A RESOLUTION IN CONNECTION WITH THE COCONUT GROVE ARTS FESTIVAL ON FEBRUARY 17, 18 AND 19, 1978, CLOSING THE FOLLOWING STREETS TO THROUGH TRAFFIC ON SAID DATES DURING SPECIFIED HOURS, AND ESTAB- LISHING A TEMPORARY PEDESTRIAN MALL OF MAIN HIGHWAY FROM CHARLES AVENUE TO INTERSECTION OF McFARLANE AND FROM McFARLANE TO INTERSECTION OP SOUTFI BAYSHORE DRIVE AND COMMODORE PLAZA AND FULLER PLACE; WAIVING THE PEES AND GRANTING PERMISSION FOR THE USE OF COCONUT GROVE PEACOCK PARK, WAIVING THE RENTAL FEE FOR USE OF TILE LARGE CITY SHOWHOBILE, SUBJECT TO PAYMENT BY COCONUT GROVE ASSOCIATION, INC. OF THE DIRECT COSTS OF SETTING UP AND REMOVING SAID SHOW - MOBILE; AND ALLOCATING $500 FROM SPECIAL PROGRAMS AND ACCOUNTS - SPECIAL COMMUNITY PROGRAMS - QUALITY OF LIFE PROGRAM FOR THE PURCHASE OF AN AWARD WINNING ART WORK; SAID CLOSING OF STREETS 1S SUBJECT TO THE ISSUANCE OF A PERMIT BY TIIE POLICE AND FIRE DEPARTMENTS. WHEREAS, the Coconut Grove Association, Inc. has requested assistance in connection with the Annual Coconut Grove Arts Festival 1978; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to establish a temporary pedestrian mall, the following streets are hereby closed to through traffic on February 17, 18 and 19, 1978, during the following hours; such closing of streets being subject to the issuance of a permit by the Police and Fire Departments: "DOCUMENT INDEX (a) MAIN HIGHWAY INTERSECTION OFOMcFARLANE AVENUEM CHARLES TO ITEM N0. The fees are hereby waived and permission is granted for the use of Coconut Grove Peacock Park and use of the administrative building for cultural activities during the aforesaid dates to Coconut Grove Association, Inc., sponsor of the Annual Coconut Grove Arts Festival. Section 3. The rental fee for use of the large City showfiobile is hereby waived, subject to payment of the direct costs involved in setting up and removing said showmobile. Section 4. Grimm, J) bC- Assistant, City Manager November 9, 1977 15th Annual Coconut Grove Arts Festival Fe. 17, 18 and 19, 1978 The Coconut Grove Association, Inc. plans to have the 15th Annual Coconut Grove Arts Festival February 17, 18 and 19, 1978, and its request for assistance from the City is more or less identical with what was approved last year. The planning for this event has been coordinated with all City departments involved, and in early 1978 further detailed planning will be arranged. The Coconut Grove Association has requested a temporary mall be established by the closing of ,lain Highway, Commodore Plaza, Fuller Place and McFarlane Road to through traffic. The streets and times of closing are the same as those authorized for the two previous festivals. Arrangements have been made with Dade County Traffic to post signs giving advance notice of these closing times to avoid traffic problems. The Association also again requests free use of Coconut "'rove Peacock Park and the administration Building, to be used for cultural activities, and free use of the large showmobile subject to payment of costs involved for setup and removal. In conjunction with the festival, the City will provide equipment and personnel for installation and removal of overhead banners. Park Rangers and Public Service Aides will be provided as needed and the Coconut Grove Association will pay for the services of ten (increased from eight last year) off -duty Police Officers and two Sergeants ;luring the entire festival time. The City has been requested to again make available the sum of $500 for the purchase of an award winning art work. It is recommended that the attached resolution be presented at the December 3th meeting for Commission approval, granting permission and waiving the fee for use of Peacock Park and the administration building; waiving the rental fee for the large showmobile; and allocating $500 from Special Programs and Accounts - Special Com- munity Programs - Quality of Life Program for the purchase of an award winning art work. 6✓rr e.. ii'�i m/msz, Ssfw. This is the 15th Annual Coconut Grove Arts Festival. I am aware that this might seem to you to be asking for approval way in advance but our timing schedule from experience, makes it necessary to print the invitations to participants in July, addressed in August and mailed in September. These are the things the Committee would like: A. Traffic 1. The following streets shall be closed to through traffic during the following hours: Main Highway from Charles Avenue to intersection of McFarlane. Friday Feb. 17 9:00 AM to 9:00 PM Saturday Feb. 13 7:00 AM to 9:00 PM Sunday Feb. 19 7:00 AM to 9:00 PM McFarlane to intersection of South Bayshore Drive Same as above Commodore Plaza and Fuller Street Friday Feb. 17 8:00 AM to 9:00 PM Saturday Feb. 18 7:00 AM to 9:00 PM Sunday Feb. 19 7:00 AM to 9:00 PM Security 1. The Miami Police Department shall have available 3 regular patrolmen covering strategic locations. 2. The Association shall pay for the services of 10 off -duty policemen and 2 sergeants that shall be made available and supervised by the Miami Police Department. Time and length of duty to be at the discretion of their police supervisors. 3. The City of Miami shall issue a permit to the Coconut Grove Association for the use of the streets designated for the festival, as well as Peacock Park. And, the Au.,itorium shall not be leased for use during these three days so as not to work any hardship on any would-be lessee. Purchase Award 1. The City of Miami shall make available, again, the sum of $500 for the purchase of a painting - the subject matter to be specified before the choice is made. Miscellaneous 1. The large show mobile shall be made available for use in the park for PACE concerts during the festival. 2. Festival committee shall be granted right to use the recreation center in Peacock Park as temporary headquarters for the three days of the festival.
