MINUTES OF SPECIAL MEETING OF THE
CITY COMMISSION OF MIAMI; FLORIDA
On the 16th day of November, 1977, the City Commission of
Miami, Florida, met at its regular meeting place in said City in
Special Session to consider business c public import.
The meeting was called to order at 2:29 P.M. o'clock by
Mayor Maurice A. Ferre with the following members of the Commission
present:

Mayor Ferre: Ts there a Resolution prepared?
Mr. nngi.e : Yes sir, it's in the folder.
Mayor Ferre: Alright, the Resolution is before you. It reads:
"A Resolution certifying and declaring the results of the
regular election held on (November 15th, for the election of a
candidate for the Office of Commissioner, ':group V, of the City of
Miami, Florida," and it is before you. You have the results and
the print out, that is also before you. Are there any questions
on the print out? Will somebody move that motion please?
Mr. Plummer: (Move it.
Mr. Reboso: Second.
Mayor Ferre: It's been moved by Commissioner Plummer. Seconded by
Commissioner Reboso. Is there further discussion: If not, call the
roll.
The following resolution was introduced by Commissioner Plummer,
who moved its adoption:

Upon being seconded by Commissioner Reboso, the resolution was
passed and adopted by the following vote:

Mayor Ferre: Now will the City Clerk swear in Commissioner Gibson?
I would like to invite Mrs. Gibson and the rest of the family to step
forward, if you would join us at this time, and after we have the
family then I'll ask for Judge Fernandez and Jack Alfonso, but let's
get one first for the family, and then we'll ask.... (SWEARING IN)
.... Would the Commission join Father for a picture and then I'd like
to ask Jack Alfonso and Judge Fernandez and the other... and friends
... Pose would you join us in the picture')
Mayor Ferre: We have some other things that we have to do now. If
you'll look at your packet you'll see it. A resolution electing and
reappointing George F. Knox, Jr. as City Attorney for the City of
Miami, the whole . Mr. Knox, I thought that the way these things
function is,as I always remember it, is in the absence of an appoint-
ment, that y u're autorniti.cally appointed, you actually need a
Commission Resolution to appoint the City Attorney?
Mr. Yno:: ic's sir, the City Attorney is appointed for terms which are
contemporaneous with the terms with each Commissioner.
Mayor Ferre : I see. ok . But the same is not true with the City
Manager?
Mr. Knox: That's correct.
Mayor Ferre: So we don't need a City Manager resolution?
Mr. Knox: That's right.
Mayor Ferre: Alright, "A resolution electing and reappointing
George F. Knox, Jr. as City Attorney for the City of Miami to bold
office until the first meeting following the next regular city election
as provided for in the City Charter establishing an annual salary of
, for that position with a personal expense allowance of
, which said salary and personal allowance are to become effective
no later than the date of the annual appropriation...."
Mr. Plummer: If I move it can I vote against it?
Mayor Ferre: Lure. YOU can ;Hove it an,i vote against it.
Fir. Plummer: Tell move it.
Rev. Gibson: Seconded.
Mayor Ferre: Moved by Plummer. Seconded by Father Gibson. Now, under
'discussion we have to put the figure of the salary and the expense.
Rev. Gibson: It is in there, isn't it?
Mayor Ferre: ;lope. He left it blank :Iv. Knox, I hate to do this
to you but,you know,these are public information anyway.
Mr. Knox: There's a memo in your packet, Mr. Mayor.
Mayor Ferro: Orn page what?
ir. Knox: It's attached to the inside cover,

Mr. Ongie: On the left side of your packet.
Mayor Ferre: Just for information and for the record, Mr. Knox,
how much was the City Attorney's salary, former City Attorney when
he retired?
Mr. Knox: $49,900 annually.
Mayor Ferre: Alright, and as I recall we recently gave Mr. Grassie
a $5,000 increase, is that correct Mr. Grassie? So, and your present
salary is -- no Mr. Grassie's present salary? $52,000, just for the
record I want to get that straight. Alright, what's the will of this
Commission?
Mr. Plummer: I move as suggested.
Rev. Gibson: Seconded.
Mayor Ferre: Alright, so then the figures are $47,000 (to be written
in there) is $47,000 and $2,500. What is the allowance at the present
time?
Mr. Knox: There's no allowance at the present time Mr. Mayor.
Mayor Ferre: Does the City Manager also have a similar allowance
provision? Alright, are there any questions on this at this point?
What in effect we're doing for the record so we understand is we are
increasing the salary Ly $5,000 and also increasinc; the allowance by
$2,500 which is a net of $7,500. Ok. Ts there further discussion
on this: It was moved as I r.2ca11 1 y Plummer and seconlel by Gibson.

