FIXING THE MILLAlt AT FIFTY ONE.-HUNDREOTHS

ASSESSED VALUE OP ALL REAL AND PERSONAL PROPERTY
IN SAID DISTRICT AND PROVTDING THAT THE SAID
MILLAGE AND THE TAXES LEVIED HEREIN SHALL BE IN
ADDITIoN To THE FIXINO OE THE MILLAGE AND THE
LEVYING OP TAXES WITHIN THE TERRITORIAL LIMITS
OP THE CTTY OF MIAMI, WHICH T.5 CONTAINED IN THE
GENERAL APPROPRIATION ORDINANCE FOR THE AFORESAID
ETSCAL YEAR AF REQUIRED BY SECTION 30 OF THE CITY
CHARTER; PROVIDTNI THAT THE MINI OF THE MILLAGE
AND LEVYTNG OP TAXES HEREIN SHALL BE TN ADDITION
TO SPECIAL ASSESSMENTF FOR IMPROVEMENTS IMPOSED
BY THE CITY COMMISSION OF THE CITY OF MIAMI WITHIN
THE TERRITORIAL LTMITS OF THE CITY OF MIAMI; PRO-
VIDING THAT THIS ORDTNANCE SHALL NOT BE DEEMED AS
RFPFALIN1 OR AMENDING ANY OTHER ORDIANANCE FIXING
MILLAGE OR LEVYING TAXES FOR THE FISCAL YEAR
BEGINNIN1 OCTO!3ER 1, 1977 AND ENDING SEPTEMBER 30,
1978 8111 SHALL BE DEEMED SuPPLEMENTAL AND IN
ADDITION THERETO; AND PROVIDING THAT IP ANY SECTION,
CLArSE OR SUBSECTION SHALL RE DECLARED UNCONSTT-

PROVISIONS.
WHEREAS, the Tax Assessor of Dade County, Florida,
a nolitIcal subdivision of the State of Florida, has determined
the nonexempt aggreF7ate valuation of taxable property, real and
personal, in the Downtown Development District of the City of
Miami to be $600,927,901,
NOW, THEREFORE, RE TT ORDAINED BY THE COMMISSION OP
THE CITY OF MIAMI, FLORTpA;

Section 2. There shall be and is hereby levied
nonexempt assessed value of all property, both real
'nal, in the Downtown Development District as des-
) Settion 1 hereof, taxes at the rate shown below for
year beginning October 1, 1977 and ending Septem-
_978 for the following purpose
A tax of Fifty One Hundredths (.50) mills on
the dollar for the purpose of financing the
operation of the Downtown Development Authority
of the City of Miami.
Section 3, The fixing of the millage and levying
in this Ordinance shall be in addition to the fixing
11age and levying of taxes which is contained in the
ppropriation ordinance for the aforesaid fiscal year
-ed by Section 30 of the City Charter,
Section 4, The fixing of the millage and.levving
in Downtown Development District, as provided in
flance, shall he in addition to special assessments for
Tits imposed by the City Commission of the City of Miami,

Section 5. This Ordinance shall not reveal or
amend any other ordinance nixing mi.11age or levying tares
for the fiscal year beginning October 1, 1977 and ending
.September 30, 1978, but oha.l1 be deemed suppiernehta.l and in
addition thereto.
Section 6. 7f any section, part of section, para.
graph or clause of this Ordinance shall be held to be uncon..
stitutional or void, the remaining; provisions of this Ordinance
shall, nevertheless, rennin in full force and effect.
Section 7. The foregoing Ordinance is hereby
declared to be an emergency measure on the ground of urgent
public need for the preservation of peace, health, safety
and property of the City; also to provide and allow sufficient
time for the necessary and enormous amount of clerical work
in the preparation and collection of tax bills and to meet
appropriations made.
Section 8.
The requirement of reading this Ordinance
on two eparate days Is hereby dispensed with by a four -fifths
vote of the members of the Commission.
