transfer of a phone call to another 911 Center or to limited number of other agencies by depressing one button. (4) Switch Hook Status - which will allow the 911 complaint operator to determine whether the caller is on the line but unable to speak, or has hung up. c. We must provide our final service configuration and detailed requirements to your office before March 1, 1978. .Please note that the City of Miami is currently making plans for changing the location of the Fire Dispatch center. Discus- sions will need to take place in regards to the cost of this move and the impact on the 911 configuration. d. The Southern Bell Telephone and Telegraph Company will have the 911 Emergency Telephone Number System, including all lines and required equipment, totally installed by December 15, 1978 to allow a 30-day test period prior to cutover to the 911 sys- tem, which is presently scheduled for January 15, 1979. e. By the scheduled implementation of 911, the Southern Bell Tele phone and Telegraph Company will install the "Coin -free Dial- ing" feature on all Dade County pay phones which will allow connection to a 911 complaint operator without the deposit of a coin. f. By June 30, 1978, the Southern Bell Telephone and Telegraph Com- pany will provide the estimated installation and recurring costs for the Automatic Location Identification (ALI) feature, which is presently planned to be available during the fall of 1979. g. The Southern Bell Telephone and Telegraph Company will continue to provide the capability for specific 911. complaint supervisors and/or operators to immediately obtain an address for a specific telephone number, until such time as ALI is available, ordered, and installed in support of Dade County. h. The Southern Bell Telephone Company will make every effort to effect cost savings in the present Miami centrex Telephone Sys- tem as a result of implementing the 911 Emergency Telephone Sys- tem. "SUPPORTIVE DOCUMENTS FOLLOW" f tiOv 18 ,► Mt& Brian Cosgrove Page Three L The Southern Bell Telephone Company will inform the City of Miami of possible locations of Public Telephones, that would replace Miami Fire and Police emergency call boxes that are located at signalized intersections, prior to the implementation of the 911 Emergency Telephone System. The 911 Emergency Telephone Humber Service will be charged to City of Miami Purchase order 118150. Grassie City Manager Resolution Authorizing Implementation for 911 Telephone System with Southern Telephone Company On October 26, 1977, the City Commission passed a motion authorizing and direct- ing the City Manager to proceed with implementation and development for the "911" Emergency Telephone System. On November 18, 1977, an order was placed with the Southern Bell Telephone Com- pany that will make the 911 Telephone System available by approximately January 1979. No payments will be required until the system is operational. The attached Resolution formalizes the authority given by the Commission on October 26, 1977.
