A RRSOLtTtON AUTHORIZING PAYMENT IN THE AMOUNT
l 1',$18,677.16 TO THE LAW FIRM OF O'CONNOR AND
11ANNAN FOR PROrESSIONAL SERVICES RENDERED
1N THE LITIGATION REGARDING THE CITY OF MIAMI
PUBLIC WORKS FEDERAL GRANT FUNDS, WITH FUNDS ALLOCATED'
THEREFOR FROM LAW DEPARTMENT BUDGETED FUNDS.
WHEREAS, the governing body of Metropolitan Dade County,
lotida filed suit in the U.S. District Court of the District of Columbia
against the Secretary of Commerce and others, seeking to enjoin the Depart=
ment of Commerce from
Capital
distributing funds under the local Public Works
Development and Investment Act to the City of Miami and other
municipalities within Dade County; and
WHEREAS, the interests of the City of Miami were best served by
the retention of legal counsel in the District of Columbia; and
WHEREAS, the City Commission on July 28, 1977 authorized the
hiring of the law firm of O'Connor and Hannan in Washington, D.C., in connec—
tion with the aforesaid legal proceedings;
NOW, 'THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
FLORIDA:
Section 1. Payment of the sum of $18,677.16 to the law firm
('O'Connor and Hannan, for professional services rendered in the litigation
regarding the City of Miami Public Works Federal Grant Funds, is hereby
approved, with funds allocated therefor from the Law Department budgeted
funds.
PASSED AND ADOPTED this 13th day of October, 1977.

The Federal government has formally executed grant awards
to the City of Miami under the Public Works Capital Devel-
opment Investment Act. Therefore, the City of Miami is no
longer participating in the litigation of Metropolitan
Dade County, Florida, v. Juanita M. Kreps, et al., Case No.
77-1300.
The law firm of O'Connor and Hannan, our retained legal coun-
sel in Washington D. C. has forwarded us their statement for
professional services rendered in this matter. An itemized
list of the legal services performed by them is enclosed
herewith.

petropolitan Dade County, Florida v. Juanita M. Kreps, et al.,
Civil Action Mo. 77-1300including the tollowing: •
Analysis of complaint, application for preliminary in-
junction and supporting affidavits and docum2ntation filed by
Metropolitan Dade County;
Telephonic conferences and meetings with representatives
of the City of Miami;
Meetings with representatives of EDP and U.S. Attorney
to coordinate position;
Drafting of Petition to Intervene and supporting memo-
randum on behalf of the City of Miami;
Drafting of Opposition to application for preliminary
injunction;
Court Appearance in hearing on the application for pre-
liminary injunction;
Drafting of proposed findings of fact and conclusions of
law and order submitted to Judge Corcoran;
Drafting of answer to complaint of Metropolitan Dade
County;
Ctafting of Opposition to injunction pending appeal in
At Court of Appeals for the District of Columbia;
Attendance at depositions taken by Metropolitan Dade
ounty of EDA's chief counsel and program analyst;
Numerous telephonic conversations with various of£ieials
in EDA in Washington and Atlanta, GA to determine status of City
of Miami's application and to attempt to expedite processing of
such application; and
Preparation of complaint and application for a temporary
restraining order and supporting papers to prevent the lapsing of
funds in event EDA did not act by September 30. on City of Miami's
application.
