City iV,anager to make application to the Department of the Interior, Bureau of Outdoor
Recreation, for a Land and Water Conservation Grant. to aid in the acquisition and/or
development of Alice C. Wainwright Park; and
WHEREAS, the City of Miami subsequently applied for and received a Land and
Water Conservation Grant for the development of Alice C. Wainwright Park in the
amount of $171,986, on May 22, 1975; and
WHEREAS, the acceptance of said grant requires snatching funds from the City of
Miami in the amount of $171,986; and
WHEREAS, the City Commission approved Ordinance Ho. 8716, on October 26,
I977, making appropriations for capital improvements during the fiscal year ending
September 30, 1978, including federal grant funds and Parks for People funds for
Wainwright Park; and
WHEREAS, the City Corimiission approved Ordinance No. 8719 on October 26,
I977, appropriating grant funds anticipated by the City during fiscal year 1977-78,
including federal grant funds from the Department of the Interior for Wainwright Park;
and

Section I. The City Manager is hereby authorized to execute an agreement with
Levi tan Design Associates, Inc. to provide professional research and design services for
interpretive nature exhihitry for Alice. C. Wainwright' Park, located at 2845 Brickell
Avenue, Miami, Florida.
Section 2. The amount of $28,000 is hereby allocated from the Parks for People
Bond Issue and $9,150 is hereby allocated from the Wainwright Park Trust and Agency
fund for payment of professional services and expenses.

Pursuant to City Resolution 77-176 dated Feb 24, 1977 which
authorized the administration to a) advertise for and receive
letters of interest from exhibit design firms, b) evaluate and
rank interested firms, and c) negotiate a contract with the top
ranked firm for consulting service on the proposed Wainwright
Park nature study exhibits, a selection committee was estaulished
and the firm of Levitan Design Asso:iates Inc. in conjunction with
Dr. Gilbert M. Voss of the University of Miami (subconsultant)
vas selected. It is recommended that the attached resolution
authorizing the City Manager to enter into a contractual agreement
with the before -mentioned firm be approved.
The Project
The City of Miami is in the process of developing Alice C. Wainwright Park,
2845 Drickell Avenue, with the assistance of federal Land and Water Con-
servation fund grant. The conceptual plan for the park is to utilize the existing
open areas (lowland areas adjacent to the shoreline and the southernmost property)
for picnicking and other passive park activities. the native hammock area will be
preserved.
The primary objective of the park development is to emphasize its outstanding
location and natural features by creating a high quality outdoor nature study pro-
gram in the park. Approximately $115, 000 has been reserved for the design and
construction of permanent exhibits communicating important facts concerning the
hammock, bay, and shoreline ecology and interrelationships among these systems
and man. The Administ..ation wishes to engage the services of a multi -disciplinary
team of professional designers and natural scientists capable of handling the entire
exhibit project, including research, design, construction specifications, manufac-
ture inspection, and construction supervision.

The primary location of the interpretive exhibits will be the recently constructed
nature pavilion, a three -pod, open air structure located wit'iin the hammock area.
The exhibits will consist of portable display panels which can be suspended between
the upright columns of the pavilion. Metal security gates will be installed in
the pavilion to protect the exhibits from vandalism during hours when the
park is :loser] to the public.
The nature pavilion is designed for flexibility in accommodating different nature
study programs. By placing the panels in various configurations, spaces can be
defined for lectures, slide shows, workshops, individual browsing, etc.
In addition to the nature pavilion exhibits, the consultant will develop trailside
markers to .3c located throughout the hammock, providing information on specific
features found along the trails. Both forms of exhibitry will be complemented by
the City's park naturalist, who will be stationed at Wainwright Park. The naturalist
will stake guided nature walks, slide presentations, and other special programs.
The objective of the exhibitry is to impart a level of knowledge to the park visitors
which will create a strong respect for the significance of the site and its natural
systems, which are representative of the entire South Florida coastline. The
exhibits should describe the ecosystems of the hammock, the shoreline, and the
bay in their natural stag, and then contrast the existing conditions. The role of
man-made development in creating; the changing conditions should be explained
in detail. As a result, the visitor should gain a full appreciation for the consequences
of development activity along the shoreline or the bay.
The City Parks Department has been selected as the lead agency in this project
and will be responsible for monitoring of the contract with the consultant.
Consultant Selection Process
The consultant selection process was consistent with procedures of the Florida
Consultant's Competitive Negotiation Act of 1973. The selection committee
was comprises} of Jack Luft and Joyce Meyers from the Planning Department
and Howard Ostrout from the Parks Department.
Advertisement for consulting services was placed in the "Miami Herald",
"Miami _yews", "Miami Times" and "Diario Las Americas" in March 1977.

