Grassie City Manager The attached Appropriations Ordinance for Capital Improvements identifies the necessary appropriations from general obligation bonds and from some federal funds to undertake an additional 54 projects during fiscal year 1977-1978. Projects to be undertaken with Community Development funds have been identified in a separate Appropriations Ordinance, approved on second reading by the City Commission on September 23, 1977. As required by Section 34 of the Miami City Charter, "No money shall be drawn from the treasury of the City, nor shall any obligation for the expenditure of money be incurred, except pursuant to appropriations made by the Commission". Upon approval of the appropriations contained in this Ordinance, the Administra- tion would return to the Commission for the awarding of bids and for any Ordinance amendments that might be necessary during FY 1977-1978. The Administration also intends to provide the Commission with quarterly reports on the status of spending and the status of implementation of all projects con- tained in the 77-78 Capital Budget (the first year of the Capital Improvement Program). It should be pointed out that none of the FY 77-78 appropriations require the sale of additional bonds. Therefore, existing debt service requirements and established millages will not be increased in any way.
