A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE
IN LIEU OF CONDEMNATION, A VACANT LOT COMPRISED OF
SEVEN THOUSAND TWO HUNDRED (7,200) SQ. FT., MORE OR
LESS LOCATED AT 1417 NORTH MIAMI AVENUE, MIAMI, FLORIDA
FOR THE SUM OF TWENTY-FIVE THOUSAND ($25,000.00) DOLLARS
AND ALLOCATING TWENTY-SIX THOUSAND ($26,000.00) DOLLARS
FROM COMMUNITY DEVELOPMENT FUNDS TO COVER THE COST OF
ACQUISITION OF FEE SIMPLE TITLE TO THIS PROPERTY AND OTHER
COSTS INCIDENTAL TO THE ACQUISITION.
WHEREAS, the vacant property located at 1417 North Miami Avenue,
proposed to be acquired for the development of a mini park for the use of
citizens in central Miami; and
WHEREAS, the Office of Community Development has approved the
acquisition of this property to provide a mini park in the central Miami area
and concurs with the recommendation to acquire this parcel; and
WHEREAS, the necessary monies for said acquisition are available
in the second year funding of Community Development Projects; and
WHEREAS, this acquisition is in accordance with the Land
Acquisition Policies under Community Development Programs, which include cost
of relocation assistance, if required, as detailed in HUD Handbook 1320.1,
Real Property Acquisitions; and
WHEREAS, the owner of the property has by Agreement dated the
8th day of July, 1977, offered to convey fee simple title to this property to
the City of Miami, Florida, for the
($25,000.00) Dollars; and
negotiated price of Twenty -Five Thousand

Section 1. The City Manager be and he is hereby authotited

Miami, Florida, legally described as:

Records of Dade County, Florida
for the development of a mini park for the sum of Twenty Five Thousand
($25,000.00) Dollars.
Section 2. The amount of Twenty Six Thousand ($26,000.00)
Dollars be and it is hereby allocated from the second year Community Develop-
ment Funds to cover the cost of acquisition of fee simple title to this
property and other costs incidental to this acquisition.

By memorandum dated September 17, 1975, Mr. Charles Crumpton, Assistant City ;Tanager
for Community Development, authorized and requested the appraisals and negotiations
to acquire the subject property. This acquisition is the first of four parcels
involved.
Twenty-one (21) MAI Appraisers were solicited for bid, and six (6) proposals were
received. The two Appraisers selected, were the lowest fees of the six bids sub-
mitted.
The pertinent facts of this acquisition are as follows: -

There were four (4) parcels involved in this acquisition originally, Due to the
inability to arrive at a mutually agreeable price with three of the four owners,
the Project was cut to this single acquisition. After a series of negotiations,
the final agreed amount to acquire, was Twenty Five Thousand ($25,OOO,00) Dollars,
It is recommended that this parcel he acquired by negotiation. It would be more
costly to the City to acquire by condemnation. The Office of Community Develop-
ment concurs with this recommendation.
This acquisition was transacted in accordance to the Land Acquisition Policy
under the Community Development Program as determined in HUD Handbook 1320.1 Real
Property Acquisition,
