AN ORDINANCE AMENDING 514.46 ( a) OP THE
CODE OP THE CITY OF MIAMI, PVORIDA, AS
AMENDED, BY INCREASING THE MEMBERSHIP OP
THE ADVISORY COMMITTEE ON SUBSTANCE ABUSE
FROM FIVE TO SEVEN MEMBERS: CONTAINING A
REPEALER PROVISION AND A SEVERAf3ILITY
CLAUSE
RE IT ORDAINED BY THE COMMISSION OP THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 14-16.1(a) of the Code of the City
of Miami, Florida, as amended, is hereby further amended in

the following particulars:`
"Sec. 14-16.1. Advisory committee On substance abuse.
There shall be established within the city an
advisory committee on substance abuse, as follows:
(a) Composition; appointment of members. The
committee shall consist of five seven members,
having expertise in the field of substance abuse
who shall be appointed by the city commission."
Section 2. A11 ordinances or parts of ordinances, insofar
as they are inconsistent or in conflict with the provisions of
this ordinance, are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid►
the remaining provisions of the ordinance shall not be affected.

ENCLOSURES:
The Substance Abuse Advisory Committee, created by Ordinance
8413 on June 12, 1975, currently consists of five members,
whose terms expired on July 31, 1977. All nominations and
personal information was not received in time to place the
matter on the July 28 Agenda. Also, the committee and members
of the Community Affairs staff have been discussing the pos-
sibility of increasing the scope of this committee to include
all other types of community residential treatment facilities.
It now appears that it will take substantially more time to
come forward with a proposal to increase the scope of this
Substance Abuse Advisory Committee for the City Commission'
consideration. However, in any case, we have concluded that
the present Committee and the proposed future committee be
composed of seven (7) individuals. Therefore, it is proposed
that the City Commission consider an amending ordinance to
the City Code, increasing the number of members on the Substance
Abuse Advisory Committee from five (5) to seven (7); and that
they consider a resolution appointing seven individuals to that
Committee.
After the proposal to expand the scope of the committee has
been further reviewed, commented on by the Planning Department
and appropriate City Boards, and put in the form of an ordin-
ance; it will be brought back to you for possible inclusion on
a future City Commission Agenda.
