HomeMy WebLinkAboutO-08713ORDINANCE NO AN ORDINANCE MAKING CERTAIN APPROPRIATIONS TO THE VARIOUSPRIVATE NON-PROFIT AGENCIES WHICH RECEIVED FEDERAL REVENUE SHARING FUNbS FROM THE 'CITY Of MIAMI, FLORIDA, AND MAXIM 'SUCH APPROPRIATIONS CHARGEABLE TO THE APPROPRIATIONS FOR THE FISCAL YEAR 1977-78; DECLARING THIS ORDINANCE TO BE AN EMERGENCY MEASURE AND DISPENSING WITH THE REQUIRE- MENT OF 'READING THE SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION. WHEREAS, the City Manager has recommended that certain appropriations for current expenses of the Federal Revenue Sharing Agencies be made effective October 1, 1977, charge- able to the appropriations for that year, when passed, in an amount sufficient to cover the necessary expenses of the various Federal Revenue Sharing Agencies from October 1, 1977 until the annual appropriations ordinance is in force and effect. NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA. Section 1. That effective October 1, 1977 the following amounts are hereby appropriated for the current expenses of the Federal Revenue Sharing until the annual appropriations ordinance is in force. These amounts are chargeable to the appropriations for the fiscal year 1977-78, when the budget is adopted. The following temporary appropriations are made to continue the operation of the Federal Revenue Sharing Agencies until the annual appropriations ordinance is in force and effect. Section 2. The foregoing appropriations for the current ex- penses of the Federal Revenue Sharing Agencies are chargeable to the appropriations for the fiscal year 1977-78 when passed and are limited in amount to that sum sufficient to cover the necessary expenses of the various Federal Revenue Sharing Agencies until the appropriations ordinance for the fiscal year 1977-78 is in force and effect. Section 4. All ordinance or parts of ordinances inso- far as they are inconsistent or in conflict with the pro- visions of this ordinance are hereby repealed. Section 5. The foregoing ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City, and to meet appropriations made. Section 6. That the requirement of reading this ordi- nance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. Obtnber; 5, 1977 Federal Revenue sharing interim Allocation arkin , Direc or fice of Community Affairs Attached you will find an ordinance and a resolution, both of which would provide 1/12th funding to some of the agencies which received Federal Revenue Sharing Funds for fiscal year 1976-77. Only one of these pieces of legislation will be necessary, depending on what action is taken by the City Commission on Friday, October 7, 1977. As stated above, only some of the agencies that received funding last year are being recommended for the 1/12th extention. Listed below are those agencies not recommended and the reason: • Only received 1/12th allocation for the year - Channel 2 WPBT Television -Legal Services - -Little Havana --Wynwood - Sixty Second Street Community Development Corp. Have not requested funding for the coming year -Urban League - Latin Street Academy -Dade County Council of the Arts and Sciences Staff is conducting evaluation of administrative and financial operations capability and would not at this time recommend that additional funds be allocated, pending disposition of evaluation. -Edison Little River Self Help Community Council --Pre-school --Project Ycuth --S.T.O.P.P.P, --Sports Development RWP:DH:db 13
