This Department has discussed this request with Dr. Seitlin.
It would be premature to consider Dr. Seitlin's request sep-
arately from proposed downtown zoning revisions currently being
prepared by this Department. We would propose to a) consider if
any rezoning of Dr. Seitlin's property is warranted based on pro-
posed rezoning of the adjacent area and proximity to the Govern-
ment Center and, if warranted, to b) include Dr. Seitlin's prop-
erty within the area for consideration or downtown zoning revisions.
We anticipate that the Planning Advisory Board will receive our
recommendations in January for public herring.

Commission direct the Zoning; Staff and Planning Staff
initiate a rezonin,.; from C-4 to C-3 on Blocks 137 North
and 138 North, City of Miami..
This area is adjacent to offstreet parking on the East,
South and Jest sides, and on the North side a large off-
street parking garage is projected for the Governmental.

The undersigned has talked with many of the owners wlio
desire this chane. Time is an essential element, as
several. Government agencies have approached the owners
to build and rent to the Government on these properties,
and the required offstreet parkin;_,, when so much is
available here, is the stumbli.ng block.
Please let me have an appearance on your agenda for
further presentation.
