MINUTES OF SPECIAL MEETING OF THE
CITY COMMISSION OF MIAMI, FLORIDA
On the 9th day of November, 1977, the City Commission of Miami,
Florida, met at its regular meeting place in said City in Special
Session to consider business of public import.
The meeting was called to order at 12:50 P.M. o'clock by
Mayor Maurice A. Ferre with the following members of the Commission
present:

George F. Knox, City Attorney
Ralph C. Thgie, City Clerk
Matty Hirai, Assistant City Clerk
An invocation was delivered by Reverend Theodore R. Gibson, who
then led those present in -i pledge of allogisince to the flag.
Mayor Ferre: Ladies and gentlemen this is a Special City of Miami
Commission Meeting called for the purposes of canvassing the votes.
You have the precincts counted before you. :e'11 start the questions.
Mr. Plummer?
Mr. Ongie: I should tell you that this canvassing procedure is going
to be very different. There is really nothing to check. There are
no return sheets. There's nothing else for you to do except to accept

Mr. Plummer: You're out of your mind.
Ongie: There is no return sheets in a computerized election.
Mayor Ferre: Is that the legal way of doing that?
Mr. Ongie: That is the legal way of doing it the way the Resolution
has been prepared.
BACKGROUND COMMENTS MADE OFF THE RECORD ( TALKING AMONGST THEMSELVES).
Mayor Ferre: You want to call another. election?
Mr. Plummer: Call another election.
Mayor Ferre: This is no joke about it. Marina will be down here in
five minutes.
Mr. Knox: Ok. I can indicate for the record, that this particular
Resolution was... is a carbon copy of the Resolution that was used by
the City of Miami Beach in their elections based upon the computerized
tabulation of election results and the City Clerk will indicate upon
the record the procedures that he tinaged in on behalf of the City for
the purpose of verifying the ballots that were cast.
Mr. Plummer: (NOT SPEAKING IN THE MICROPHONE) ... that's the
prerogative of the Commis:lon. That's what we're here for.
Mr. Knox: He can tell you what he did and then you can accept what he

did and certify based upon his procedures.
Mr. Ongie: Well, all of the back-up documentation including two
logic and accuracy tests which were done and took three hours each
with the computer are in a sealed vault in the Election's Division
with my signature, that all the counters read zero and the results
of a test election using dummy ballots and everything else were
sealed in I vault as of last Friday rind that same test was run last
night, a logic and accuracy test to determine that the computer was
functioning correctly and that test was made last night and all of
those documents are in my possession; are in the possession of the
supervisor of Elections under sealed vault, and I am certifying that
I followed all of those steps.
Mr. Plummer: Well, let's make a motion.
Mrs. Gordon: Ok. There are two resolutions are I see them here
before us. The first resolution reads: Certifying and declaring the
results of the primary election held on November 8, 1977 for the
nomination of candidates for the Office of 'Mayor and two Commissioners
of the City of Miami be accepted. I so move.
Mayor Ferre: There is a motion. Is there a second?
Mr. Plummer: I'll second it.
Mayor Ferre: Alright is there further discussion on the motion? Call
the roll please.
The following resolution was ntroduced by Commissioner Gordon,
who moved its adoption:
RESOLUTION NO. 77-862
A RESOLUTION CERTIFYING AND DECLARING
THE RESULTS OF THE PRIMARY ELECTION HELD
ON NOVEMBER 8, 1977 FOR THE NOMINATION
OF CANDIDATES FOR TIIE OFFICE OF MAYOR
AND TWO COT-MMISSIONERS OF THE CITY OF
MIAMI, FLORIDA.
(Here follows body of resolution, omitted here and
on file in the Office of the City Clerk). •
Upon being seconded by Commissioner Plummer, the resolution was
passed and adopted by the following vote:
AYES: Mrs. Gordon, 11r. Reboso, Rev. -3ibson, and Mayor Ferre.
NOES: Mr. Plummer.
ABSENT: None.
Mrs. Gordon: There's a second resolution. I just want to make a
statement that I went to the Justice Building last night specifically
to become aware of the procedures that were being taken in this type
of new innovative election process, and I was very pleased with the
amount of security, with the check and double check on every phase of
the operation of this election and I was very pleased that I spent a
couple of hours down there and I'm very willing to make the resolutions
based upon my observations and my feeling of accuracy in this election.
The second resolution is a resolution is a resolution certifying and
declaring that thy. general obligation municipal stadium bond election
on November 8, 1977 resulted in a denial of an expenditure in the
aggregate principal amount not to exceed 15,000,000 for the purpose
of paying the cost of improvements to and moderni. oti.on and extensions
of the (;range. Bowl Memorial Stadium. 1 move you that we accept this
resolution.
Mr. Plummer: Seconded.
Mayor Ferre: Alright, there's a motion'and a second. Further discuss-
ion,call the roll.
RESOLUTION NO, 77-863
A RESOLUTION CERTIFYING AND DECLARING

