A RESOLUTION WAIVING COMPETITIVE BIDDING FOR THE CONTINUING OF SYSTEMATIC MAINTENANCE AND EMERGENCY SERVICES FOR THE EXISTING INTEGRATED PROTECTION SYSTEM AT THE CITY OF MIAMI POLICE STATION AND FACILITIES :AND AUTIHORIZING THE CITY MANAGER TO INSTRUCT THE PURCIIASTN(; AGENT TO ISSUE A PURCHASE ORDER TO CONTINUE SUCH SERVICE TO WACKENHUT ELECTRONIC SYSTEMS CORPORATION IN THE AMOUNT OF $6,750 FOR ONE YEAR, AND ALLOCATING FUNDS FROM THE 1977-78 FISCAL YEAR BUDGET. WHEREAS, there exists between the City of Miami and the Wackenhut Electronic Systems Corporation a contract dated June 25, 1976 for the furnishing of systematic maintenance and emergency services for the security system for the Miami Police Department; and WHEREAS, the aforesaid contract was the subject of com- petitive bidding with six bidders competing on the basis of an estimated annual maintenance expense figure and a total cost figure for purchase and installation of the said security system; and WHEREAS, the City Commission on April 22, 1975 adopted Resolution No. 75-385 awarding the bid to Wackenhut Electronic Systems Corporation on the aforesaid dual basis, upon recommendation of the Stanford Research Institute; and WHEREAS, the City has agreed as a part of said contract that it will not resell the software system or updated changes, improvements or enhancements thereto, or any part thereof, and will hold in confidence the design, specifications and associate documen- tations of computer operation software system, and that therefore the Wackenhut Electronic Systems Corporation services; and WHEREAS, the funds for this is the only source for these "DOCUM7.NT INDEX i ITEM 110. - - maintenance agreement are available in the 1977-78 Fiscal Year Budget; and WHEREAS, this service will be used by the Police for the purpose Department of 11 of systematic maintenance and emergency ser- vices for the security system; and CITY COMMISSION • MEETING OF DEC .. 5 1977 seimur WHEREAS, the City Manager and the Department of Police recommend that competitive bidding be waived and the bid of Wackenhut Electronic Systems Corporation be accepted; NOW, THEREFORE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Competitive bidding is hereby waived and the bid of Wackenhut Electronic Systems Corporation for continuing the systematic maintenance and emergency services for the Miami Police Department at a totalcost of $6,750 for one year is hereby accepted with funds hereby allocated from the 1977-78 Fiscal Year Budget of the Department of Police. Section 2. The City Manager is hereby authorized to instruct the Purchasing Agent to issue the Purchase Order for this service. J i1 /r. �..-- f November 10, 1977 Recommendation for Resolution and :ward of tiid - Systematic Maintenance of Protection System Copy of Agreement Amendment The Purchasing Division received a bid from the Wackenhut Electronic Systems Corporation to extend their contract for furnishing systematic maintenance and emergency :service for the existing integrated protection system at the Police Station and related facilities, ;at a cost of $6,750.00 for one year. Wackenhut Electronic Systems Corporation owns proprietary interest in the software which they installed a:; a part of their initial maintenance and service agreement. The City of Miami agreed to Fold in confidence the design speci- fications and the associated documentation of the system. A copy of the ; regiment amendment is attached. Funds for this purchase are to be allocated from the 1977- 1978 Fiscal Year Budget fund of the Police Department. IL is recommended that the award be made and a resolution be prepared accepting the bid as received from Wackenhut Electronic Systems Corporation for furnishing :said maintenance and service at a total cost of 6,750.00.
