TO EXPEND $1, 500 TO IMPLEMENT THE PILOT
PROJECT OF THE COMMUNITY SERVICE ORGANIZA-
TION KNOWN AS "CREATIVE CURRENTS", CALLING
FOR THE PAINTING OF MURALS ON 4 PRINCIPAL
BUILDINGS AT THE MAJOR INTERSECTION OF
McFARLAND ROAD, GRANT) AVENUE AND MAINE
HIGHWAY, WITH FUNDS THEREFOR ALLOCATED
FROM THE QUALITY OF LIFE ACCOUNT IN THE
SPECIAL PROGRAMS AND ACCOUNTS AND COMMUNITY
PROGRAMS.
WHEREAS, Creative Currents, a local organization
dedicated to the implementation of urban environment, has
submitted its proposal to visually beautify older buildings
in the Downtwon Coconut Grove section of the City; and
WHEREAS, permission has been granted by the owners
of said buildings to allow the painting of murals thereon; and
WHEREAS, the selection of the artist and/or of the
proposed mural design are subject to final approval by the
Director of the Miami Center/Lowe Art Museum;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF

Section 1. The City Manager is hers. orrzed to
expend
$1 , 500 to
implement the Pilot Project of the community
service organization known as "Creative Currents", calling for
the painting of murals on 4 principal buildings at the major
intersection of McFarland Road, Grand Avenue and Main Highway in
Coconut Grove, with funds therefor hereby allocated from the
Quality of Life Account in the Special Programs and Accounts
and Community Programs.

Pilot Project for the Beautification
of Downtown Coconut Grove
Proposal, Budget, Support :Material
At the suggestion of Mr. Robert Homan, Assistant to the :tanager, I met today
with Ir. Sandy McNaughton and :Ir. Norman Kurtzman, Co -Directors of Creative
Currents, a local organization dedicated to the improvement of the urban envi-
ronment, to review their proposal for the above mentioned pilot project. The
objective of their project is the beautification of downtown Coconut Grove by
painting; murals on four of the principal buildings at the major intersection
of ':icFarlane Road, Grand Avenue and rain t[igh:;ay. To implement this pilot pro-
ject, they are requesting some financial support from the City of :'iami.
A preliminary: budget has been prepared ;which outlines costs of the entire pro-
ject. Permission has been obtained from the owners to paint the murals on the
buildings proposed. The owners have also committed some financial support.
Additional support in the form of donated labor has also hewn secured. Also
working on the project is :•Ir. John Soeder, a local :artist and muralist.

the artist ;and/or of the proposed design sketches are subject to final approval
by :ir. John :.;iratte, Director of the :iIA:•ii CLN'I'Ft;/LOE ART nUSEUM. They have
also been advised that all recommendations are subject to the appropriate
legal review by the City.
In conclusion, we believe the project has a great deal of merit. Special con-
sideration should he given to the number of people benefited at so little cost,
the visual beautification of older buildings, the area served, and the involve-
ment of the local residents in achieving this goal. Further, this beautifica-
tion effort could serve as a model for mural projects in other major Grove
intersections for which the participation of black artists will he encouraged.

PILOT PROJECT FOR BEAUTIFICATION OF DOWNTOWN COCONUT GROVE
PROJECT DESCRIPTION
This is a proposal to petition the government of the City of Miami for funds
to be allocated for a program to beautify the central focal point of downtown
Coconut Grove. CREATIVE CURRENTS, INC.(non-profit status pending), a community
service organization, is intimately concerned with affirmative action and has
obtained the approval from the interested parties of four key buildings in the
central crossroads of Grand Avenue, McFarland Avenue, and Main Highway.
Our major aim is to restore this area to a pleasant, stimulating setting. To
accomplish this objective we propose in conjunction with the City of Miami , to
plan, design, and execute a series of murals on four
of the most visible build-
ings in the downtown portion of the Grove. The four buildinas referred to are:

Blue Water Marine - 3041 Grand Avenue
I -Chinn f. Vol urre V Books - 3033 Grand Avenue
Pross Liquors - 3036 Grand Avenue
The artist who has committed himself to the execution of this project is Mr.
John Soeder. He has already been cortinissioned to do a series of murals for
the University of Miami; some of which are still being completed. Mr. Soeder
has kindly waived part of his usual fee to show his support of this project.

has been obtained from the Dade County Traffic Office, report dated July 1970.*
* Adjusted increase 5 per annum = 35 for 7 years. For a 24 hour period
50,000 individuals are affected. The benefit afforded the individuals who
frequent this area would cost the City of Miami less than .01d per person dur-
ing a one year span.
The Coconut Grove downtown area is in a state of semi -decay. Working within
our function as a community action organization, CREATIVE CURRENTS is present-
ing this proposal as an example of private initiative combined with the wisdom
of enlinhtened public servants, to improve the life style of all concerned.
