RESOLUTION NO. 77-366
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO AN AGREEMENT WITH NATIONWIDE TRAFFIC SERVICE
BUREAU, INCORPORATED FOR CUSTOM HOUSE BROKERAGE
AND FREIGHT FORWARDING SERVICES FOR THE TRADE FAIR
OF THE AMERICAS, UPON THE TERMS AND CONDITIONS SET
FORTH IN THE ATTACHED AGREEMENT, WITH FUNDS THEREFOR
ALLOCATED FROM THE LATIN AMERICAN TRADE EXHIBITION
(TRADE FAIR OF THE AMERICAS) TRUST AND AGENCY FUND.
WHEREAS, the City advertised for and received proposals
from various firms for the provision of Custom House Brokerage and
Freight Forwarding Services for the Trade Fair of the Americas, and
WHEREAS, the City Commission concurs with the selection of
Nationwide Traffic Service Bureau, Incorporated as the firm to
provide such services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to enter
into an agreement with Nationwide Traffic Service Bureau, Incorporated,
for providing Custom House Brokerage and Freight Forwarding services
for the Trade Fair of the Americas upon the terms and conditions set
forth in the attached agreement, with funds therefor hereby allocated
from the Latin American Trade Exhibition (Trade Fair of the Americas)
Trust & Agency Fund.
PASSED AND ADOPTED this 10 day of NOVEMBER , 1977.

In order to expedite the final contract, a copy of the
proposed contract is heing given to the City attorneys

'rhi s contract for all custom broker and freight forwarding
services relating to the shipment and receipt of property
as required by the participating country; for the Trade
Fair of the Americas: Exhibit to be held at the Expo Center
in Miami ;larch 8-191h, 1978.
2, This contract is nominated ac open-end and the Contractor
shall .not undertake any work whatsoever until he receives
properly i.sstued work orders signed bythe Supervising Officer
describing the specific services required:

The Contracting Officer of the City of Miami, shall be the
only Officer who is entitled to !Hake commitments or do any
formal acts in behalf of the City of Miami under this Contract,

The manager of the Trade Fair of the Americas shall act as
the Supervising Officer for the Ci ty of Miami under this
cunti';lct .
S. . SPI:CIFi[ATIONS:
When requested by the Supervising Officer, the Contractor shall
perform any of the following services: (weight computation shall
be based upon the gross weight of cases or packages. The factor
of 2.2016 shall be used for converting weight from pounds to
kilograms or the reverse. Changes wi11 be based on the otal
of each B-L or .'tl';B) .

.a) Collect from Carriers: shippers and suppliers;
b) Accomplish customs clearances and related
formalities;
c) Transport from point of arrival and deliver to
destination;

Unpacking in Contractor's warehouse or exhibit
site and placing into the participating countries
exhibit area. The delivery.of all exhibit mater-
ials into the respective booth of the participat-
ing country area shall be performed and completed
during the period February 23 - 8. A.M. ending
March 6, 1978 at 18:00 p.m.
The storage of empty crates for repacking at the
close of the exhibit.
The removal of the exhibit items at the close of
the exhibit on March 19, 1978 - to March 24th at
19:00 p.m. for shipment when necessary in accord-
ance with instructions from the participating
countries.
b. l':ORk:'ORDER AND DELIVVRY:
All services under the terms of this contract shall be performed
on the basis of written instructions from the manager of parti-
cipating countries or participating country representative, in-
dicating type of services required, and other pertinent information.
Instruction by the participating country or the !4anager or his
Aesignee, shall constitute authority to proceed with the work.
The Contractor ha 11 comply with all applicable provisions of local
laws, regulations, rules and special exceptions therefrom author-
ized by the :,!anager of the Trade Fair of the Americas, if any,
in the performance of services under the terms of this contract.

Contracting Officer provided always that the Contractor shall

EXCEPTIONAL CLAUSES:
A. When property items are handed over to the Contractor he shall

and damage, either in storage or transit, except for loss or
damage through Acts of Cod. For any such loss or damage the
Contractor shall either repo ir, , replace, or reimburse the value
of the damaged or lost items, at the option of the respective
country.