The criteria used in evaluating these firms included ability to organize diverse
information into a comprehensible and stimulating story line for all age groups,
knowledge of materials and fabrication techniques, overall team competence
and organization, expertise of the natural science/historical consultants on
the team, approach to the security and maintenance problems in Wainwright
Park and related experience in museum and interpretive display work.

All five firms were personally interviewed by the Selection Committee on
April 12, 1977 and were ranked in the following order.
1. Levitan Design Associates, Inc.
2. Museum Design Associates, Inc.

Although all five consultants were well qualified, Levitan Design Associates
was clearly outstanding in the most important criterion, the proven ability to
present technical information in a visually appealing and intellectually exciting
format while relating to a wide range of age and interest groups. This judge-
ment has been verified by contacting officials in the Smithsonian Institution,
the U. S. Information :Agency and Planet Ocean, who believe Mr. Levitan to
be one of the country's most outstanding professionals in this field.
The project scope also required that the consultant obtain the services of a
qualified scientist or environmentalist who could provide information and
conduct any research of site investigations necessary to develop the content
of the exhibits. :Although many prominent professors and researchers from the
University of Miami and the University of Florida were represented on the con-
sultant teams, Dr. Gilbert M. Voss (.sub -consultant to Levitan Design Asso-
ciates) is the only individual who's knwoledge and expertise is sufficently
extensive and diverse to develop the kind of program needed for Wainwright
Park. Dr. ',..oss also has the extremely important ability to wirte about
the environment in a manner that is comprehensible and stimulating to the
layman.

Leonard Levitan began exhibit -ion design in 1957. Since that
time his involvements have been in three Class "A" World's
Fairs, one Class "B" World's Fair, eight international trade
and national exhibitions for the United States and a wide
range of corporate trade exhibitions and showrooms. His most
recent activity is a six level museum for the Philadelphia '76
Bicentennial Commission, the official U.S. Bicentennial Exhibition
in_the Soviet Union and a new section of the Chicago Museum of
Science and Industry.
The experience of the firm in this activity includes design
concept, theme/script writing and organization, drawings and
specifications, audio-visual, liaison and coordination coupled
with on -site installation supervision. We pride ourselves on
attention to detail, a solid understanding of communication goals
and the use of effective graphics to inter -connect diverse
content elements. We operate on the basis of a very direct
personal relationship with our clients to satisfy their'needs.
We are not a fabrication house, although if requested by the
client, we often join with fabrication facilities as a package
deal. This allows the client the option to have competitive
bids on the designs or a single -source contract for the fabrica-
tion and installation.

The CONSULTANT in close coordination with the CITY shall perform the following
professional and technical services comprising the 1 ^dOI;K and shall be fully responsible
for all the professional and technical aspects thereof. The CITY's review and approval
of the WORK will relate only to overall compliance with the general requirements of
this Contract and v:henever the term "Approval by the City" or like term is used in this
Agreement, the phraseology shall in no way relieve the CONSULTANT from any duties
or responsibilities under the terms of this Agreement and from using the highest
standard of professional services and practices.
PHASE I - Research and Preparation of Conceptual Plan
Upon the full execution of this Agreement, the CONSULTANT shall commence the
following WORK elements:
I. Through his designated sub -consultant, Dr. Gilbert L. Voss, the CONSULTANT

pavilion exhibit and of all trailside exhibits, as well as a pion showing the approximate
location of all trailside exhibits. To the greatest extent possible, the information
presented in the nature pavilion exhibit shall apply directly to the Wainwright Park
property, and shall include the topics of hammock ecology, shoreline ecology, the lime-
stone Mutt, and rnan's effects upon these natural features. Trailside exhibits should be
located at the site of particular features which merit detailed explanation or which can

