HomeMy WebLinkAboutR-77-0885RFC/ rb 10/28/77 RESOLUTION NO. 77-335 A RESOLUTION ACCEPTING THE BID OF MONROE CALCULATOR COMPANY FOR FURNISHING TEN ELECTRONIC CALCULATORS FOR THE DEPARTMENT OF MANAGEMENT SERVICES AT ei TOTAL COST OF $5,603.50; ALLOCATING FUNDS FROM THE 1976-77 GENERAL FUND; AUTHORIZING THE CITY MANAGER AND THE PURCHASING AGENT TO ISSUE THE PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids - were received October 6, 1977 for the furnishing of ten electronic calculators for the Department of Management Services; and WHEREAS, invitations were mailed to 17 potential suppliers and 5 bids were received; and WHEREAS, this equipment will be used by the Depart- ment of Management Services for the purpose of day-to-day opera- tions involved with budget development and managerial analysis; and WHEREAS, the City Manager and the Department of Manage- ment Services recommend that the bid received from Monroe Calcula- tor Company be accepted as the most advantageous bid to the City; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The October 6, 1977 bid of Monroe Calculator Company for furnishing ten electronic calculators to the Department of Management Services, at a total cost of $5,603.50, is hereby accepted with funds hereby allocated from the 1.976-77 General Fund. Section 2. The City Manager is hereby authorized to instruct the Purchasing Agent to issue the Purchase Order for this equipment. These calculators are required in order to replace those that were stolen. They are used primarily for the day to day operations in- volved with budget development and managerial analysis. October 18, 1977 Calculator Vendor, Selection Of FILE: The purpose of this memorandum is to present those reasons as to why the following calculators; VICTOR MEDALIST 332, HERMES PRECISA 2300/2400, SHARP CS-4263, and BURROUGHS C 2439 are not suitable to.the particular needs of this Department. It should be mentioned that this Department's staff devoted many hours to discussions with a number of calculator vendor representatives in order to adequately evaluate the capabilities and applicability of various calculator;. This was necessary if the Department was to be able to in- telligently determine how well each of these calculators would interface with this Department's operations so as to assure an efficient level of machine utilization and a corollary level of Derartmental productivity. Having completed a review of the Bidder Acknowledgements for the above - mentioned calculators, the preference for the .•iO:,FOE 1450 with Option 8 continues to be overwhelming. In order to assist in acquiring a greater understanding of and appreciation for this Department's needs, the following comments regarding the negative aspects of each of these calculators are provided. VICTOR MEDALIST 332 • Keyboard Format - The numerical keys have too much space between them, this leads to misperformance and lowered productivity. - The divide, multiply and equal keys are too far from the numerical keys. This also leads to misperformance and loss of productivity. • Input/Output - This model only provides for a 12 digit display whereas a 14 digit display is desired. • Memory System - Does not have two independent memories; only one. • Operating Controls. = Model does not have: Constant storage key aside from repeated addition, subtraction, multiplicand or divisor. - - No grand total capabilities. -- No flexibility to add up to 10 optional keys. -- Doesn't have 11 decimal settings including an add mode and a floating decimal mode. -- Doesn't have a % change key. - - Doesn't have a square root key. -- Doesn't have a % + or % - key HERtES PRECISA 2300/2400 • Keyboard Format - Keyboard design and set up is quite non-standard. - Total key is too small as such cuts speed and there- fore productivity. • Operating controls - No square root key • Memory System - No independent subtotal key for second memory. SHARD CS-4263 • Keyboard Format - The shape of the numerical keys in addition to their close proximity to each other will cause inaccuracy, reduced speed and cut productivity. - The subtotal key is on the wrong side of the key- board. - The total key is on the wrong side of the keyboard. • Operating Controls No independent plus or equal key. "SUPPORTIVE DOCUMENTS FOLLOW" 1 A NO clear -all key No % change key ▪ No % + or % - keys - No Constant Factor key • Not capable of doing intermediate calculations involving the addition or multiplication register. • No indicator lights • Does not have two independent working registers. • No enclosed tape holder • Past experience with SHARP calculators has indicated that they are unreliable in terms of durability. The foregoing should not be interpreted as to infer or imply that these calculators are necessarily sub -standard Or of poor quality, but rather that they are not configured so as to provide the capabilities essential to the effective and efficient operation of this Department. The following additional information is supplied per your memorandum dated October 6, 1977, subject: "Bid Evaluation: Electronic Printing and Display Calculators." WHY - The purchase of these calculators is required to replace those which were stolen. HOW FUNDED - General Fund appropriation. WHEN - This is an emergency purchase because these calculators are required immediately for the prompt completion of the City's budget. - These calcultors will be used by the staff of the Divisions of Operations Analysis, Budget Management, Office of the Director, and Internal Audit. These are all Divisions in the Department of Nana cnent Services. HOW USED - These calculators will be used primarily for the day-to-day operations involved with budget development and ongoing managerial analyses.