RESULTED IN A DENIAL OF AN EXPENDITURE IN
THE AGGREGATE PRINCIPAL AMOUNT NOT TO
EXCEED 1.5 , 0 00 , 0 0 0 FOR THE PURPOSE OF PAYING
THE COST OF IMPROVEMENTS TO AND MODERNIZA-
TION AND EXTENSIONS OF THE ORANGE BOWL
MEMORIAL fTADTUM.
(Mere follows body of resolution, omitted here and
on file in the Office of the City Clerk).
Upon being seconded by Commissioner Plummer, the resolution was
passed and adopted by the following vote:
AYES: Mrs. Gordon, Mr. Reboso,.Rev. Gibson, and Mayor Ferre.
NOES: Mr. Plummer.
ABSENT: None.
Mrs. Gordon: Isn't there a third one for the straw vote?
Mr. Knox: I can indicate that with respect to the straw vote, inas-
much as it was merely a public opinion kind of poll there is no necessity
unless the Commission would so desire to certify the results, inasmuch as
the Commission has a discretion to pass an ordinance if they choose to.
Mrs. Gordon: Well, since it was an issue on the ballot, since there
was a resulting number or ballots cast it would seem just routine
procedure to accept the results of the election and that's it.
Mayor Ferre: Go ahead and do it.
Mrs. Gordon: I so move you.
.Mayor het roc : Can't do any harm.
irs. Cordon: That the resolution certifying and declaring the
results of the primary election held on November 8, 1977 for the
straw vote question of beer in the Orange Bowl, that we accept this
resolution. I don't really know that it shows anything though.
Mayor Ferre: We have a motion,is there a second? Is there a second
to the motion?
Mrs. Gordon: Well, I'll tell Mayor, under the circumstances of the
indecisiveness and no resolution lying before me I withdraw that.
Mayor Ferre: Alright, there's a withdrawal of the motion. Is there
anything else to come up before this Commission? I've got a question.
Mr. Ongie, take this straw vote question, I see undervotes - 7,987.
What is an undervote? An overvote is when you vote twice.
Mr. Ongie: Yes sir. The undervote is where people have simply
neglected to vote in that particular issue at all. They just ignored
the question.
Mayor I'erre: 1 see in other words, out of the 34,483 ballots cast
what you're saying is that there 7,987 that just completely ignored
voting on it.
Mrs. Ongie: That's right sir.
Mayor Ferre: Now in the bond issue we had a similar thing. We had
7,189 people that just decided not to even cast a ballot is that correct?
Mr. Ongie: It's correct.
Mayor Ferre: Alright sir.I Thank you very muc11 for your patience, Now

at this time would you swear us in; the two of us you are to swear in?
Mr. Ongie: Yes sir. (SWEARING IN MADE OFF THE RECORD).
Mayor Ferre: We stand adjourned then. Thank you very much. We'll
see you here tomorrow.
ADJOURNMENT:
There being no further business to come before the City
Commission, on motion duly made and seconded, the meeting was adjourned
at 1:05 P.M.