3. The CUi 1SULTAI IT shall prepare an overall design concept for the nature
pavilion and trnilside exhibits based upon the communications goals, content, struatural
and security cc:nsiderations developed in Section Iil.A.1 and ? above.
4. The CONSULTANT shall develop the conceptual visual organization of the
nature pavilion exhibits and trailside exhibits and determine the various forms that the
information will take (i.e. - photo blowup, diagram, chart, art work, model, object,
etc.).
5. V.iith the assistance of the PROJECT CUUI ZIDIt JATORR, the COI ISULTANT
shall develop a plan for a general park signage system including such things as a park
entrance sign, location neap, and directional signs.
n. Upon completion of items I through 5 above, the COIJSULTANT shall make a
presentation to the CITY consisting of the following material:
a. A Planning Paper which will consist of a verbal walk-thru of the nature
pavilion and trailside displays keyed to accompanying visual material.
b. An overall color Diagrammatic Plan of the nature pavilions delineating subject
locations of the exhibits, traffic paths and security gates.
c. A minimum of three (3) visuals (sketch renderings) depicting exhibit concepts
in perspective.
d. Preliminary design drawings of entrance sign, location map and other
directional signs.
e�. A panel presenting samples of materials researched and to be utilized in the
product ion phase.
f. A booklet presenting as much of the specific visual material to be included in
the exhibits as can be indicated without making outright purchases prior to
approvals.

the nature pavilion and trailside exhibits including all plans and specifications and other
CONTRACT G'OCU, TI as (except for the General Conditions and Standard Contract
Forms to be provided by the CITY) as necessary for competitive bidding. It is
anticipated that the PROJECT will be divided into segments for bidding and construc-
tion; therefore, the CONSULTANT IT shall prepare individual sets of CONTRACT
DOCUMENTS as specified by the PROJECT COORDINATOR.
2. The COi ISULTANT shall provide an itemized estimate of all fabrication and
installation costs.
3. The C ul ISIJLTAI JT shall provide at least one reproducible set of all construc-
tion plans and specifications for review and bidding.
Within 30 calendar days frorn submission of the completed WORK for PHASE II, the
CIT'( shall review all materials and the CITY MANAGER shall notify the CONSUL-
TAIIT in writing as to the CITY's approval of the WORK or reasons for withholding
approval. In the event that the PHASE II materials must be revised, the tirne period for
revision and subsequent review will be rnutually agreed upon by the CITY and the
CO( ISULTAI IT based upon the nature and extent of the necessary revisions. PHASE II

At the completion of Phase III of the PROJECT, the CONSULTAr1T shalt deliver to

tion, and belief, the PROJECT has been constructed in accordance with CITY approved
plans and specifications and CITY approved change orders; and shall furnish such other
written certificates as may be required by laws and regulations applicable to the

For professional and technical services as outlined in SECTION Ili - PROFES-
SIONAL SERVICES, the CITY agrees to pay the CONSULTANT a FIXED FEE OF
$33,500. Partial payments for the WORK shall be made as follows:
I. Fifteen Thousand Dollars ($15,000) when the WORK under SECTION III,
PHASE I - Research and Preparation of Conceptual Plan is completed and
accepted by the CITY.

SECTIO1•1 III, PHASE II - Design Refinement and Preparation of CONTRACT

The CITY reserves the right to audit the CO11SULTAIJT's records pertaining to this
Agreement at any time during the prosecution of this Agreement and for a period of one
year after final payment is made under this Agreement.
Compliance with the foregoing requirements shall not relieve the CONSULTANT of
his liability and obligation under any other portion of this Agreement.
