Fosmoen Director, Planning Department November 3, 1977 Agenda Item City Commission Meeting, November 10, I977 Rapid Transit Station Design and Develop- ment Trust and Agency Fund Account It is requested that the City Commission establish a Trust and Agency Fund Account for, and authorize appro- priations from, a Rapid Transit Station Area Design and Development Account, on an emergency basis. The City Commission, by Resolution 77-644 of July 28. 1977, authorized the administration to negotiate and execute a contract with the Dade County Office of Transportation Administration for the provision of Planning Department services in Station Area Planning for the Rapid Transit system. The Dade County Office of Transportation Administration subsequently offered a contract in the amount of $ 120.000, which has been signed by the City Manager, City Attorney and City Clerk and returned to Dade County for their concurrence. This contract is funded through the Dcide County Decade of Progress bond funds and an Urhan Transportation -Technical Assistance Grant to Dade County from the Urban ,,ass Transportation Administration, U. S. Department of -Transportation on a 20/80 split respectively: no City snatching share is required. All funds under the contract \a'ill be utilized for Planning Department salaries and supplies. The contract covers a 12 month period ending August 31, 1978. Emergency action is requested because: 1. The participation of the Planning Department in rapid transit station area design was not a (Departmental activity in FY '76-'77; this Department is currently constrained by the City Commission policy expressed in Ordinance 8707, as amended, that departments must operate at FY '76-'77 funding levels. No supplies can be purchased even though a contract has been authorized. 2. Establishment of a Trust and Agency Fund Account immediately would allow this Department to commence to recover for transit planning services performed. —ass NATIONWIDE TRAFFIC SERVICE BUREAU INC.
