It is suggested that this item be placed on the Commission Agenda for discussion and decision on October 26. The impact on this year's budget and subsequent years' budgets is rather significant and a full discussion with the City Commission should be scheduled for the Committee of the Whole. cc: Clark Merrill ,+t !,•° ,• r may. FLORIDA INTER•OFFICE MEMORANDUM TO: FROM: Dick Fosmoen Assistant City Manager `2, 7 e {� /'`/ ark Merrill Administrative Assistant to the City Manager DATE SUDJECT October 7, 1977 PILE "911" Emergency Telephone Number RECERENGES• ENCLOSURES• Mack Gilstrap of the Southern Bell telephone Company informs me that November 1, 1977, would be the deadline for the City to reaffirm our interest in contributing to the implemention of the "911" Emergency Telephone System. The reason for this deadline, is to provide the Telephone Company the necessary time to order approximately $1 million in new equipment that will be necessary to put this emergency system into operation by January 1979. If such a commitment is not made at this time, and the order for new equip- ment is delayed, the Telephone Company fears that there will be a six (6) month delay in making the system operational. The additional delay will be caused by other orders being placed, for the "911 system" from other sections of the country. The result of such a delay would place the starting date for "911" in the 3rd quarter of 1979. While the number would be posted in the new telephone directory in 1979, the Telephone Company feels that a large barage of telephone calls coming into the system as a result of that publication could cause problems in the use of the 911. Hialeah & Dade County have already made a commitment to proceed, we should therefore, have this item placed on the October 26th agenda in order to re- spond to the request of Southern Bell. cc: Eric Wilson CITY OF MIAMI. FLORID" INTER -OFFICE MEMORANDUM TO: FROM: Dick Fosmoen Assistant City Manager ��'► • L ' '1 Clark Merrill Assistant to the City Manager September 16, 1977 FILE• S"BJEL7 Emergency "911" Telephone Cost Summary RtFERENCFS ENCLOSURE'S 0n September 13, 1977, I attended a meeting of the Dade League of Cities "911" Committee meeting, where a discussion of how the Citys' and Metro would pro- ceed with the implementation of the "911" system in the face of escalating costs as reported by Southern Bell Telephone Company. I am enclosing a copy of the minutes of the September 8th meeting called by Dade County which I did not attend. Essentially the implementation of the "911" emergency phone system depends upon the unamious approval by each of five (5) Governmental agencies, Miami, Miami Beach, Hialeah, Coral Gables&Dade County. If any one of these agencies do not financially support their share of the system, "911" can NOT be imple- mented with selective call routing. I am also enclosing a copy of resolution No. 75-505, which in 1975 authorized the City Manager to negotiate with Southern Bell Telephone for the implementa- tion of the "911" emergency phone system, which at that time was mandated by state law. The 1976 legislature removed that mandate subject to state funding That funding has not materialized with the exception of $117,340, which we are told can be made available from the Governor's funds. The Citys' proportionate share of the state funds would be approximately 22, or $25,865. There is a possibility that this may be increased. As a result of the City Commissions' 1975 resolution, Ben Demby, former Director of Communications, on December 18, 1975, wrote to Southern Bell Telephone Company authorizing the Company to install the "911" system in Miami at an initial cost of $19,071.50, at the recurring cost of S63,850.68 a year. In July 1977, the installation cost for this system, was increased by 435`.. The Southern Bell Telephone Company explains that the cost increase is needed to pro- vide a computer system, and processors that would be programmed to provide the selective call routing. This sv:ternwill be unique in the Country, because the City boundary lines are not the same as the Southern Bell Telephone exchange boundaries. The new equipment will also include the capability of identifying the callers' telephone number, and later can be expanded to identify the callers location. The new cost to the City is now set at $102,420.25 for our share of in- stallation, and a yearly cost of $105,530.28 paid monthly. The attached Southern Bell Telephone "911" emergency phone cost distribution sunmiary shows how the cost will be shared within Dade County. Emergency "911" Telephone Cost Summary Southern Bell is asking each of the Cities and the County to place a firm order for the "911" emergency phone system, by September 20, in order that they may e pier the equipment that will be necessary to establish this system. Their target date for having this system on line is January 15, 1979. The total cost to the City of Miami, would be $207,950.53. The cost of in- stallation, can be spread over a 36 month period after deducting the antici- pated state contribution. The Citys' cost beginning February 1979, would be approximately $11,000 per month, or a budget impact of about S90,000 for the year 19713-79. Thereafter, the yearly cost would be approximately S132,000 a year. After the installation cost has been paid, the monthly recurring cost to the City will be S105,530.28 a year. There are several sources other than the General Fund that may be available to assist in funding the "911" system. POSSIBLE SOURCE NUMBER 1. - The State of Florida has offered Dade County 5117,340 to implement the "911" emergency telephone system. The Citys' pro- portionate share of that, would be S25,865 (221, State officials have suggest- ed that it may be possible to increase that amount to $200,000,00. The State legislature can be requested to provide additional funds in the next state budget. POSSIBLE SOURCE NUMBER 2. - LEAA Funds can be requested to pay cost of instal- lation and a part of the recurring costs. POSSIBLE SOURCE NUMBER 3. - The State legislature can be requested to pass a state law requiring the Public Service Commission to include the total cost of installing and operating the "911" emergency telephone system, in the tariff it approves for each Telephone Company throughout the State of Florida. This would distribute the cost of "911" evenly and equally to each telephone subscriber. POSSIBLE SOURCE NUMBER 4. - Extend the Public Service tax by either State or Local Legislation to include intrastate long distance toll calls, within the taxable base. This would provide the City of Miami, more than enough revenue to pay our share of the "911" emergency telephone system costs. ACTION NEEDED A resolution is needed authorizing the City Manager to enter into an agreement with Southern Bell Telephone Company, based upon the cost they have submitted. This should be done at the earliest possible time, recognizing that each of the other participating governments must do the same before this project can succeed. We have no assurance at this time, that the other participants will be able to move quickly on this project. I have prepared the attached resolution for your consideration and approval. cc: Joseph R.
