WHEREAS; the City of Miami Finance Department has prepared and submitted to the Commission of the City of Miami the Official Statement, dated January 11, 1978, pertaining to the bonds of the City in the principal amount of $14,040,000, dated December 1, 1977, consisting of $11,540,000 Public Park and Recreational Facilities Bonds, $1,500,000 Housing Bonds and $1,000,000 Fire Fighting, Fire Prevention and Rescue Facilities Bonds, which Official Statement provides information,in connection with the invi- tation for bids for the purchase of such bonds,respecting the bonds and t:;;_ City and its environs; and WHEREAS, said Commission has examined and considered 1.1.1 >6 BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI , FLORIDA: Section 1. These costs, approximating S400,000, are absorbed by the General Fund. (2) Description of Funds General Fund The General Fund is the general operating fund of the City. General tax revenues and other receipts that are not allocated by law or contractual agreement to some other fund are accounted for in this fund. From the fund are paid the general operating expenses, the fixed charges and the capital improvement costs that are not paid through other funds. Special Revenue Funds The Special Revenue Funds are utilized to account for revenues derived from specific taxes or other earmarked revenue sources which are required by law or regulation 'o finance particular functions or activities of govern- ment. Debt Service Funds The Debt Service Funds are utilized to account for the payment of interest and principal on the City's general '.ong-term debt. Capital Pr ' ects Funds The Capital Projects Funds are utilized to account for all resources used in the acquisition and construction of capitaFacilities and other fixed assets, with the exception of those that are financed by Enterprise or Intragovernmental Service Fends and special assessments. Enterprise Funds The Enterprise Funds are utilized to finance and account for the acquisition, operation and maintenance of governmental facilities and services that are supported many by user charges to the general public. Accounts This group of accounts is established to account for all fixed assets of the City, other than those accounted for in the Enterprise and Tntragovernmental Service Funds. General Long -Term Debt Group of Accounts This group of accounts is established to account for long-term debt not accounted for in Enterprise Funds. Accounting Changes Effective October 1, 1975, the: City changed its basis of accounting in the Enterprise and Intragovernmenta'. Service Funds from the modified to the full accrual basis, to conform with generally accepted accounting principles. The effect of this change on retained earnings as of October 1, 1975 is re- flected in the statements of the respective funds. The effect on the operations of the prior year cannot be reaYcna1:'_; determined. (4) Restatements (a) Material unrecorded liabilities existed at September 30, 1975 due to a misuse of facts relating to construction contracts accounted for in the Capital Protect Funds. The amount of these liabilities has been re- flected as an adjustment to fund balance at October 1, 1975. Beginning fund balance has also been adjusted to reflect the transfer of construc- tion in progress as of that date to the General Fixed Asset Group of Accounts.