Services for the Trade Fair of t'.
Americas
Planning for the Trade Fair of the Americas has progressed to the point
where the need to contract for Custom House Brokerage and Freight Forward-
ing services has arrived. Pursuant to a previous statement to the City
Commission that certain services required by the Fair would follow the
City's established procedure for soliciting such services, the general
format of the Florida Consultants' Competitive Negotiation Act was used.
The contracting of an official Custom House Broker and Freight Forwarder
firm for the Trade Fair is an obligation that was committed to the par-
ticipating countries and so spelled out in the Exhibi tors :Manual by the
City so that the exhibitors would have a determination of the actual costs
of these services and could therefore budget such expenses.
The City :Manager appointed a committee to solicit proposals, interview
applicant firm„ evaluate and recommend a firm for Custom House Brokerage
and Freight Forwarding services for the Trade Fair of the Americas. The
committee recommends the firm of Nationwide Traffic Service Bureau, Inc.

The following Custom House Broker and/or Freight Forwarder companies
expressed an interest in response to the advertising:
American Transport Systems
Arthur J. Fritz & Company
Florida International Forwarders, Inc.
Impex International Brokerage, Inc.
Nationwide Traffic Service Bureau, Inc.
Robbins, Inc.
Trans -World International, Inc.
Tropical Customs Brokers, Inc.
The Fair Manager held individual meetings with each organization who
expressed an interest in providing their services to the Trade Fair of
the Americas as a result of the City of Miami advertisement for these
services at which the proposed contract and the services desired were
explained.
The proposed contract, including a submittal format, was forwarded to each
firm with the request that they return it within a prescribed time to the
City Clerk.
Four responses were received for evaluation:
Impex International Brokerage, Inc.
Nationwide Traffic Service Bureau, Inc.
Robbins, Inc.
Tropical Customs Brokers, Inc./Trans-World International, Inc.,
a joint venture
Since each firm':; submittal was on the same format, a tremendous variance
became apparent in the various categories of services to be performed.
Consequently, the Fair Manager concluded there was a misunderstanding in
the role that the Custom House Broker and Freight forwarder was to perform.
Hence, a second meeting was held with each company individually to clarify
the services desired. Each firm was given an opportunity to re -submit,
based on the clarifications. Uuring the ensuing time, the Fair Manager
visited each facility to :see i'.., physical plant and assess its capabilities
in the performance of the services desired.
After they clarified submittals were received and evaluated, each of the
four firms were interviewed by the selection committee and based upon the
written proposals and oral presentations of the agencies' personal inter-
views, the !;election committee made its unanimous recommendation.
CRITERIA FOR E.'ALUATIO :
The criteria established and employed, in the evaluation, included the
following:

Custom House Broker and Freight Forwarder company's understanding
of the Trade Fair project and its ability to perform these service_
in behalf of the participating countries involved and eventually
the buyers.
2. The ethnic mix of their staff to service the countries participati:,
in the Fair.
3. The firm's organization and use of professional staff.
4. The firm's agency and affiliate connections in the participating
countries in order to assure proper documentation of shipments
for quick custom clearances and services due the exhibitor.
5. The firm's ability to quote price and tariff information immediatel.
to prospective buyers throughout the U.S.
6. The firm's solvency.
7. The scope of services which can be rendered.
8. It was also essential that the firm selected realizes that their
contact with an exhibitor will be some importer's first impression
of the United States and that all actions taken should make every
transaction a pleasurable experience.
Due to the City Commission having only one meeting this month and the need
to have the Custom House Brokerage and Freight Forwarding services now so
that the exhibitors of the 0.A.5. member countries may budget their txp,2nso_<
after concluding their arrangements with the contracted firm (time is of th,.
essence) , we are requesting that the Commission approve the selection of
Nationwide Traffic Service Bur au, Inc. and authorize the City Manager to
execute the attached contract. This contract is based on the U. S. Depart-
ment of Commerce contract used for these kinds of services throughout the
world for international
Based on this criteria and evaluation procedures, I endorse the Selection
Committee's decision and recommend that the City Commission authorize the
City Manager to tinter into a contract with the firm of. Nationwide Traffic
Service Bureau, Inc. as the official Custom House Broker and Freight For-
warder Company for the Trade Fair of the Americas.
