WHEREAS, the City Commission desires to maintain .end provide for a mechanism for ongoing review of matters affectin; the youth of. Miami and to provide for citizen input on specific and youth -related issues as directed by the Commission; WHEREAS, it is the desire of the City Commission to create and establish the YOUTH AI)V]SORY COMMITTEE, formerly called the "Miami Youth Advisory Board"; NOW.'i1L EFORL, I IT'RESOLVED 3Y THE commssioN OF THE CITY Or . I:AYI , Section 1. The YOUTH ADVISORY COMMITTEE is hereby created and established. Section 2. The purpose of this Committee is to study, review, and maize recommendations to the City Commission on all matters pertaining to the youth of Miami, and to review specific matters as directed by the Commission from time to time. Section 3. This Committee will consist of not more than thirty (30) members, who shall be appointed by the City "DOCUMENT II..JUCX Commission. ITEM NO. ( Section 4. Individuals appointed to this Committee shall serve for a term of two (2) years. 1f Section 5. The City Commission may, for good and sufficient reason, remove the chairperson or any member from the Committee. Section 8. The Committee shall •determine its own procedures and rules of order, using Roberts'Rules of Order, if no other is chosen. Section 9. 'The Committee shall make an annual report to the City Commission in February of each year; such report being submitted through the Office of the City Manager. Section 10. If, for any reason, vacancies occur in the official membership of the Committee, t'ie City Commission sh appoint replacements only when the number of vacancies exceeds ten (10); otherwise, the Commission shall appoint replacements when all of the Committee members' terms expire. Homan caar.: November 1, 1977 TILE Youth Advisory Committee CNCLUSURrs Proposed Resolution As part of our continuing efforts to update and strengthen our City Boards and Committees, I have been in contact with the Chairman of the Youth Advisory Board, Mr. Oscar Rivera, over a period of several months. As a result of our conversations and correspondence, we have produced the attached resolution which changes the name of the organization from "board" to "committee" and which will more carefully define this committee's goals, terms of membership, procedures, and reporting requirements. Rather than a limitless committee membership, this resolution pro- poses an upper limit of thirty individuals; and, rather than indef- inite terms of service, a two-year term is recommended. Mr. Rivera is in agreement with this approach, and I am informed that he will be contacting the City Commissioners for suggestions and ad- vice concerning nominees for appointment to this committees. When Mr. Rivera accumulates approximately twenty names, he will forward them to me, and I will then request the standard information and resume forms from all the nominees prior to submitting them to the City Commission for appointment.
