A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE IN LIEU OF CONDEMNATION, VACANT PROPERTY COMPRISED OF 7170 SQ. FT. , M/L, LOCATED AT 248 NORTHWEST 53rd STREET, `1IAMI, FLORIDA, FOR THE SUM OF EIGIIT THOUSAND SIX HUNDRED ($8,600.00) DOLLARS ANI) ALLOCATING NINE THOUSAND (*9 , 000.00 ) DOLLARS FROM COMMUNITY DEVELOPMENT FUNDS TO COVER TILE COST OF ACQUISITION OF FEE SIMPLE 'I'I'I'LE TO 1'IIIS PROPERTY ANI) OTHER COSTS INCIDENTAL TO THE ACQUISITION. WHEREAS, the vacant property located at 248 Northwest 53rd Street, Miami, Florida, proposed to be acquired as part of the development of a neighborhood park for the use of citizens in the Buena Vista area; and WHEREAS, the Office of Community Development has approved the acquisition of this property to provide a neighborhood park in the Buena Vista area, and concurs with the recommendation to acquire this parcel; and WHEREAS, this acquisition is being accomplished in accordance with the Land Acquisition Policies under Community Development Programs, which include cost of relocation assistance, if required, as detailed in HUD Handbook 1320.1, Real Property Acquisitions; and WHEREAS, the owner of the property has, by letter dated the 9th day of November, 1977, offered to convey fee simple title to this property to the City of Miami, Florida, for the negotiated price of Eight Thousand Six hundred ($8,600.00) Dollars; and WHEREAS, it is deemed in the best interests of the City of Miami, Florida, to acquire this property at the present time, through purchase in lieu of condemnation; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Pale 1 of 2. The City Manager be and he is hereby authorized and directed to purchase the property located at 248 Northwest 53rd Street, Miami, Florida, legally described as: Lot 7, Block 16 Railway Shops 2nd Amended PB 3-183 for the development of a neighborhood park, for the sum of Eight Thousand Six Hundred ($8,600.00) Dollars. Section 2. That Nine Thousand ($9,000.00) Dollars be and it is hereby allocated from the second year Community Development Funds to cover the cost of acquisition of fee simple title to this property and other costs incidental to this acquisition. Gunderson Director of Finance Acquisition of Property - Buena Vista area Copy of Resolution; Copy of letter dtd. 11/9/77 from VA By memorandum dated August 17, 1976, the Office of Community Development authorized appraisals and negotiations to acquire five (5) parcels of property at two (2) locations. This acquisition is the third and final acquisition of one location. Solicitations for proposals were sent to twenty-one Appraisers, with seven responses. The two Appraisers selected were the lowest proposals received. The pertinent facts regarding this acquisition are as follows: - Appraisers Atlantic Appraisal Associates, Inc. An offer was made to the Veterans Administration by letter, and accepted for the negotiated price of $8,000.00. It is recommended that the City acquire.
