Please see if you can get me on the agenda of the City Commission
meeting of October 26th. I would appreciate being on the agenda
as early in the morning as possible because I have a meeting that
I must attend at noon on that same day.
I am the Chairman of the Governmental affairs Committee of the
Miami Board of Realtors. In that capacity, I have been asked
to discuss, with the Commissioners, the City of Miami's Parking
Light Ordinance. The Directors of the Miami Board of Realtors
feel that a revision or revocation is necessary.
Please confirm with my office the date and time that I will ap-
pear before the Commission. Thanks for your usual kind and ef-
ficient attention.

In your letter you expressed particular concern that the City
of Miami had not complied with the provisions of the parking
lot lighting ordinance. Discounting the properties which are
controlled by the Off -Street Parking Authority, the City has
brought all but three of the City -owned properties into com-
pliance with the ordinance. They are the Orange Bowl, Dinner
Key and Watson Island.
As you are aware, the voters in November will hopefully have
an o;,nortunity to vote on $15 million for improvements at the
Orange Bowl. Included in these improvements will be either
fencing or lighting to bring the Orange Bowl Complex in corn-
pliance. On September 8, we have recommendations before the
Commission to a;•:ard the contract for the renovation of the
Dinner Fey Auditorium. This renovation includes redevelor:nent
of the entire paved area around the Auditorium which will also
bring this area into compliance. Watson Island, as you are
probably aware, is presently in the planning stages for devel-
opment as an amusement -theme center. Whatever areas are
developed for parking will require lighting.
Compliance with the ordinance for new construction, according
to our Building Department, has not created any special prob-
lems. As you know, the Parking Lot Appeals Board was created
for owners who felt that the requirements of the ordinance
were unjust. To my knowledge, this Board has not met in almost
two years which would certainly indicate that there has been
no difficulty in achieving public compliance.

RE: Parking Lot Lighting Ordinance

Dear Joe:
Some of the members of the Miami Board of Realtors have
raised a question on Miami's Parking Lot Ordinance. They
are of the opinion that it should be repealed. I would like
to discuss this matter with you, or, in the alternative, I
would like to be placed on the City Commission's agenda, dur-
ing the month of September.
In the meanwhile, it is my understanding that a number of the
City of Miami's own parking lots do not have lighting that com-
plies with the code. Please let me know the cost that has been
estimated to install lighting the City's own lots, together with
maintenance costs.
I will appreciate hearing from you soon.
