WHEREAS, the City Commission adopted Ordinance No. 8707 on September
30, 1977, establishing appropriations for current expenses of the City, effective
October 1, 1977, amounting to One -twelfth of the fiscal year 1976-77 operational
appropriations plus the full appropriations for debt service and pension, and
chargeable to the appropriations for fiscal year 1977-78 when adopted, and
WHEMAS, the City Commission adopted Ordinance No. 8720 on October
26, 1977, amending Ordinance No. 8707 by extending the one -twelfth appropriations
to two -twelfths, and
WHEREAS* further appropriations are required to cover the necessary
expenses of the various departments, divisions, offices, bureaus and boards from
October 1, 1977 until the annual appropriations ordinance is in force and effect;
NOW, THEREFORE, RE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section l of Ordinance No. 8707, adopted September 30, 1977,
is hereby amended as follows:l/
"Section 1. That effective October 1, 1977 the following
amounts are hereby appropriated for the current expenses of the
City until the annual appropriations ordinance is in force. These
amounts are chargeable to the appropriations for the fiscal. year
1977-78, when the budget is adopted. The following temporary
appropriations are made to continue the operation of the City
until the budget is established.

the amendment proposed. The ruining provisions are now in effect and
remain unchanged. All figures are rounded to the next dollar.

Section 3. The foregoing appropriations for the current expenses of
the City are chargeable to the appropriations for the fiscal year 1977-78 when in
effect and are limited in amount to that sum sufficient to cover the necessary
expenses of the various departments, divisions and offices until the appropria-
tions ordinance for the fiscal year 1977-78 is in force and effect.
Section 4. If any section, part of section, paragraph, clause, phrase,
or word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.
Section 5. A11 ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 6. This ordinance is hereby declared to be an emer-
gency measure on the grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon the further
ground of necessity to make the required and necessary payments to its
employees and

officers, payment of its contracts, payment of interest
on its debts, necessary and required purchases of goods
and to generally carry on the functions and duties of
affairs.

The City Commission has adopted Ordinances No. 8707 and 8720 to pro
vide for the continued operation of the City of Miami beginning
October 1, 1977, until an annual budget for fiscal year 1977-78 is in
force. Ordinance No. 8707 appropriated one -twelfth (1/12) of the fiscal
year 1976-77 operational appropriations for departments and the entire
appropriations for debt service and pension, to be charged to the 1977-78
'annual appropriations when they become in force. Ordinance No. 3720 appro-
priated a second one -twelfth (1/12) of the fiscal year 1976-77 operational
appropriations.
If the Commission doe, not adopt the annual appropriations ordinance for
fiscal year 1977-78 by December 1, 1977, it will be necessary to provide
a means for funding continued operation of the City for an additional
period of time. hence, attached is a proposed ordinance to extend the
interim operational appropriations to three -twelfths (3/12) of the fiscal
year 1976-77 annual. appropriations.
