A RESOLUTION AUTHORIZING AND DIRECTING THE
CITY MANAGER TO ENTER INTO THE ATTACHED
COLLECTIVE BARGAINING AGI;EEIlENT BETWEEN
THE CITY OF MIA:!I ANI) THE EMPLOYEE ORGANIZATION
KNOWN AS THE "SANITATION EMPLOYEES ASSOCIATION,
INC." (S.E.A.), FOR THE PERIOD COMMENCING UPON
THE SIGNING OF THE AGREEMENT AND CONTINUING
THROUGH SEPTE`1IER 30, 1979, SUBJECT TO THE
TERMS AND CONDITIONS SET FORTH THEREIN; THE
AFORESAID AUTHORIZATION AND DIRECTION SHALL
NOT BE OPERATIVE UNLESS AND UNTIL THE CITY
MANAGER IS IN RECEIPT OF A NOTICE OF RATIFICA-
TION BY THE S.E.A. OF THE TERMS OF THIS
AGREEMENT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
Section 1. The City Manager is hereby authorized and
directed to enter into the attached Collective Bargaining Agreement
between the CITY OF MIAMI and the employee organization known as
the "Sanitation Employees Association, Inc." (S.E.A.), for the period
commencing upon the signing of the Agreement and continuing through
September 30, 1979, pursuant to the terms and conditions set forth

set forth in Section 1 hereof shall not be operative unless and until
the City Manager is in receipt of a notice of ratification from S.E.A.
of the terms of this Agreement.

of the Negotiated Labor Agreement
between the City of Miami, Florida
and the Sanitation Employees
Association
I am happy to report the successful conclusion of a 2-year Labor
Agreement negotiated between the Sanitation Employees Association
and the City of Miami, Florida. This Agreement was reached on
November 23, 1977. On December 7, 1977, I was officially notified
by Counsel for the Sanitation Employees Association that the Sani-
tation Employees Association had formally ratified the Labor Agree-
ment between the parties.
It is now appropriate that the City Manager propose and recommend
ratification of this Labor Agreement by the City Commission on the
meeting of December 15, 1977. I believe the contract to be a com-
promise agreement between the parties worked out in the best spirit
of true collective bargaining.
In the final settlement Agreement, it was understood between the par-
ties that the. respective negotiators would recommend ratification to
their respective constituents of the full and complete Agreement as
negotiated between the parties. This is my unequivocal endorsement
that you recommend ratification to the City Commission at the meeting
of December 15, 1977.
Further, it is my understanding from conversations with Mr. Howard
Gary, Director of IMlanagement Services, that the necessary funds are
provided in the Budget document should it be passed on December 15, 1977.

of the Sanitation Employees Association met and voted to ratify the
proposed contract.
After several months of difficult negotiations it is felt that this
agreement provides a framework which will enhance the working relationship
between the parties.

On Wednesday, the 23rd of iiove>nber, the City reached a settlement agreement
with the Sanitation imployees Association. The SEA is planning to have a
ratification vote on the 30th of November.
Following is a description of the major points of settlement:
Description
1. War'es: The City will provide a $465 lump
sum retroactive payment equivalent to an
average 317. increase. For the first year
of the contract effective upon ratification,
the City will provide a $200 across-the-
board increase. Effective the first full
pay period of the 1979 fiscal year, the City
will provide $525 across-the-board increase.

0,rou^ Insurance: The City agrees to provide
a similar benefit as given to Police and
Fire which is full payment for the cost of
life insurance and $13.29 biweekly toward
the cost of dependent health insurance.
3. Itoliklays: The City agrees to grant one
additional holiday, i.e., Dr. Martin Luther
Tang's birthday in the second year of the
contract. In addition the City agrees to
pay ten (10) hours premium pay for those
employees who work the holidays.
4. Sick Leave: The City agrees to increase the
accrual rate for sick pay from eight (3)
hours per month to ten (10) houra per month.
In addition, the pay-off upon retirement for
unused sick leave has been capped at a $3,000
amount for those employees retiring with less
than 30 years of service, $4,000 for those
employees with 30-35 yearn of service, $5,000
for those employees with 35-40 years of service
and for those employees with more than 40
years of service, the current pay-off will
continue.

Description
Shift Differential: Shift differential has
been changed from the former 10% factor to a
35C per hour rate.
6. Uniforms and Personal 70uiprnent: The City in-
creased its payments toward the purchase of
safety shoes from $13 to $20 and in addition
has agreed to provide uniforms to standby labor SShoeorms: $2,187200
employees.
7. Time Pool: The City has agreed to establish
an employee time pool similar to that pro-
vided to the Fraternal Order of Police.

time duty should the employees donate the

Standby Labor bargaining unit employees will be granted five
(5) days vacation per year. Vacation days shall be credited

the date of the incident that gave rise to the question.
E. Except as provided For in this article, or where specifically

visions of this agreement shall apply to Standby Labor employ-
ees.

ARTICLE V - MANAGEMENT RIGHTS
Section 1. The Association agrees that the City has and will continue
to retain, whether exercised or not, the .;o] c right to operate and man-

City has not officially abridged, delegated or modified by the express

ARTICLI VII •- DUES Cltl•:CE=
Section 1. During the term of this rt.cJt:'ecment, the City agrees to de-
duct Association membership duos and uniform ssessments, if any, in
an amount established by the Association and certified,in writing by an
accredited officer to the: City from the pay of those employees in the
bargaining unit who individually snake such request on <i written checkoff
authorization Corm provided by the City. Such (.2aduction will be made
by the City when other payroll ' :duc t_ ions are made and will begin with
the pay for the first Cull oay period f:ol?_owi<<:t receipt of the authori-

Section 2. This arti.cl.e applies only to the deduction of membership

Section 3. Deductions of dues and uniform i.lsscssments, if any, `hail

Section 1. The City Manager is hereby authorizes and
directed to enter into the attached Collective Bargaining Agreement
between the CITE: OF MIAMI and the employee organization known as
the "Sanitation Employees Association, Inc." (S.E.A.) , for the period
commencing upon the signing of the Agreement and 'continuing through
September 30,
