RESOLUTION NO. 77-392
A RESOLUTION URGING THE PUBLIC EMPLOYEES
COMMISSION, THROUGH ITS CHAIRMAN, TO
FORTHWITH TAKE ALL NECESSARY ACTION TO
EXPEDITE THE CONSENT ELECTION FOR THE
CIVILIAN EMPLOYEES OF THE CITY OF
MIAMI, FLORIDA.
WHEREAS, at a regular City Commission meeting
of the City of Miami, Florida, on November 10, 1977, the
entire City Commission heard wage -increase petitions from
its general employees; and
WHEREAS, the question of representation for the
civilian employees of the City of Miami, Florida, has been
delayed for many months; and
WHEREAS, the City met with representatives of the
GEA and AFSCME Local 654, on September 2, 1977, to attempt
to expedite a Consent Election, thereby giving all eligible
civilian employees a chance to vote whether they wished to
be represented for purposes of collective bargaining; and
WHEREAS, on September 15, 1977, the City Manager
has executed a settlement of the blocking Unfair Labor
Practice charge as proposed by the Public Employees Relations
Commission; and
WHEREAS, the civilian employees of the City of Miami
have been unable to negotiate for fiscal year 1976-77, due to
the fact that there was no certified bargaining agent for City
employees;
NOW, THEREFORE, BE IT RESOLOVED BY THE COMMISSION OF

Commission, through its Chairman, to forthwith take all neces-
sary action to expedite the Consent Election for the civilian.
