WHEREAS, rising costs to the City of Miami Recreation Pro-
gram have necessitated changing the structure of fees for the
use of designated tennis facilities which are presently structured
as follows:

The following charges are hereby established for the ustl
of city.owned tennis facilities as designated by the depart,
silent of parks and recreation:
Annual permits.
Senior citizens
City residents ............ $10.00

4.00 per hour, plus court fees, which includes tennis balls.
Annual fees for lockers.
;10.00 yearly, standard locker; $20.00 urge locker; $2.00
monthly, standard locker; $4.00 large locker; ;.25 daisy,
standard locker; $.50 large locker.
Any taxes applicable to the above are included in such
baytime hours.
Youth: (thru 17 years of age) $ 25 per hour, per person
Adults: (18 thru 59 years)
City residents ............ $ .60 per hour, per person
Nonresidents $1.00 per hour, per person

WHEREAS, it is essential that the fees as newly provided
herein be enforced ae early as possible in order to provide
adequate funding which is urgently needed to maintain order and
harmony within the City;

Section 1, Section 39.-3 of the Code of the City of Miami, Pioridg,
amended, is hereby emended to reed as follows:

The following chargee are hereby established for the use of
city -owned facilities:

Section I. All ordinances or parts of ordinances, insofar
as they are inconsistent or In conflict with the proviaions e ttits
ordinance, art hereby repealed.
Section 4. If any section, part of section, paragraph, clause,
phrase, or ward of this ordinance ig declared invalid, the remaining
provisions of this ordinate shall not be affected.
Section 5. The provisions of this ordinance shall become
effective on 1977. •

Ordinance Amending
Ordinance No. 8544
Enclosed for your review and forwarding to the Law Department
is a draft of a proposed amendment to Ordinance No. 8544, Fees
at Designated Tennis Facilities in the City of Miami.
Ordinance No. 8544 established tennis court fees for Youth (Juniors),
city resident and nonresident Adults and Senior Citizens (Seniors)
at designated city -owned tennis facilities.
The Department of Leisure Services realizes the need to:
1 - Revise the per hour, per person evening hour rates for city
residents and nonresidents and in turn, establish a lighted court fee
for the use of tennis courts during the evening hours.
2 - Establish an Annual Permit fee for city residents and non-
residents.
It is now in order for the City Commission to authorize an Ordinance
amending Ordinance No. 8544 to provide, at those designated tennis
facilities, for the revision in the per hour, per person evening rates,
establish a nominal light charge during the evening hours and allow
for Annual Permits for both city residents and nonresident Juniors,
Adults and Seniors.

FACT SHEET
Ordinance No. 8544, adopted April 22, 1976, established tennis court fees
for Youth (Juniors), city resident and nonresident Adults and Senior Citizens
(Seniors) at designated city -owned tennis facilities namely, Henderson,
?vloore, i\lorningsicle and Kirk Munroe.
The Department of Leisure Services now sees a need to•
1 - Revise the per hour, per person evening rates for city residents
from 75, to 50d,t and nonresidents from $1. 50 to $1. 00 and in turn,
establish a lighted court fee of S1. 00 per court, per hour. This
provision, which is a more acceptable and workable arrangement,
will generate more play on the courts during the evening hours and
by doing so, provide additional revenue to help offset the rising
cost of electricity.
2 - Establish an Annual Permit Fee for city resident and nonresident
Juniors and Adults and nonresident Seniors as follows:
City Residents Nonresidents
Juniors $10. 00 $20. 00
Adults $40. 00 $80. 00
Seniors 510. 00 S20. 00
Tlie present ordinance contains a city resident Annual Permit Fee
for Seniors.
The Annual Permit Fee has been requested by the public. Neighboring
cities have such a policy which ranges from a low of $20. 00 to a high
of $60. 00 for residents and from $50.00 to $150. 00 for nonresidents.
(There are 77 city -owned tennis courts, 44 of which are free for those
desiring to play without paying a daily or annual fee). Annual Permits
will be honored at all designated city -owned tennis facilities.
Therefore, it is recommended that Ordinance No. 8544 be amended to
provide, at those designated tennis facilities, for the revision in the
per hour, per person evening rates, establish a nominal light charge
during the evening hours and allow for Annual Permits for both city
resident and nonresident ,Juniors, Adults and Seniors.