UNTIL THE FIRST 'I MEETING FOLLOWING THE. NEXT
REGULAR CITY ELECTIOIJ AS PROVIDED FOR IN THE
CITY CHARTER; ES'FAJ:.LTfHING AN ANNUAL SALARY
OF $47,000 FOR 'JIIAT POSTTInN WITi1 A PERSONAL
EXPENSE ALLOWANCE OF $2,500 WHICH SAID SALARY
AND PERSONAL ALLOWANCE ARE TO BECOME. EFFECTIVE
NO LATER THAN THE DATE THE ANNUAL APPROPRIATION
ORDINANCE FOR FISCAL YEAR 1977-78 BECOMES LAW;
PROVIDING FOR A VACATION OF 30-WORKING DAYS PER
YEAR AND 12 DAYS ANNUAL SICK LEAVE.

Mayor Ferre: Now, we have a resolution electing and reappointing
Ralph G. Ongie as City Clerk of the City of Miami, Florida, to hold
office until the : irst meeting f ollowinT the next regular city election
as provides] for in the City Charter, and fixing the salary of said
reapp{.oint::e. there a motion?

Mrs. Gordon: Seconded.
Mayor Ferre: It's been moved by Father Gibson. Seconded by
Mrs. Gordon. Now, with regards to the salary, there's a memorandum
here that says as follows, —.does the rest of the Commission have this
memorandum Mr. ongie:'
UNIDENTIFIED SPEAKER: NO.
Mayor Ferre: I'rn sorry. It's from Robert D. Krause. It says,
City of Miami, City Clerk makes $28,000. The Coral Gables City
Clerk makes $16,000. The Miami Beach City Clerk makes from $21,823
to $27,420, and the Dade County Clerk makes from $22,705 to $25,027.
The previous City of '1i:ami. City Clerk male ';27 ,475.
Mrs. cordon: t•]hat are ,you readinw from?
Mayor Ferre: This is a memorandum that was requested on this I guess.
Aren't there copies for the Commission? flow did I get this now?
Are there copies of this available Mr. Grassie? Oh, I got all the
copies, I'm sorry. I apologize. They were given to me and I guess
I ju t sat on them. They were given to me five minutes aro, and
for the record, this is the first time I've seen this. Do we have
a similar, of course, Mr. Grassie.... Alright, what's the will of
the Commission on this?
Mrs. Gordon: Ok, what was it that weraised recently the Assisting
Clerk salary I recall, was it a $3,0007
Mr. )ngie: it was ,approximately '%2 ,000 that we raise the Assistant
City Clerk.
Mayor Terre: The Assistant City Clerk,..when did you last get a raise?
Mr. Ongie: When I was appointed in July of 76.
Mayor Ferre: When you were appointed the City Clerk,right?
Mr. Plummer: Well, let me put Ongie on the spot. What do you think
that you're entitled to?
Mr. Ongie: I don't think I should... I mean you appoint me, you should
set my salary.
Rev. Gibson: Certainly the salary ought to be increased, there's no
question about that. (Mr. Plummer -- I agree)
Mrs. Gordon: At least as much as these other people.
Rev. Gibson: All these other people Iot.., well, come on man.
Mr. Plummer: Mr. Mayor, for the sake of trying to establish it I will
say that he get a 1 0% raise.
Mrs. Gordon: I'll second that.
Mayor Terre: Alright, so on the motion to increase the salary from
$28,000 to $30,800. I don't think we need to call the roll, but all
those in favor say aye. (unanimous ayes) Oppossed? (silence) Seeing that
this is a unanimous vote then you will insert into this motion the
figure of ...
Rev. Gibson: $30,800.
Mayor Ferre: $30,800. Is there further discussion on the motion
presented? If not, call the roll please.
Mr. Plummer: I don't think you should be calling the roll,
Mrs. Gordon: Matty, call the roll.

Mayor Ferre: I vote yes.

who moved its adoption:

Mayor Ferre: Anything else to come up before this august body?
Mr. Ongie: !Ir. Mayor, we should swear in the City Attorney and
Judge Fernandez will swear me in.
Mayor Terre: Alright, would you sweir the City Attorney in please?
Do we have the cameras ready? I would like to introduce everybody to
our new city photographer, Mr. Tony Garcia. I'm saying this facetiously.
(AFTER SWEARING IN) . Is there anything else Mr. City Manager, Mr.
City Attorney, Mr. City 'Clerk that needs to be done at this time?
Mr. . ngle : No sir.
Mayor Ferre: If not, we stand adjourned. Thank you very much ladies
and gentlemen. Congratulations to all and to all.
ADJOURNMENT:
There being no further business to come before the City Commission,
on motion duly made and seconded, the meeting was adjourned at 2:47 P.M,
