RESOLUTION REQUESTING THE GOVERNMENT
OP THE UNION OF SOVIET SOCIALIST REPUBLICS
(U.S.S.R.) TO DISMISS PENDING CHARGES
AGAINST ANATOLY SHCHARANSKY AND FURTHER
REQUESTING THAT ANATOLY SHCHARANSKY,
PROFESSOR ALEXANDER LERNER AND FAMILY,
FELIX ARONOVICH, EITAN FINKELSTEIN AND
FAMILY, AS WELL AS OTHERS, BE ALLOWED TO
EMIGRATE FROM THE U.S.S.R.
WHEREAS, some Soviet citizens, Who wish
with their families in other lands
pettriission to emigrate; and
WHEREAS, after applying for exit visas, individuals
such as Professor Alexander Lerner,
Felix Aronovich, Eitan
Finkelstein, Anatoly Shcharansky and innumerable other Soviet
citizens have been dismissed from their jobs and ostracized from
Soviet society; and
WHEREAS, the Union of Soviet Socialist Republics
(U.S.S.R.) is aparty to the Helsinki agreement which guarantees
free emigration and the right of families to be united; and
WHEREAS, Anatoly Shcharansky was arrested on March 15,
1977, as an accused agent of the United States of America,and held
incommunicado in Lefortovo Prison, in Moscow, without counsel; and
WHEREAS, the City of Miami endorses President Carter's
strong stand for human rights throughout the world;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF

against Anatoly Shcharansky.

well as others, be permitted to emigrate from the Union of Soviet
Socialist Republics.

I wish to acknowledge receipt of your recent letter,
along with a copy of your Resolution No. 77-800, in
which you indicate the most unfortunate circumstances
surrounding the intended emigration from the Soviet
Union of Anatoly Shcharansky, Professor Alexander
Lerner and family, Felix Aronovich, Eitan Finkelstein
and family, as well as many others whose names have
not been personally mentioned but who share similar
difficulties and dreams.
As you probably know, I have worked with many people
from the Miami area over the past few years on be-
half of these fine men, whose only crimes seem to be
a thirst for freedom and a love for their ancestry
and heritage.
My deepest sympathy lies with those who face perse-
cution, unemployment, and imprisonment because of
this strong desire to begin a new life in Israel.
I sincerely appreciate your concern in this matter,
and will do what is within my mower to be of assis-
tance.
Therefore, I have contacted Ambassador Anatoly
Dobrynin and have asked that he intercede and exert
all possible pressure to remove the burden of oppres-
sion from the shoulders of these people.

Dear Maurice:
I recently visited the Soviet Union and have become involved
in the plight of Soviet Jews, known as Refusniiks, who have been
unable to emigrate fluci the Soviet Union.
Since the Soviet government is a party to the Helsinki
agreement in which they promise to allow people to emigrate freely,
and since President Carter has made a strong plea for human rights
throughout the world, this has become a timely issue.
I respectfully request that the City Commission of Miami
pass a Resolution asking the Soviet government to allow all its
citizens the right to emigrate --particularly the four families
mentioned in the enclosed draft Resolution, three of which my wife,
Helyne and I visited, who have become leaders among Soviet citizens
desiring to emigrate.
The Soviet government respects public opinion in America
and is particularly sensitive to pronouncements of government
authorities. This Resolution, therefore, may be of great
importance.
I am enclosing a draft Resolution and would appreciate your
introducing it to the City Commission.

that the government of the Soviet Union dismiss pending charges
against Anatoly Shcharansky; and
FURTHER that Anatoly Shcharansky, Professor Alexander Lerner
and family, Felix Aronovich, Eitan Finkelstein and family, as
well as others be allowed to emigrate from the Soviet Union.
